SRE SEPARA DEL CARGO A ANDRÉS ROEMER EN LA UNESCO / PATRICIA MUÑOZ RIOS / LA JORNADA
La Secretaría de Relaciones Exteriores (SRE), informó que fue removido como titular de la Representación Permanente de México ante la Unesco, Andrés Roemer Slomianski, debido diversas causales, entre ellas, “por informar a otros gobiernos” del sentido del voto que daría México en el tema de la preservación del patrimonio cultural en Jerusalén Oriental. Roemer además hizo públicos documentos y correspondencia oficiales sujetos al sigilo que le obliga la Ley del Servicio Exterior Mexicano, no informó diligentemente y con acuciosidad del contexto en el que ocurrió el referido proceso de votación.

PREPARAN PLAN TEMPORAL DE REGULARIZACIÓN PARA MIGRANTES / EL UNIVERSAL
El Instituto Nacional de Migración (INM) informó ayer que, a partir del 9 de enero próximo, pondrá en marcha el Programa Temporal de Regularización Migratoria (PTRM) para apoyar a todos los extranjeros en situación irregular que se encuentren en el país y que han hecho de México su lugar de residencia permanente para el bienestar de su familia. A través de un comunicado de prensa, el INM abundó que ese programa beneficiará a los extranjeros que ingresaron al país antes del 9 de enero de 2015, quienes podrán obtener su estancia legal y al mismo tiempo un permiso para que puedan trabajar en territorio nacional.

REPUNTÓ EN 2016 INGRESO A EU DE NIÑOS SOLOS / LA JORNADA
El total de niños sin compañía de adultos que ingresaron a la frontera sur de Estados Unidos experimentó en el año fiscal 2016 un repunte de 49 por ciento sobre el año anterior, según datos divulgados este lunes por Jeh Johnson, secretario de Seguridad Interna. De acuerdo con los números divulgados por Johnson, en el período comprendido entre octubre de 2015 y septiembre de 2016 fueron interceptados en la frontera 59 mil 692 niños sin compañía de adultos, contra 39 mil 970 menores en el año fiscal 2014-2015.

DODGERS TO START MEXICAN ROOKIE JULIO URIAS IN NLCS GAME 4 / EL UNIVERSAL
Julio Urias is scheduled to start for the Los Angeles Dodgers in Game 4 of the NL Championship Series against the Chicago Cubs. Manager Dave Roberts said Monday the 20-year-old rookie from Mexico will open Wednesday, followed by Kenta Maeda in Game 5 on Thursday "as it stands now." Urias pitched two scoreless innings of relief in the Dodgers' win over Washington in Game 5 of the NL Division Series, raising his total innings since Sept. 1 to 16. He has never thrown more than 100 pitches in a major league game, and the team has been careful to manage his workload this season.

Donald Trump and Hillary Clinton are both talking about reaching out to Latino voters, but are they doing what it takes to get Latinos out to vote in November? Should their outreach specifically target Latinos as Latinos, or should their get-out-the-vote (GOTV) messages instead appeal to everybody simply as Americans? Our research, forthcoming in the American Political Science Review, shows that both kinds of messages can increase Latino voter turnout — although each succeeds for different segments of the Latino community.

ILLEGAL BORDER CROSSINGS BY CENTRAL AMERICAN FAMILIES SPIKE AGAIN / BRIAN BENNETT / LOS ANGELES TIMES
Arrests of migrants who illegally crossed the Southwest border jumped 23% in the past year, according to Homeland Security figures released Monday. The increase, after declining for a year, could provide grist for the presidential campaign and Donald Trump’s harsh criticism of immigration policy and border security. Border Patrol agents and other U.S. authorities apprehended 408,870 people on or near the border — including 137,366 children and their families, mostly from Central America — in the just-ended 2016 fiscal year.

¿Qué tienen en común las “loncheras” con las próximas elecciones? La campaña#GuacTheVote, para alentar a los hispanos a registrarse para votar. Un mes atrás, y como respuesta a los comentarios despectivos del republicano Marco Gutierrez sobre la posibilidad de que se instalen “loncheras en cada esquina” si no gana Trump, la Cámara Hispana de Comercio alentó a las loncheras a convertirse temporalmente en centros de registro para votar.

KANSAS TRIO ACCUSED OF PLOT TO ATTACK IMMIGRANTS GET LAWYERS / ROXANA HEGEMAN / CHICAGO TRIBUNE
Three men accused of plotting to attack Somali immigrants in western Kansas appeared in court Monday, where they were appointed lawyers and ordered to remain in custody for the time being. Magistrate Judge Gwynne Birzer set detention hearings for Patrick Eugene Stein and Gavin Wayne Wright for Friday and for Curtis Wayne Allen next Monday. The trio was charged in a criminal complaint unsealed Friday with conspiring to use a weapon of mass destruction. Their attorneys declined to comment after the brief hearing in Wichita.

IMMIGRANT ID REVISIONS RAISE NEW HUMANITARIAN CONCERNS / SAN ANTONIO EXPRESS – NEWS
New Mexico officials are running into criticism as they try to implement revisions to New Mexico's immigrant driver's license law. Advocates for vulnerable populations such as the homeless and victims of domestic violence say proposed regulations unnecessarily tighten documentation requirements for basic identification cards that poor, displaced people can use to secure jobs or apply for government health benefits.

WOMEN PROTEST OUTSIDE TRUMP TOWER IN NYC / CHICAGO TRIBUNE
Sexual assault survivors and other women sat on the sidewalk outside Trump Tower during a Manhattan protest. Organizers say the protest Tuesday, which also emphasized the concerns of immigrants and women of color, was one of a series being held nationwide. About 200 women, dressed in black, participated in the half-hour protest. Most of them sat on the sidewalk. Police stood by but did not intervene. Republican presidential nominee Donald Trump lives in Trump Tower and runs his campaign there. He was scheduled for appearances in Colorado on Tuesday. A spokeswoman did not immediately respond to a comment request.

US CITIZEN BORN IN REFUGEE CAMP SUES TO MARRY / MICHAEL KUNZELMAN / THE WASHINGTON POST
Two weeks before their wedding, Viet “Victor” Anh Vo and his fiancee were stunned when a court clerk rejected their application for a marriage license because he couldn’t produce a birth certificate. The couple had spent thousands of dollars on a wedding planner, caterer, florist, disc jockey and a reception hall for 350 guests before they learned that a newly amended Louisiana law would block them from getting married. They went ahead with February’s ceremony without a license to make it official, but they aren’t giving up on legally tying the knot. Vo, a 31-year-old U.S.

MOVIE REVIEW: 'DESIERTO' IS A PREDICTABLE CAT-AND-MOUSE STORY / CARY DARLING / CHICAGO TRIBUNE
The premise of "Desierto" is both topical and terrifying: a group of undocumented Mexican workers trying to slip across a desolate spot along the U.S. border find themselves the victims of a gunman who's picking them off one by one. It could make for pithy commentary on the issue of immigration as well as a tense exercise in suspense. Unfortunately, "Desierto" falls short on both counts. It turns into a predictable cat-and-mouse game with one standout performance by the killer's enthusiastically ride-or-die German Shepherd. Gael Garcia Bernal is Moises, a man trying to re-enter the U.S. to reunite with family in California.

Sabha Al-Ali, 28, practices one of her favorite English phrases, a scrum of kids circling her in their cramped apartment in Pittsburgh's Crafton Heights neighborhood. She hasn't learned a lot of English yet, but what she knows is important. "I'm alive. My babies are alive," she says. Motab, her 31-year-old husband, stands next to her, taking turns playing with their children: Mohammed, 8; Shadid, 6; Najdah, 4; Ahmed, 3; Hassan, 2; and baby Iman, born in Pittsburgh in February — the only family member who is an American citizen.

The Latest on the arrest of three men accused of plotting to attack Somali immigrants in Kansas (all times local): 4:35 p.m. Kansas Gov. Sam Brownback says the arrests of three men accused of plotting to attack Somali immigrants in the southwestern corner of his state shows that "no place is immune" from violence. Brownback told reporters during a news conference: "This is sort of hate and violence doesn't have any place in this country, let alone our state." He said the global conversation about refugees has been marked by "lots of sharp words."
