BUSCAN ELIMINAR MATRÍCULA CONSULAR, ADVIERTE DERBEZ / VÍCTOR HUGO MICHEL / MILENIO
El canciller Luis Ernesto Derbez advirtió ayer que “fuerzas conservadoras” en Estados Unidos buscan eliminar el uso de la matrícula consular mexicana, en detrimento de millones de indocumentados. “No entienden el beneficio que los migrantes están dando a su sociedad y a su economía”, lamentó. En declaraciones oficiales, Derbez reconoció que México se ha visto forzado a defender la matrícula de distintas iniciativas tanto a nivel federal como estatal en EU, ante la posibilidad de que pierda su validez en algunos trámites.

UN PROYECTO DE LEY BUSCA CREAR UNA PATRULLA FRONTERIZA EN CALIFORNIA / PATRICIA RUVALCABA / MILENIO
La iniciativa solicita que se declare a California en estado de emergencia por diez años debido a la inmigración. Dado que “el gobierno federal no hace nada”, en el estado de California “debemos hacer algo para minimizar la inmigración [indocumentada]”, dice Cristina Rivera, vocera de la California Border Police Initiative, una iniciativa que busca la creación de una Patrulla Fronteriza de California con hasta cuatro mil miembros entrenados para arrestar a indocumentados y entregarlos a las autoridades migratorias federales. De ser aprobada, sería la única en su tipo en Estados Unidos.

SCHWARZENEGGER ATACA A MIGRANTES / MILENIO
El gobernador republicano de California, Arnold Schwarzenegger, quien ha causado indignación en la comunidad hispana de Estados Unidos por sus propuestas para atacar la inmigración indocumentada, instó al gobierno federal a combatir esta situación. “El gobierno federal debe resolver” el historial de inmigración clandestina. “No tiene ningún sentido andar con rodeos”, declaró a la cadena de noticias Fox News. Schwarzenegger, quien llegó como inmigrante a Estados Unidos en 1968, aseguró una vez más que se necesita “más patrullaje” para vigilar las fronteras y desestimó que su extensión sea un problema.

STATES MAY DISOBEY DRIVER'S LICENSE RULES / NEW YORK TIMES
States are threatening to challenge in court and even disobey new orders from Congress to start issuing more uniform driver's licenses and verify the citizenship or legal status of people getting them.
There is concern among some states that they'll get stuck with a large tab to pay for implementing the new rules and that getting a driver's license will become a bigger headache for law-abiding residents.

The Bush administration announced on Monday that it would start paying hospitals and doctors for providing emergency care to illegal immigrants. The money, totaling $1 billion, will be available for services provided from Tuesday through September 2008. Congress provided the money as part of the 2003 law that expanded Medicare to cover prescription drugs, but the new payments have nothing to do with the Medicare program.

$46 million is to cover costs for illegal immigrants WASHINGTON - The federal government will help Texas hospitals cover the cost of treating illegal immigrants in emergency rooms beginning today.
The four-year program, approved in 2003 but not immediately implemented, will divide $250 million each year among all states, with Texas and five other states getting the lion's share. That share is based on a formula that considers the estimated population of illegal immigrants per state and also how effectively states such as Texas apprehend those immigrants.

Finding could have implications for Houston area Alzheimer's disease may strike Latinos years earlier than Anglos, a new study suggests. The research has direct implications for Houston, which has the third-largest Latino population in the country. Neurologists who performed the study evaluated 175 Latino and Anglo patients at five clinics in the United States. They found that Latinos with Alzheimer's experienced the first symptoms of the disease seven years earlier than Anglos, at an average age of 67.6 years.

Arizona will not require that official actions be conducted only in English. Gov. Janet Napolitano on Monday vetoed legislation that would have required that all "official action" of state and local agencies be conducted only in English. She said the measure is flawed. "While I agree with the sponsors of this bill that non-English-speaking Arizonans should be encouraged to learn English, this bill does not accomplish that goal," the Democratic governor wrote.

In an effort to bolster Hispanic enrollment, Doane is launching a four-day summer camp for new Americans to introduce them to college life. Open to students entering their sophomore and junior years in high school, attendees will meet with faculty, tour the campus and talk to other students who are immigrants.
