FEAR AMONG HISPANICS COULD UNDERCUT CENSUS COUNT, LATINO LEADERS WARN / BILL LAMBRECHT / HOUSTON CHRONICLE
Latino leaders are warning of a developing crisis in the 2020 census and demanding that the Census Bureau act aggressively to calm fears in immigrant populations about data misuse. Citing focus groups and initial interviews in Texas and across the country, the bureau's Mikelyn Meyers recently reported "an unprecedented groundswell in confidentiality and data sharing concerns" related to the 2020 count. "We're concerned that this may present a barrier to participation in the 2020 census," she said. "And this is particularly troubling due to the disproportionate impact on hard-to-count areas." Harris County, which is roughly 42 percent Hispanic, has long been an area of concern for the Census Bureau. Last spring, officials tested new technology in only two counties - Harris and Los Angeles - aimed at improving response rates in hopes of finding solutions before 2020.

ANTI-IMMIGRANT HATE TARGETS ASIANS TOO. THIS IS HOW VIRGINIANS RESPOND ON ELECTION DAY / HELEN LI / THE HUFFINGTON POST
As a young girl, I had a best friend I hung out with every week at Chinese school. We were inseparable. When she abruptly stopped coming to class one day, I was angry at her parents for making her move back to China. My friend was terrible at speaking Chinese and could not read it at all. I couldn’t understand why her parents would uproot her from school in the U.S., where she was a talented student. I felt like her future had been thrown away. In a way, it had been. Years later, my parents told me that my friend’s parents did not choose to move back to China. They were deported after her dad’s visa expired. Undocumented Asian Americans are part of our local community. In fact, one in six Asian immigrants in Virginia is undocumented. The largest undocumented groups in the US are Indian, Chinese, Filipino, and Korean.

IMMIGRANTS WITHOUT STATE ID WILL BE ALLOWED TO USE OTHER FORMS IF STOPPED BY DALLAS-AREA POLICE / THE DALLAS MORNING NEWS
Several North Texas police departments say that if stopped or questioned, immigrants without state-issued ID will be allowed to identify themselves with other paperwork. Police chiefs from Carrollton, Dallas and Farmers Branch told a crowd of 1,500 people at a Dallas-Area Interfaith meeting Sunday afternoon that they would recognize utility bills, library cards, church membership cards and other forms of IDs. "The Dallas Police Department will always work with you," said Deputy Chief Gary Tittle. "We recognize that a state ID is the best form of identification, however, if all the identification that you have is from a parish or is a utility bill, something is better than nothing." The chiefs answered questions from North Texas faith leaders and community members at Mary Immaculate Catholic Church about what types of identification is acceptable for an immigrant stopped or questioned by a law enforcement officer under a law banning sanctuary cities in Texas.

THESE PEOPLE ARE THE BIGGEST LOSERS IN BROOKLYN’S GENTRIFICATION / CARL CAMPANILE / THE NEW YORK POST
The hipsters who have taken over Brooklyn have done so largely at the expense of lower-income Hispanics, a new report claims. The Hispanic population is still increasing citywide — from 2,428,756 in 2013 to 2,489,090 in 2016, the analysis by the National Institute for Latino Policy notes. But in Brooklyn, the number of Hispanic residents has halted and even started to decline. The Hispanic population in Brooklyn has dropped from 513,242 in 2015 to an estimated 505,183 last year — a 1.6 percent reduction, NILP president Angelo Falcón said. Falcón claims that escalating housing costs — spurred by gentrification — have driven lower-income Hispanics out of once predominately Latino neighborhoods of Bushwick, Williamsburg and Sunset Park.

UNDOCUMENTED IMMIGRANTS IN BALTIMORE SEEK REFUGE IN SOCCER / JEFF BARKER / BALTIMORE SUN
The Patterson High School soccer player pulled off his hoodie to reveal a dark blue jersey bearing the name of Neymar, his favorite player, and joined his teammates on the sunny practice field. While the jersey offers the 17-year-old a connection, if mostly in his dreams, to the Brazilian superstar, the sport itself provides the undocumented immigrant from Guatemala something more tangible: A respite from anxiety at a time of stepped-up immigration enforcement. “Maybe they can separate me from my mother. That makes me afraid,” said the player, who asked to be identified only as “Duglas” because of his immigration status. President Donald Trump has called for more aggressive immigration enforcement to reduce the numbers of undocumented immigrants in the nation, estimated by the Pew Research Center at 11.3 million people in 2016.

LATINO COLLECTION AND RESOURCE CENTER BLOSSOMS WITH CULTURA / RENÉ A. GUZMAN / SAN ANTONIO EXPRESS-NEWS
And you thought the Central Library shined with culture on the outside. Inside the enchilada red icon, the equally vibrant Latino Collection and Resource Center continues to grow, adding more books and now programming and other forms of media to spotlight the myriad struggles, successes and other life experiences of Latinos across the United States. Those stories also include narratives from the collection’s home of San Antonio, where more than half the population is Hispanic and where such a collection, which launched a little more than 20 years ago amid community pressure for such a dedicated resource, has been seen as a long time coming. “To have a collection that speaks to the many contributions of Latinos to American life and to our heritage and our culture and our history, I think it’s appropriate.

THE NAFTA EFFECT: INVESTORS IN CANADIAN AUTO-PARTS MAKERS MAY SOON FACE A RUDE AWAKENING / DAVID MILSTEAD / THE GLOBE AND MAIL
The stocks of Canadian auto-parts makers have been on a tear, buoyed by the belief that replacing all the cars lost in last summer's hurricanes will boost sales. Third-quarter earnings numbers, which start Tuesday from Linamar Corp., should do little to dissuade investors. Still, the stocks have run so far, so fast, it suggests the market is ignoring another storm: The continuing renegotiation of the North American free-trade agreement, an upending of which could throw a significant wrench into the three companies' business models. Linamar, as well as Magna International Inc. and Martinrea International Inc., have all participated in an updraft in auto-parts makers since Hurricane Harvey; Goldman Sachs notes the entire group of North American auto suppliers jumped 15.8 per cent from Aug. 17 to mid-October, with the S&P 500 up just 5.1 per cent. The three Canadian parts companies have added to those gains in the past three weeks.
