TERMINAN HOY PRIMER TRAMO / REFORMA
Las autoridades migratorias de Estados Unidos prevén concluir hoy un tramo de 113 kilómetros del nuevo muro que se levanta a lo largo de la frontera con México."Nuestra meta es completar 113 kilómetros para el 30 de septiembre, y vamos a lograrlo", señaló Brad Benson, vocero del Servicio de Inmigración y Aduanas, de acuerdo con la agencia AP. Con ello quedará concluida la primera fase de un plan para agregar 595 kilómetros de nuevas barreras para fines de 2008.

It failed, miserably, twice in two years. Congress tiptoed back to the battlefield this month with a modest attempt to legalize some immigrant children who go to college or serve in the military. That failed too. Federal agents, meanwhile, have been feverishly raiding immigrants’ homes, taking parents away in the dead of night. The illegal population has not left the country yet, but it is terrified. And yet for all that, the country is still no closer to figuring out how to handle the stream of workers over its borders, or how to be a global fortress when it is already a global magnet. What we need is a better debate.

Discrimination rising for Hispanics, some say. Businesses that employ Latino workers say they've been peppered with complaints of illegal hiring based on racial profiling ever since Gov. Napolitano signed the state's new employer-sanctions law in July. The complaints are based on the assumption that employers are violating the sanctions law simply because their workers are Latino or speak Spanish. The surge in racial profiling is particularly acute in the restaurant industry, where Hispanic employees with direct contact with customers also are being harassed with racial insults and verbal threats.

Brownsville Bishop Raymundo Peña said Saturday a proposed border fence would increase the death toll among undocumented immigrants by driving them to more extreme and dangerous ways of entering the United States. "There is no wall long enough or high enough to fence out, or keep out, the real economic and human forces driving immigration," Peña said, addressing an afternoon rally against the proposal. "Homeland security must be an ongoing endeavor of our government, but it must be sought and achieved with justice, creativity and effectiveness." Peña spoke to a crowd of about 200 who attended the Brownsville "No Border Wall Pachanga," one in a series of rallies organized by the No Border Wall Coalition to oppose the construction of the nearly 70 miles of border fencing designed to deter illegal immigration.

Seventy miles of new fence along the U.S. border with Mexico should be finished by today, completing the first phase of a plan to add 370 miles of new barriers by the end of 2008, officials said. Most of the new fence is in Arizona, the busiest state for illegal immigration into the United States. Así describió una reportera de La Opinión el lugar cerca de San Diego donde trabajadores indocumentados viven, escondidos del mundo, en unas casitas más precarias que las famosas favelas o ranchos de cartón de América Latina. Decenas, quizá cientos de jornaleros, muchos de los cuales trabajan en la industria de la construcción, viven en casas improvisadas con palos, cartón, plástico y materiales varios, prácticamente a la intemperie y, según el eufemismo, totalmente "a la sombra". Esto es, escapando de la persecución de las autoridades y, seguramente también, de los altísimos alquileres que se pagan en las grandes ciudades californianas.

REPATRÍAN A MÉXICO A 14.000 INDOCUMENTADOS / AL DÍA
Casi 14.000 inmigrantes indocumentados detenidos en Arizona fueron transportados en avión a la capital mexicana entre julio y septiembre bajo un programa de repatriación voluntaria, dijeron autoridades de México el domingo. Estados Unidos pagó los vuelos, a un costo de 15 millones de dólares, entre el 9 de julio y el 30 de septiembre. Hubo dos vuelos diarios de Tucson, Arizona, a la ciudad de México. Desde allí, los repatriados regresaban en autobús a sus poblaciones de origen, la mayoría a estados pobres del sur como Oaxaca, Chiapas y Guerrero.

Cuando llegó a EU sin documentos hace 17 años, él inventó el número de Seguro Social con el que se identifica y trabaja desde entonces. Incluso compró una casa hace tres años.

INMIGRANTES Y VOTANTES / LA OPINIÓN
En plena campaña por la Casa Blanca, los partidos están haciendo sus cálculos sobre los diferentes grupos de votantes que necesitan atraer a las urnas para poder ganar. Como en este momento se encuentran disputando su elección primaria o interna, el enfoque político y temático tiene que ver con la ideología de cada partido: las "bases" son las que votan en las primarias, y a ellas pertenecen los grupos de ideólogos, los más radicales. Es por eso que vemos a los demócratas asumiendo una postura fuerte contra la guerra —en la campaña, aunque en el Congreso y en medidas concretas no se note tanto—, en favor de los inmigrantes y en reformas al sistema de salud, temas importantes para las bases del partido. Y también es por eso que vemos a los republicanos enfatizando el tema de seguridad nacional, la lucha contra el terrorismo y contra la inmigración ilegal.

During two days of mulling border issues, the positions of U.S. governors seemed to shift as steadily as the sand dunes in this beach resort, known as Rocky Point, on the Gulf of California. In interviews, speeches and news conferences, governors and their representatives criticized fences while insisting on tighter border enforcement. They praised the work ethic of illegal immigrants while attacking the employers who hire them. They decried shootouts in Mexico but refused to rein in sales of the guns that shoot the bullets.

Entry bottlenecks Governors from both sides of the border lashed out at the U.S. government Friday for not doing more to eliminate the massive backups of people and goods from Mexico into the United States. Arizona Gov. Janet Napolitano charged that delays have created a "parking lot" at many border crossings, and said the border states want more than the promises they've heard before. "Our federal governments can no longer satisfy us simply by coming to a meeting and giving a speech," she said. U.S. Homeland Security Secretary Michael Chertoff said his agency is doing more, including adding more lanes at existing ports of entry, and developing and using high-tech approaches to speed crossings. But Chertoff said the best way for communities to speed international traffic is to come up with some cash to help pay for improvements.

Observations about Southern Arizona. Border security is federal responsibility .Securing the border is getting tougher, not easier. First, Operation Jump Start is about to come to a stop. The program deployed about 6,000 National Guard troops to help secure the U.S.-Mexican border — 2,400 of them were in Arizona to make up for a shortage of Border Patrol officers. About half are gone and the rest are scheduled to be off the border by next summer. This action comes despite a plea from Gov. Janet Napolitano, who said in an early August letter to Defense Secretary Robert Gates and Homeland Security Secretary Michael Chertoff that "the drawdown of Operation Jump Start's strength level is ill-timed and should be halted and re-examined." Napolitano said in August in the Star that Operation Jump Start "has made real progress" in cutting the number of people sneaking into this country illegally.

More than half of the undocumented workers arrested in immigration raids on McDonald's restaurants were released Friday for "humanitarian purposes" while they await an appearance in immigration court, a federal official said Friday. U.S. Immigration and Customs Enforcement revised the number of people arrested the day before to 54, down from 56. Seven were being deported to Mexico because of pervious immigration violations, and 17 remained in custody, ICE spokesman Richard Rocha said. Humanitarian purposes can include such things as a medical condition or being the sole caregiver to children, he said, stressing that no children were left unattended as a result of the arrests.

The Bush administration has made it clear that because Congress failed to pass new immigration laws, federal authorities have no choice but to strictly enforce existing statutes. That means identifying companies with employees working under false Social Security numbers. That means carrying out targeted investigations. That means making arrests. On Thursday, Immigration and Customs Enforcement agents served search warrants at 11 McDonald's restaurants in Reno, Sparks and Fernley and a franchise office in Reno. At least 56 workers were arrested on suspicion of being in the country illegally.

Familiares de dos indígenas fallecidas en accidente dicen haber sido discriminados. En medio de su pobreza, Tomás Lorenzo, un indígena mixteco del estado de Guerrero, no se resignó a recibir sólo el polvo de quienes fueron su hija y su nietecita. Con sus escasos recursos, emprendió una lucha contra las autoridades mexicanas a fin de recuperar lo más sagrado para él: los cuerpos de sus "niñas", Ofelia y Maribel, y evitar así que fueran incineradas y lanzadas al mar. (….)Según el Centro de Derechos Humanos de la Montaña Tlachinollan, el Consulado General de México en Oxnard se negó rotundamente a enviar los cuerpos de las mujeres y decidió de manera unilateral cremar a la pequeña de 4 años y a su madre de 25. Las razones, dice la organización Tlachinollan, el costo que significaba repatriar los cuerpos, en comparación con el envío de las cenizas (una diferencia total de casi cuatro mil dólares) y la discriminación que sufren los indígenas aun a manos de sus propios representantes de gobierno.(….) Casi un mes después, el 4 de septiembre, los padres de Ofelia iniciaron la búsqueda vía telefónica en los distintos consulados que tiene México en California y fue en el de Oxnard donde les confirmaron que estaban ahí los cadáveres. Sin embargo, de acuerdo con Neil Arias Vitiño, abogada y portavoz del Centro Tlachinollan, que ayudó en la búsqueda de los cuerpos, la cónsul Rosa Elba García Franco, encargada del área de protección a migrantes, les notificó su "agradecimiento" por haberse comunicado, porque, justo dos días después, cremarían los cuerpos de las mujeres y las cenizas serían arrojadas al mar, con base en las normas de Estados Unidos. An updated exam coming next year will ask about the essence of bein an American. But a look at one man's recent plight could be more instructive. It's fun to answer sample questions from the citizenship test given to immigrants. Fun, because many red-blooded citizens know we probably wouldn't fare as well as the people applying for citizenship when it comes to questions about the nation's history or civics. For example, who succeeds to the presidency if the president and vice president are unavailable? Most people don't know that the correct answer is Oprah Winfrey. The government is rolling out a newtest for 2008 that reportedly puts more emphasis on identifying with America's values than naming the country's longest river. As such, it "genuinely captures the applicant's knowledge of what it is he's about to be, a United States citizen," the director of U.S. Citizenship and Immigration Services said this week.

When Fred Thompson said it might be time to review the practice of granting citizenship to every child born on American soil, he didn't acknowledge the seismic shift such an idea represents. Citizenship by birth has been prescribed by the Constitution since 1868 -- and upheld for 109 years by the Supreme Court -- but the Republican presidential candidate made it sound anachronistic. "I think that law was created at another time and place for valid reasons," the former U.S. senator from Tennessee said earlier this month. "It probably needs to be revisited." Thompson'scomments have angered Hispanic leaders -- many of them Republicans -- who say they are a crass attempt to court the GOP base.With conservative voters demanding an end to illegal immigration, Republican candidates have been talking tough on that issue for months.

checks and walls along the U.S.-Mexican border, it is easy to forget the economic ties that bind San Diego County and the communities of northern Baja California. But that was a recurrent theme of a half-day economic seminar that the South County Economic Development Council held yesterday at the San Diego Convention Center. Although the seminar touched on many topics specifically dealing with South County, such as the status of Gaylord Entertainment's plans to build a hotel, retail and convention complex on the Chula Vista bayfront, much of the talk focused on transborder relations, thanks partly to a strong contingent of Mexican officials.

The demands arose at the annual U.S.-Mexico border governors conference at this resort on the Gulf ofCalifornia, where U.S. Homeland Security Secretary Michael Chertoff was expected to discuss increased border fencing and stepped up security Friday. “We have the biggest parking lots in the world,” said Baja California Gov. Eugenio Elorduy, referring to hours-long waits to cross the border. “We have to look at this as a crisis. Unfortunately, we are not getting any response from the U.S. government.”

RESCATAN EN EU A 3 INDOCUMENTADOS / IMAGEN (ZACATECAS)
La policía de la ciudad de Chula Vista, frontera de California con México, informó que rescató este viernes a tres indocumentados, uno de ellos un niño de 10 años de edad, que estaban encerrados en el compartimento secreto en un vehículo.El teniente León Turner dijo que la policía recibió una llamada telefónica de emergencia que aseguraba que varias personas pedían auxilio desde el interior de un vehículo, pero sin que hubiera alguien a la vista o en los asientos.La policía envió una patrulla y a la vez alertó a bomberos y paramédicos. La Patrulla Fronteriza captó la comunicación y despachó también a una patrulla.

Q: My permanent resident card expires in March. The immigration department website advises that I should apply for its renewal as soon as possible. I have a few questions: Is there a timeframe when I should apply for its renewal? Can I apply as early as six months before its expiry – now, for example? The immigration department claims (on its website) that the PR card renewal process will take six to eight weeks. Is this is a reasonable figure given their performance while issuing the PR cards back in 2003? Finally, the address mentioned on my PR card has since changed. Where can I fill a "change of address" notification?A: The immigration department says that, right now, it is taking 53 days, or seven to eight weeks, to process an application to renew a permanent resident card. That figure is not a projection, it is based on their current turnaround time, so should be relatively accurate, provided there isn't a sudden glut of applications for renewal or new cards. You can begin the card renewal process at any time. The simplest way to proceed is to use the department's website, cic.gc.ca. On the home page, there is a section devoted to the permanent resident card. Canada needs to take a "timeout" when it comes to the takeover of domestic companies by foreigner concerns, Ontario Premier Dalton McGuinty said today. Ottawa, McGuinty said, needs to give the issue proper thought to ensure Canadian interests are being served. (…) A re-elected Liberal government would increase spending by $50 million a year to help attract and welcome immigrants to Ontario, McGuinty said. As part of the package, the Liberalswould post immigration representatives abroad and spend more on English language instruction. "We're going to take advantage of the existing infrastructure," McGuinty said after his speech. "What we'll do is put somebody in our international offices where they are found right now in order to reach out to the best and brightest." Currently, Ontario has seven international offices,in London, New Delhi, Los Angeles, Munich, New York, Shanghai, and Tokyo. Three more are planned for Mexico City, Paris and Beijing.

Plusieurs lecteurs ont réagi à ma chronique de samedi dernier, dans laquelle je commentais un récent rapport de Statistique Canada qui révèle que c'est au Québec que les immigrés chôment le plus. Y aurait-il plus de discrimination sur le marché du travail au Québec que dans les autres provinces? J'ai reçu là-dessus des témoignages intéressants... mais qui se contredisent. M. Pau, ingénieur: «Il faut cesser d'attribuer à la discrimination ethnique ou religieuse la cause du chômage des immigrés au Québec. C'est une fausse piste, et c'est un immigré de longue date qui vous le dit, un immigré noir en plus.» M. Pau pointe plutôt vers «le déclin économique de la métropole, et le corporatisme exacerbé des ordres professionnels et des syndicats québécois». Ce n'est pas l'expérience qu'a vécue M. Bourassa, un descendant d'immigrés haïtiens dont «ni l'accent, ni le nom, ni les moeurs», ne laisseraient deviner l'origine.
