The two men who debated illegal immigration agreed on one thing: It's a tough issue requiring tough choices. Dan Stein of the Federation for American Immigration, and Enrique Morones, (Consejero del IME 2003-2005) founder of Border Angels, squared off Thursday at Seton Hill University, each declaring that the country requires leadership to solve the problems posed by the presence in the United States of 12 million undocumented workers. Stein, a Washington lawyer, said governmental "elites" have colluded with business interests to create the problem. He said the promise of the 1986 immigration reform legislation was never fulfilled. He said the tide of undocumented workers flooding across the southern border of the U.S. was unprecedented in scale and was driving down the wages of middle-class Americans. "This is about greed, greed, greed," he said. Morones, whose group places food, water and other provisions in the desert for use of migrants headed north, said as many as three people a day die trying to enter the United States. "Two people died today," he said. He said his group favored a "pathway" to citizenship for illegal (immigrants) in the country. He said the chief reason the undocumented enter the U.S. is to find employment. The second, he said, is to be reunited with family members here. He talked about the deaths, on the journey northward, of a 5-year-old boy and a mother in separate incidents.

Al participar en la novena edición del evento Cabalgando por Sonora, Napolitano destacó que es un hecho que Estados Unidos tiene que seguir reforzando sus leyes migratorias, pero sostuvo que la relación con Sonora se remonta a muchos años, por lo que trabajarán para seguir fortaleciéndola.

BAJAN MUERTES DE MIGRANTES / EMMANUEL SALAZAR / REFORMA
En los dos primeros meses del año, el sector de Tucson, Arizona, ha registrado la muerte de 13 migrantes mexicanos que buscan internarse en ese país, cifra menor en comparación al mismo periodo del año pasado, según datos del consulado mexicano que atiende los condados de Pinal y Pima. Alejandro Ramos, vocero del consulado de México en Tucson, informó que durante el año pasado en dicha zona perecieron 168 personas, una cifra superior en relación a la registrada en el 2006, cuando se registró el fallecimiento de 145 personas, según datos oficiales. "Llevamos 13 (muertes) en este año, ha bajado con relación al año pasado, como diez abajo, es a partir de mayo cuando se incrementan los números, es una tendencia que hemos registrado en los últimos meses, invariablemente cuando empieza el calor aumentan los fallecimientos", dijo Ramos.

Beneath her hesitation, I sense a struggle between the appeal of Obama and a loyalty to Clinton that I am only beginning to understand. In the Texas primary, the Hispanic vote again proved to be Clinton's surest levee against the rising tide of support for Obama. This trend was clear in Nevada, where, in defiance of the Culinary Workers Union's endorsement of her opponent, Hispanics handed Clinton seven out of nine caucuses on the Las Vegas Strip. Nevada Hispanics overall favored her by a whopping 38 points. The Super Tuesday contests and the Texas primary March 4 sent the same message: TheObama magic is failing to charm Hispanics.

En al menos ocho estados, los legisladores están patrocinando leyes similares a la de Oklahoma, que en mayo pasado aprobó la ley antiinmigrante más integral del país. Dicha ley limita el acceso de los inmigrantes indocumentados a las licencias de conducir y otros documentos de identificación; restringe los beneficios públicos; impone castigos a los empleadores que los contratan, además de aumentar los vínculos entre la policía local y las autoridades federales de inmigración.

El dictamen del juez Andrew Hanen, emitido en Brownsville la noche del viernes, constituye el primer fallo judicial a favor de quienes son afectados en sus propiedades por la edificación de vallas a lo largo de la frontera con México.

BORDER PATROL ALMOST FINISHED BUILDING ITS STATION IN CAMPO / MARK ARNER / UNION-TRIBUNE
The U.S. Border Patrol has nearly finished a $6 million station in Campo, replacing old trailers and giving the federal agency its third permanent facility in the eastern portion of San Diego County. Bev Esry, chairwoman of the Campo Planning Group, says the building passes muster. “Since it's on federal property, it's not in our jurisdiction,” she said. “But it appears to be well-designed, large and in a good location.” The 250,000-square-foot station is on the south side of Old Highway 80, about a mile west of Cameron Truck Trail. It will replace relocatable trailers that the Border Patrol has used for more than a decade near the Campo post office, said James Jacques, a Border Patrol supervisor.

80 SUSPECTED ILLEGAL IMMIGRANTS FOUND IN DROP HOUSE / ELIAS C. ARNOLD / THE ARIZONA REPUBLIC
Police discovered 80 suspected illegal immigrants inside an Avondale house Saturday evening when they received a tip about suspicious activity in the area. According to police, an anonymous caller reported numerous cars coming and going in the 12600 block of West Earl Drive. An officer arrived on scene shortly after 5 p.m. and found 13 illegal immigrants inside a minivan seen leaving the house. Police said officers soon discovered 67 suspected illegal immigrants inside the house. Some were coming and going, others were hiding in the attic in an attempt to avoid capture, police said. Police said the group consisted of adult men and women, all of who appeared unharmed. Police described it as one of the largest drop houses ever found in Avondale. "It's got to be one of our biggest ones, if not the biggest one," said Sgt. Memo Espinoza, a police spokesman. Police secured the scene and turned the investigation over to the Bureau of Immigration and  Customs Enforcement.

In Austin, she's known as the immigrant baby sitter who killed a 21-month-old boy by stuffing a wad of paper towels into his throat. But in Mexico, Rosa Estela Olvera Jiménez is seen as the victim of Texas justice run amok, a scapegoat for a system that preferred to target a 19-year-old immigrant rather than search for the truth. A new documentary chronicling Jiménez's 2005 trial is sparking anger and outrage in Mexico as well as a campaign seeking to overthrow her 99-year sentence. The film, "Mi Vida Dentro," or "My Life Inside," has garnered major attention at two of Mexico's most prestigious film festivals, and filmmakers say they expect to bring it to Austin by the fall.

Teachers had considered schools necessary havens to educate young illegal immigrants. Karina Acosta's senior year at Roswell High came to an abrupt end after she was ticketed for blocking a fire lane outside a school and driving without a license. The officer who stopped her — a Roswell policeman assigned to the school — asked her for proof of legal U.S. residency. Acosta, an illegal immigrant, had none. The officer telephoned immigration authorities, and Acosta, 18 and pregnant, was sent back to Mexico. The episode has caused a furor in town, with teachers and others complaining that Acosta's treatment violated the spirit, if not the letter, of a U.S. Supreme Court ruling that has all but made the nation's public schools havens for illegal immigrants.

Las 5.2 millones de inmigrantes mexicanas en Estados Unidos representan el grupo más vulnerable, con menos trabajo y remuneración entre los extranjeros que radican en ese país, dio a conocer ayer el Consejo Nacional de Población (Çonapo). De esa cifra, 2 millones de mexicanas trabajan y constituyen el3% de la fuerza laboral femenina en E.U., expuso la Conapo en un comunicado.

LLEGA RELATOR DE LA ONU SOBRE MIGRANTES / LA JORNADA
Del 9 al 15 de marzo estará de visita oficial en México Jorge Bustamante, relator especial de Naciones Unidas sobre los Derechos Humanos de los Migrantes. Se entrevistará con funcionarios e investigadores, entre otros, en el Distrito Federal; Tijuana, Baja California, y Tapachula, Chiapas. La visita responde a una invitación del gobierno y como resultado presentará al Consejo de Derechos Humanos su informe respecto del cumplimiento de las obligaciones internacionales en derechos humanos. Formulará recomendaciones y conclusiones destinadas a promover una protección más eficaz para los migrantes. Las entrevistas con los sectores se efectuarán bajo la premisa de que México es país de origen, destino y tránsito de migrantes.

DENUNCIAN ABUSOS A INMIGRANTES ILEGALES EN LA FRONTERA DE EU / FINANCIERO
La Universidad de Arizona y Border Action Network denunciaron hoy ante la Comisión Interamericana de Derechos Humanos (CIDH) los abusos que sufren inmigrantes ilegales por parte de grupos radicales como los Minuteman, y la permisividad del Gobierno de EU ante estos "graves" incidentes.En una audiencia para analizar la denuncia de los peticionarios, Seanna Howard, de la Universidad de Arizona, explicó que en los últimos siete años se ha registrado un "aumento alarmante" de actos de violencia y abusos por parte de grupos que combaten la inmigración ilegal en EU.

EXTIENDE PATRULLA FRONTERIZA ESTRATEGIA DE "CERO TOLERANCIA" / FINANCIERO
La Patrulla Fronteriza decidió extender a partir del próximo lunes su estrategia de cero tolerancia, denominada ahora "Encierro", a lo largo de la frontera de México y las entidades estadounidenses de Texas y Nuevo México. Luego de dos semanas de haber establecido la estrategia conocida como "No Paso", al oeste de El Paso, la zona se extiende ahora de tres kilómetros a 24 kilómetros. Con ello se abarcará desde el Puente Internacional Paso del Norte hasta el cruce internacional de Santa Teresa, en Nuevo México.

MORE IMMIGRANTS BUY PROPERTY IN MEXICO / THE NEW YORK TIMES
When the American Dream failed Arlin Gonzalez, the 31-year-old native of Mexico looked homeward for a second chance. The divorced mother of two sold her Denver home after she could no longer afford the mortgage payments. Then she spotted a TV commercial advertising across-the-border mortgages to people living in the U.S. A house in Mexico, she thought, could be a good investment for her children's future. So Gonzalez bought a home in northern Mexico with a fixed interest rate, paying $400 a month for 15 years. And she was able to stay in Denver by renting. ''The experience that I had here was that I could kill myself working four or five jobs and still end up with nothing,'' Gonzalez, a teacher's aide at an elementary school, said in Spanish. Despite the nation's foreclosure crisis, such cross-border mortgages are becoming more common as companies seek to capitalize on the growing earning power of Mexican immigrants, who in January alone sent $1.65 billion back to their homeland, according to Mexico's central bank. The Denver company that provided Gonzalez's mortgage, called Su Casita, or ''Your Little House,'' finances up to 90 percent of home costs and requires a down payment of at least 10 percent.

Cuando Arlin González no pudo adquirir una casa en Estados Unidos, la inmigrante mexicana de 31 años decidió buscar una segunda oportunidad en su país natal. La madre divorciada con dos niños vendió su casa en Denver porque no podía hacer los pagos de la hipoteca, y posteriormente vio un comercial televisivo que anunciaba hipotecas al otro lado de la frontera para personas que viven en Estados Unidos.

The United States is not doing enough to protect immigrants’ rights, a United Nations human rights expert said Friday. The adviser, Jorge A. Bustamante, said immigrants were often subject to indefinite detention and forced deportation. Mr. Bustamante, an expert on migrant rights at the United Nations Human Rights Council, said he had “serious concerns” about immigrants’ condition in the United States, “especially in the context of deportation and detention policies.”

LANDOWNERS A CHALLENGE FOR BORDER FENCE DEADLINE / JAMES PINKERTON / HOUSTON CHRONICLE
Whether land is bought or seized, a lot of work is still needed to finish barrier on time. Government auditors warned Congress this week that the Department of Homeland Security will be "challenged" to complete 670 miles of border fencing by a mandated December deadline, since scores of Texas landowners still refuse to allow surveyors on their property. After surveys are complete and border land is purchased or seized through imminent domain, Homeland Security still has to determine locations and design for the fencing — and build it, a Government Accountability Office auditor told Congress on Thursday.

A federal judge has ruled that the government must first try to negotiate a price with a South Texas landowner before seizing her property for the border fence.The ruling by U.S. District Judge Andrew Hanen late Friday came a month after federal prosecutors argued that immediate access to property was necessary to getting 370 miles of fencing built by December.

Daylight-saving time began Sunday, but not in Mexico, which can create headaches for tens of thousands of people who cross the border daily for work or school. The time won't change in Mexico until April 6. Until then, there will be a one-hour time difference between San Diego and Tijuana. For example, when the clock says 8 a.m. in San Diego, it will be 7 a.m. in Tijuana.

To write a book about the quality of life along the border, University of San Diego economist Joan B. Anderson drove “the whole U.S.-Mexican border on the roads that follow the border on the both sides” with a student photographer. Anderson and San Diego State University economist James Gerber also analyzed a lot of data to produce the book, “Fifty Years of Change on the U.S.-Mexico Border: Growth, Development and Quality of Life.” In presenting the book Monday at the Trans-Border Institute at USD, Anderson said she and Gerber defined the border region “as every U.S. county and every Mexican municipio that touch the border.”

HISPANIC AIDS HEALTH FAIR / ORLANDO SENTINEL
The Hispanic aids awareness program, a Miami-based group that seeks to increase awareness of prevention, will have a free health fair from 10 a.m. to 2 p.m. Saturday at 7710 e. colonial drive, where Sam’s club is located. The group, which has partnered with private and public organizations, will offer free health screenings for HIV and aids as well as other health tests such as blood pressure, cholesterol and pregnancy.

John Carlos Frey received a distinguished alumni award from the University of San Diego on Tuesday at a showing of his new film, “The Invisible Chapel.” Frey, who was born in Tijuana and raised in Imperial Beach, also has made the films “The Gatekeeper” (2002) and “The Invisible Mexicans of Deer Canyon” (2006). “The Invisible Chapel,” which led off the university's Border Film Week, is a 31-minute film about a Catholic chapel built in a North County canyon to serve Mexican migrant workers.

La oficina de Atención a Migrantes de este municipio no ha repatriado a migrantes muertos en los últimos 3 meses, sin embargo, sí se brinda asesoría jurídica a familiares de paisanos que se encuentran detenidos en la Unión Americana, tanto por cruzar la frontera ilegalmente –lo que ya es causal de cárcel allá- como por haber incurrido en algún delito menor. Así lo informó Ruth Franco Robledo, responsable del área, quien destacó que actualmente se orienta a familias en los casos de 5 personas detenidas, la mayor parte de ellas están en el estado de Texas y hay una en Colorado. "Las contactamos con las Casas Guanajuato y los consulados, ya que para dar seguimiento a sus casos deben tener un abogado o representante jurídico allá".

SE REÚNE PRIMER EDIL CON HISPANOS EN DALLAS, TEXAS / EMMANUEL MORENO / CORREO (GUANAJUATO)
El alcalde celayense y los de Cortazar y Apaseo el Grande viajaron juntos para promocionar el corredor industrial. El presidente municipal Gerardo Hernández Gutiérrez realizó un viaje "secreto" a Dallas, Texas para reunirse con la comunidad hispana. Este fue su primer viaje al extranjero. Aunque el desplazamiento fue relámpago, el edil celayense también fue acompañado por sus homólogos de Cortazar, Jesús Oviedo y de Apaseo el Grande, Salvador Oliveros. El secretario particular del presidente municipal de Celaya, Marco Antonio Ramos Vázquez, informó que Hernández Gutiérrez partió el miércoles por la tarde y regresó al mediodía de este viernes, sin erogar un sólo centavo, ya que los gastos serían cubiertos por la Secretaría de Turismo de Guanajuato.

Los recursos aportados por los paisanos salvaterrenses no sólo se destinan a obras físicas como pavimentos, sino que también se invierten en desarrollar proyectos productivos El municipio de Salvatierra espera alcanzar una inversión superior a los 10 millones de pesos para este ejercicio dentro del programa Migrantes 3 x 1. Así lo anunció el alcalde Raúl Ulises Cardiel en la comunidad de Ojo de Agua de Ballesteros, donde se realizó la entrega-recepción del programa de participación migrante e inauguraron en Ballesteros las calles de Morelos y Aldama, así como en la comunidad de Urireo la calle Vasco de Quiroga.

Rafael Arellano consiguió poner un restaurante en EU, pero regresó a su tierra después de 18 años. A pesar de haber conseguido el "éxito" con un restaurante de comida rápida en los Estados Unidos, Rafael Arellano decidió regresar después de 18 años, a Yuriria, porque dice "siempre se extraña México". A la edad de 16 años, Rafael vio la oportunidad de emigrar a otro país con una carta de trabajo que ofrecían en 250 dólares que le aseguraba trabajo como jornalero en los campos donde se cultiva espárrago y coliflor. El yurirense optó por irse al estado de California con unos primos que lo animaron, ya que le dijeron "aquí te vas a hacer rico y jamás vas tener que volver a este pueblo sin trabajo", fueron las palabras de sus consanguíneos.

OMBUDSMAN TO THE RESCUE / ALLAN THOMPSON / TORONTO STAR
The immigration department needs an ombudsman, not unlike the one appointed recently to represent the rights of Canadian taxpayers vis-à-vis the Canada Revenue Agency. In the case of the immigration department, the ombud would deal with complaints from clients of Citizenship and Immigration Canada who believe their file had not been dealt with properly. This would not be an avenue for appeal of every immigration decision or a review of the merits of a case. Far from it. There are systems in place to challenge decisions by immigration officers and to seek legal redress for the outcomes of immigration decisions.
