CAMBIAR LEY MIGRATORIA DEL PAÍS, DEMANDA ELVIRA ARELLANO / MAURICIO CONDE OLIVARES / LA JORNADA
Elvira Arellano, representante de la organización Latinos Unidos sin Fronteras y del Movimiento del Migrante Mesoamericano, instó a los diputados federales a reformar la ley, con el propósito de convertir a México en un santuario para quienes se trasladan desde el resto del continente hacia Estados Unidos en busca de trabajo, porque “90 por ciento de las mujeres y niñas migrantes son atacadas y violadas, y muchos sufren violencia física y hasta mueren”.Entrevistada en el aeropuerto internacional de Cancún, Arellano dijo que su hijo Saúl, de nueve años, encabezará la marcha del próximo primero de mayo en Chicago, en la que organizaciones defensoras de los derechos humanos y laborales de los indocumentados aplicarán un boicot económico a ese país, con lemas como: ¡no compre!, ¡no trabaje!, ¡no asista a la escuela!, ¡no a la actividad económica”.

But just as with Mexican and Latin American immigrants in Arizona, it is the Burmese migrant workers - more than 1 million, by some counts - that come to Thailand illegally who drive the Mae Sot They work in factories and fields. They are domestic workers in Thai homes and wash dishes in restaurants. They do jobs they claim the Thais won't do. But they live in the shadows, evading Thai immigration police and deportation.

ADMINISTRATIVE PROBLEMS FUEL DROP IN U.S. LEGAL IMMIGRATION / HOSUTON CHRONICLE
The number of people who legally immigrated to the U.S. dropped 17 percent last year, largely because of administrative problems, according to a Homeland Security Department report. A total of 1.05 million people became legal permanent residents in 2007, falling from 1.27 million a year earlier, according to the report by the department's Office of Immigration Statistics. Citizenship and Immigration Services has been under fire after processing times grew because immigrants flooded the agency with applications filed last year in advance of dramatic increases in filing fees. The delays will keep some people from becoming citizens in time to vote in November.

Hispanics in this community have been on edge after a Lake County deputy was beaten by an angry mob of partygoers last month. They say the Sheriff's Office has unfairly targeted them with stepped-up patrols in Sorrento, along with the arrests of dozens of people across the county suspected of being illegal immigrants. "It's a bad situation," said Arcadio Espinosa, a landscaper who has lived in Sorrento more than three years. "Many people are afraid to leave their homes. They [deputies] see you driving or walking and they will immediately stop you and ask you for identification."

MORE TRAINING FOR FOREIGN STUDENTS / JULIA PRESTON / NEW YORK TIMES
Immigration officials said they were extending the duration of on-the-job training for immigrant students who are recent graduates with advanced degrees in science, technology and engineering. The training period will be extended to 29 months from 12 months for immigrants on student visas employed in jobs related to their field of study. Training will also be automatically extended for students who are waiting to shift to temporary work visas known as H-1B. The measure, which officials said would benefit about 25,000 students, is designed to close visa gaps that had forced some highly skilled graduates to leave the country.

UNT'S POWERING UP IN MEXICO / DALLAS MORNING NEWS
The University of North Texas engineering students who've created a solar panel to power the computers in a school in the Mexican state of Zacatecas are doing more than benefiting Mexican students. They also are investing in Texas schools, as funny as that might sound. Our campuses often inherit Mexican students who are behind, including in technology. By enabling one Zacatecas campus to regularly run its computers, the UNT students are increasing the odds the school's students can hold their own, no matter where they end up. UNT's Future Without Poverty organization is holding a fundraiser tomorrow at 3 p.m. at the university's music center to place solar panels at a dozen Zacatecas schools. Sounds like a good investment to us.

'Phantom Sightings: Art After the Chicano Movement' provides a rare showcase at the Los Angeles County Museum of Art.VISITORS to the sprawling Chicano art show opening today at the Los Angeles County Museum of Art are greeted by a display of photos depicting a group of daring guerrilla street artists known as ASCO, Spanish for "nausea." The photographs are from the early 1970s -- which seems to defy the show's title, "Phantom Sightings: Art After the Chicano Movement."In one famous photo from 1972, in the midst of the movement, the museum itself was the target of these Dadaesque subversives protesting the exclusion of Chicano art from its galleries. In "Spray Paint LACMA," ASCO member Patssi Valdez is seen posing outside the museum's walls, which had been tagged overnight by her rebellious cohorts, Gronk, Willie Herron III and Harry Gamboa Jr. This act of creative defiance -- turning the building into a Chicano canvas -- is now enshrined in the very place that sparked the protest by treating Chicanos as the phantoms of the art world. So does this mean that Chicano artists have finally found the acceptance they sought? That they can now put down their spray cans and pursue careers as equals in a harmonious"post-ethnic" art world?

A new state law shuts down businesses that hire illegal workers. A gypsy-cab driver’s claim that two New York City police officers violated his constitutional rights by reporting him to immigration authorities was rejected on Friday by a federal jury in Manhattan.The cabdriver, Waheed Saleh of Yonkers, contended during a four-day trial in Federal District Court that a police officer in the Bronx had been harassing him by giving him tickets. When he filed a complaint against the officer with the Civilian Complaint Review Board, Mr. Saleh said, the officer and his supervisor retaliated by telling immigration authorities that he had overstayed his visa. The authorities then began deportation proceedings.

Rhode Island's decision to order State Police and other state agencies to help enforce federal immigration law is jarring border cities in Massachusetts, where illegal immigrants say they are now afraid to enter the Ocean State.(…) David, 25, an illegal immigrant from Guatemala who lives in New Bedford, said he used to spend summer weekends in Providence with friends from his hometown of Zacualpa. They would gather in a city park to eat roasted meat and tortillas, celebrate birthdays, and keep one another company. In the past month, all 215 State Police troopers received basic training in immigration law and enforcement from US Immigration and Customs Enforcement. And police have asked to negotiate an agreement that would permit a small number of designated officers - possibly 10 troopers - to access federal immigration databases directly to investigate alleged criminals.

Deane said most of the people arrested during the first month of the county's illegal immigration crackdown would have gone to jail anyway.Of the 89 people questioned about their citizenship status, 41 were taken to the county's adult detention center. Although officers have reason to think the 41 people arrested are in the country illegally, all but two were charged with a series of misdemeanors and felonies unrelated to their immigration status.

El mismo ánimo prevalecía entre 14 de los 138 trabajadores detenidos en la redada de la empresa Micro Solutions de Van Nuys el pasado 7 de febrero, quienes ayer tuvieron su primera cita ante un juez de inmigración. Sin embargo al salir ayer por la mañana, todos mostraron un rostro más relajado y dieron muestras de sentirse aliviados; al menos por el momento.

DESEMPLEO DE LATINOS LLEGA A 6.9 POR CIENTO / AL DIA
El índice de desempleo entre los hispanos de Estados Unidos subió siete décimas en marzo y llegó al 6.9 por ciento, con más de 1.5 millones de latinos desocupados, informó el viernes el Departamento de Trabajo. Desempleados acuden a una feria de trabajo en Nueva York. A nivel nacional alcanza el 5.1 por ciento, pero entre los latinos es de casi el 7 por ciento. El sector de la construcción, que es una importante fuente de trabajo para muchos hispanos, perdió 51,000 empleos en marzo y ha estado disminuyendo las contrataciones mes a mes durante casi un año. Desde marzo del 2007, este sector ha perdido 356,000 puestos de trabajo.

Los primeros meses del año 2007 fueron de esperanza para millones de mexicanos y ciudadanos de otros Países de Latinoamérica que viven en Estados Unidos. Con el movimiento de marchas en decenas de ciudades a través del País se intentó poner presión sobre el Congreso y el Senado federal estadounidense para lograr la tan anhelada reforma migratoria que ya se veía tan cerca como decían los organizadores de este movimiento, o ya merito, y en eso quedó precisamente en el ya merito, cuando el Senado decidió que no habría reforma de mutuo acuerdo con el Congreso federal.Pero la gran pregunta es: ¿sirvieron de algo todas las megamarchas en ciudades como Los Ángeles, Chicago, y Nueva York que congregaron más de medio millón de personas?
