La migración de mexicanos a Estados Unidos (unos 580 mil al año) produce graves efectos negativos en la población que permanece, entre ellos un continuo nivel de estrés y ansiedad, pero sobre todo provoca la sustitución de la educación por la salida del país como mecanismo de movilidad social, advirtieron funcionarios y especialistas en el tema. Aseveraron que no hay relación entre el incremento de las remesas y un mayor gasto en la educación de los hijos de migrantes; en cambio, insistieron, aumentan los trastornos familiares.

'INVADE' MÉXICO A NY / JULIETA RIVEROLL / REFORMA
La ausencia de arte contemporáneo mexicano en los museos y escenarios de Nueva York, frente a una comunidad cada vez más numerosa de mexicanos en la ciudad estadounidense, impulsó a Claudia Norman a organizar el festival Celebrate México Now con el apoyo de 65 instituciones culturales, y este septiembre llega a su quinta edición. Norman basó la iniciativa en un sondeo que hizo a espacios, como el Museo Guggenheim y el Lincoln Center, sobre la presencia de artistas mexicanos en la programación de actividades y su aproximación a los proyectos creativos de los jóvenes. El diagnóstico fue contundente. Su mirada estaba en Europa y Asia.

La solución al problema de los 12 millones de indocumentados que viven en Estados Unidos no pasa por su deportación obligatoria o voluntaria, sino por la creación de una vía legal para que ajusten su estatus, sin que esto signifique poner en peligro la seguridad nacional. Así opina Doris Meissner, una de las personas con mayor conocimiento sobre temas de inmigración en Estados Unidos, por haber dirigido el Servicio de Inmigración y Naturalización (INS) de 1993 al 2000, durante la administración del presidente Bill Clinton.

LATINOS FLEXING THEIR SWING-VOTE MUSCLE / MARIA ELENA SALINAS / SACRAMENTO BEE
I recently saw the movie "Swing Vote." Most of my friends who saw it said it was long and boring, and while I don't necessarily disagree, I think it was a good satire of the political process in our country. The movie makes voters – or at least the one who stars in the movie – seem apathetic and uneducated, to put it lightly, and the presidential candidates and their staffs are willing to compromise their integrity to capture the one vote they need. Does it happen in real life? Well, maybe not in such a graphic and cynical manner as was portrayed in the movie, but it certainly is true that there is a need for a better connection between the voters and the candidates. Voters need to educate themselves on the issues and articulate their concerns, and candidates need to show what they stand for.

DESCENSO DE INMIGRANTES INDOCUMENTADOS EN EEUU / LA OPINIÓN
El número de indocumentados en EE.UU. ha caído un 11 por ciento en los últimos meses, debido principalmente al fortalecimiento de las medidas anti-inmigratorias, según un estudio del Centro para Estudios de la Inmigración. La caída, dice el informe -elaborado por esta organización con datos de la oficina del Censo- es más evidente en los jóvenes hispanos con menos formación. Según estos datos, la población inmigrante que reside en EE.UU. de manera ilegal ha caído un 11 por ciento desde agosto del 2007, en que marcó un máximo, hasta mayo del 2008.En cifras absolutas, habría caído en 1,3 millones de personas, desde 12,56 millones el pasado verano, hasta los 11,2 millones en mayo. En cuanto a la población menos educada, el descenso desde agosto habría sido del 10 por ciento, o 830.000 personas.

The data focuses on 16 judges who were vetted for political affiliation before being hired and have since ruled on at least 100 cases each. Comparison of their records with others in the same cities shows that as a group they ruled against asylum-seekers significantly more often than colleagues who were appointed, as the law requires, under politically neutral rules. Critics of the politicization of the immigration bench say it is not enough that in 2007 the department stopped using illegal hiring procedures.

Immigration officials and anti-illegal-immigrant advocacy groups say raids seeking illegal immigrants have proved effective, forcing Mexican nationals and others to think twice before sneaking across the border. Critics say the raids and arrests have also led members of Congress to launch investigations and to a mounting number of lawsuits, including the case of 7-year-old Kebin Reyes, a U.S. citizen who was held for hours when agents raided his home in the San Francisco Bay area and held his father on suspicion of entering the country illegally. In June, the government agreed to a $30,000 settlement, according to the American Immigration Law Foundation.

Each week leading up to the Sept. 2 primary election, The Republic is posing a question to the two Democratic candidates, Tim Nelson and Gerald Richard, who are vying to face Republican incumbent Andrew Thomas in the Maricopa County attorney's race. This week's question: Some people say that the County Attorney's Office is focusing excessively on illegal immigration. Would you take steps to change the emphasis, and if so, why? Tim Nelson: Yes. The County Attorney's Office's primary focus must be on public safety. (…) Organized crime associated with illegal immigration poses one such serious public-safety threat. But by prosecuting primarily individual immigrants, and not the organized and violent criminals who facilitate illegal immigration, Andrew Thomas has wasted resources and missed important opportunities to truly reduce this danger. I will lead a more focused and effective effort to aggressively prosecute violent coyotes, the gangs of human smugglers who kidnap and murder as part of their large-scale illegal-immigration syndicates. Breaking up their organized crime rings will make us safer. It will also do far more in the long run to reduce illegal immigration than Thomas' prosecutions of a minuscule percentage of the estimated 12 million people who have crossed the border illegally. POBLADO DE IOWA PADECE CONSECUENCIAS DE REDADA / MONICA RHOR / LA OPINIÓN
Economía, trabajo, pero sobre todo el equilibrio cultural de Postville peligra sin remedio. Una sensación de desasosiego domina a este pueblo del noreste de Iowa, cuyas colinas muestran un vivaz contraste de graneros rojos, casas de madera blancas y plantaciones de maíz aradas de forma casi arquitectónica. Esa inquietud era palpable en el centro de Postville, tres cuadras que incluyen restaurantes que sirven tamales, la tienda de ropa El Vaquero, un mercado de comida kosher y una licorería. Irma Rucal se sentía nerviosa el lunes siguiente al Día de la Madre, cuando esta inmigrante guatemalteca trabajaba su turno normal en Agriprocessors, la empacadora de carne kosher más grande del mundo y la principal fuente de empleos de Postville. Poco después de las 10 de la mañana, alguien gritó: "¡La Migra! ¡Sálvese quien pueda!". El grueso de los 900 trabajadores, en su mayoría mexicanos y guatemaltecos, salió corriendo, escapando de los agentes de inmigración en lo que fue la redada más grande jamás hecha en un sitio de trabajo en busca de indocumentados. Afuera de la planta, el alcalde de Postville, Robert Penrod, a quien se informó de la operación poco antes de que se pusiese en marcha, observaba atónito la llegada de helicópteros, autobuses, camionetas y personal del servicio de inmigración.

The towering black gate opens silently to an alley with walls of corrugated metal. Scrawled in large white letters on one wall is: "The End." For those deported from the United States, the words are an unnecessary reminder. Nearly every hour of the day, guards unlock this gate that leads back into Mexico, clicking open the padlocks hung on each side, in each nation. Every time the gate slams shut, it wipes out a dream, divides a family, ends a life lived in the shadows of the law.

IMMIGRATION ARRESTS ROIL GRAHAM, N.C. / DAVID ZUCCHINO / LOS ANGELES TIMES
The pending deportation of an exemplary young woman raised in the town has outraged many residents and prompted questions about the enforcement of U.S. immigration laws. Marxavi Angel Martinez was a child of small-town North Carolina. She grew up here, in the rolling Piedmont region, and was a high school honor student and cheerleader before settling into a job at the Graham Public Library. At 23, she lived in a tidy white trailer at the Cedar Creek Mobile Home Park with her husband and 16-month-old son. Her carefully tended life came crashing down in July when she was accused of using a phony Social Security number and lying on her job application. Martinez's parents had brought her to the United States from Mexico on valid visas when she was 3 years old. But they never left the country, in violation of the law. That made Martinez an illegal immigrant, and so she was placed in federal detention, facing deportation.Her arrest outraged many Graham residents and drew harsh criticism from immigration reform advocates.It also put a spotlight on the sheriff's office, which denied that it was waging a campaign to round up illegal workers.

IMMIGRATION DETENTION SITE IS MOVING IN / CARLOS ILLESCAS / THE DENVER POST
Arapahoe County neighbors fear the ICE facility will diminish property values, increase traffic and risk safety. On one side of Peoria Street just east of Arapahoe Road is a strip mall, then a horse stable area to the north, next to some town homes and single-family units. On the other side of Peoria is a new greenbelt area just south of Cherry Creek State Park, complete with a meandering creek with a trail for residents to hike, bike or walk their dogs. But just south of that is a new neighbor that has some area residents asking questions: an Immigration and Customs Enforcement office building that will also serve as a processing area for illegal immigrants who are being detained. It's currently about half-built.

PROPONEN MULTAS PARA EMPACADORA / NIGEL DUARA / LA OPINIÓN
Acusan a la empresa Agriprocessors de cometer 31 violaciones. Los funcionarios de trabajo de Iowa acusaron ayer a la empacadora cárnica, que fue blanco de una gran redada de inmigración en mayo, de cometer 31 nuevas y repetidas infracciones a las normas de seguridad. La División de Servicios Laborales de Iowa propuso ayer multar a la empacadora de Postville con 101 mil dólares por 29 violaciones graves y seis reincidencias de las normas de seguridad. En mayo, la planta Agriprocessors fue blanco de la mayor redada de inmigración en los anales de Estados Unidos, con la detención de casi 400 personas acusadas de ser inmigrantes ilegales. Las infracciones anunciadas ayer provienen de una inspección de la planta realizada el 8 de julio por la División de Servicios Laborales.

Driving around East Boston, artist Chris Tauson scans the area as he discusses the community's history. He stops talking for a moment and points to a large expanse of brick along Border Street. That's the wall I want next," Tauson says. For all the history he discusses, Tauson has a knack for painting his own. The Pittsburgh-born freelance artist has helped paint about a dozen murals that turned bare Eastie walls into art. Many of them have been painted over, but his greatest work remains the one that defines his community.

MENORES INDOCUMENTADOS VIVEN EN LA INCERTIDUMBRE / NANCY MOYA / EL DIARIO (CIUDAD JUÁREZ)
La falta de las leyes migratorias que protejan a los menores indocumentados hace crecer la incertidumbre en la que viven estas personas cuando acuden solos a territorio estadounidense, afirmaron miembros de la Red Fronteriza por los Derechos Humanos (BNHR). “Estamos cada vez más cerca a la fecha de las elecciones y a tiempo para recordarles a nuestros candidatos presidenciales lo que siempre hemos exigido: una reforma migratoria, en especial para los menores de edad quienes cruzan la frontera para estar cerca de sus familias”, señaló Saúl Soto, integrante de la organización. Para que esto suceda, agregó, “necesitamos tener la iniciativa de votar para poder pedir estos derechos que simplemente sería algo justo para esta gente que contribuye con la economía de nuestro país sin recibir beneficio alguno”.

Seis ciclistas juarenses consiguieron una buena cosecha de medallas en dos eventos nacionales de los Estados Unidos, realizados en Anaheim y Carson, California. Entre ellos se encontraron los hermanos Karla, Paulina y Eduardo Arturo López, además de María Elena Bañuelos, Lucía Carreño y Oscar Chávez. El evento de Anaheim fue el Campeonato Nacional de ruta, mientras que en Carson se realizó el certamen de pista. Eduardo Arturo López resultó el máximo ganador de los representantes locales al brillar en el evento de Carson, luego de adjudicarse tres primeros lugares en 500 metros, 2 mil metros scratch y en el omnium, además de un segundo sitio en mil metros scratch. López obtuvo previamente un primer lugar en criterium en el certamen celebrado en Anaheim, California.

ATRAERÁ ESTADO DE MÉXICO A CASI 63 MIL INMIGRANTES ESTE AÑO / FINANCIERO
El flujo de inmigrantes nacionales hacia el estado alcanzará las 62 mil 718 personas este año, cifra menor a la que se registró en 2007, aun cuando continúa siendo un polo de atracción para los habitantes del centro del país. La secretaria técnica del Consejo Estatal de Población (Coespo), María Cristina Moctezuma Lule, recordó que en 2005 se trasladaron a vivir 63 mil 777 personas a alguno de los 125 municipios del territorio mexiquense.

EMIGRAN A EU 100 MEXIQUENSES AL DÍA / FINANCIERO
Cada día emigran de manera ilegal a Estados Unidos 100 mexiquenses en busca del llamado "sueño americano" y envían a la entidad dos mil millones de dólares al año, los cuales son destinados al consumo de la familia. De acuerdo con el Centro de Investigación y Estudios Avanzados de la Población (CIEAP) de la Universidad Autónoma del Estado de México (UAEM) entre los municipios urbanos que han expulsado más residentes hacia el otro lado del río Bravo destacan Nezahualcóyotl, Ecatepec, Tlalnepantla, Naucalpan, Chalco y Toluca.

Los mexicanos en Estados Unidos sufren un proceso precarización laboral, pues aún con el mismo nivel de preparación y horas trabajadas reciben menos paga que otros grupos, indicó Elaine Levine, académica del Centro de Investigaciones sobre América del Norte, de la UNAM. Perciben un promedio de 27 mil dólares anuales, detalló, frente a 34 mil de los afrodescendientes y 48 mil de los blancos no hispanos. Durante su participación en el seminario "Las políticas públicas ante los retos de la migración internacional en México", organizado por el Consejo Nacional de Población (Conapo), señaló que el 69.2 por ciento de los migrantes mexicanos en Estados Unidos son parte de Población Económicamente Activa.

Hasta 500 dólares tienen que pagar los mexicanos que quieran trabajar de manera legal y temporal en Estados Unidos a las agencias intermediarias que tramitan las visas, señaló Paz Trigueros Legarreta, investigadora de la Universidad Autónoma Metropolitana. "Sofisticadas agencias con sede en Estados Unidos o en Monterrey, donde está el Consulado, administran las solicitudes", comentó durante el seminario "Las políticas públicas ante los retos de la migración internacional en México".

Algunos funcionarios electos y líderes hispanos de Dallas asistirán a la convención nacional demócrata en Denver en la que el senador de Illinois Barack Obama será oficialmente envestido como el candidato presidencial de su partido. Entre ellos se destacan varios delegados como la concejal Pauline Medrano y los representantes estatales Rafael Anchía y Roberto Alonzo. "Estoy muy contento de ser parte de la convención", dijo Anchía. "Jamás he estado tan entusiasmado por un candidato presidencial".

También rechazó la noción, difundida en días recientes por representantes de McCain, de que sería más facil que ocurriera una reforma migratoria con su rival como Presidente y señaló que "las principales fuerzas antiinmigrantes están en el Partido Republicano".

ILLEGAL IMMIGRATION OUT OF SIGHT, NOT OUT OF MIND OF NEVADA VOTERS / JOHN L. SMITH / LAS VEGAS REVIEW JOURNAL
Illegal immigration might have become a back-burner issue to some politicians, but a new poll shows the issue remains a hot topic with Southern Nevada voters. A survey by Marvin Longabaugh of Magellan Research leaves little doubt where local voters stand: 79.2 percent of those recently polled believe illegal immigration is a "major problem." Just 16.2 percent call it a "minor problem." Along political lines, 87.8 percent of Republicans and 71 percent of Democrats surveyed said they believed it was a major problem. Back in April 2006, a Glen Bolger poll indicated that 62 percent of Nevadans were "very concerned" with the issue. It's easy to speculate that the rise in the poll is related to the worsening economy and the tightening job market. Those surveyed substantially favored building a 700-mile fence along the Mexico-U.S. border to help keep illegal aliens out, 62.2 percent to 31.7 percent.

MANUEL ZELAYA CRITICA EL MURO DE EEUU / LA OPINIÓN

Presidente de Honduras honra labor del gobernador de Chiapas. El presidente de Honduras, Manuel Zelaya, criticó ayer el muro que construye Estados Unidos en la frontera con México, en un acto donde otorgó la más alta condecoración de su país para un extranjero al gobernador de Chiapas, Juan Sabines, por su apoyo a los inmigrantes centroamericanos. El mandatario hondureño aprovechó además el acto celebrado en un hotel de la capital mexicana para pedir que los tratados de libre comercio que se suscriban en la región incluyan consideraciones sobre migración. "La construcción de diferentes medios coercitivos [...] sólo nos separa, sólo contribuye a crear más desilusión, más inconformidad en este proceso y fenómeno natural de la migración", dijo Zelaya. Momentos antes de imponerle a Sabines la orden "José Cecilio del Valle" en grado de Gran Cruz Placa de Plata, el mandatario hondureño defendió las iniciativas a favor de la reunificación familiar y la defensa de los inmigrantes, sean o no indocumentados.

ASIDES: TEX-MEX UNDERSTANDING / THE AUSTIN AMERICAN STATESMAN
There are lots of ways to deliver a message, and sometimes a nudge is more communicative than a billboard. That lesson was underscored this week at an Austin reception for Emilio González Márquez, the governor of Jalisco, Mexico. A crowd of business types gathered at the Headliners Club for a chance to meet and greet González, a controversial — and colorful — chief of the state famous for its tequila and for being the birthplace of mariachis. Though there was some tequila, Jalisco's rising prominence as a high-tech center was what attracted the attention of the Austinites. "We are here to build bridges and not walls," González told the crowd after a multimedia presentation that highlighted opportunities Jalisco has to offer. You didn't need an interpreter for that one.

INMIGRANTES LEGALES PODRÍAN PERDER BENEFICIOS POR NO HACERSE CIUDADANOS / JUAN CARLOS CHAVEZ / EL NUEVO HERALD
Un creciente número de inmigrantes legales de edad avanzada que reciben la ayuda del gobierno conocida como Seguridad de Ingreso Suplementario (SSI) encaran el riesgo de perder sus beneficios, debido a que no se han nacionalizado por una interpretación errónea de la ley y demoras relacionadas con el proceso de naturalización. Bajo las normas vigentes, la Administración del Seguro Social (SSA) garantiza el pago de la asistencia monetaria durante siete años, contabilizados a partir de la fecha de entrada al país. Tras este período de gracia, la continuidad del pago sólo cubre a los beneficiarios que hicieron un ajuste de su estatus inmigratorio y se convirtieron en ciudadanos estadounidenses.

ICE RESCATA A 21 PERSONAS / JORGE MORALES ALMADA / LA OPINIÓN
Sus ‘polleros’ los mantenían cautivos en una vivienda de Palmadle. Una llamada desde el interior de una vivienda en Palmdale alertó a las autoridades de esa ciudad sobre la presencia de varios indocumentados que estaban siendo retenidos en contra de su voluntad. Tras recibir el llamado de auxilio, el jueves al mediodía, agentes del Departamento del Sheriff en la estación de Palmdale (60 millas al norte del Centro de Los Ángeles) establecieron un operativo para tratar de dar con la casa de seguridad. "No teníamos muchos datos, la persona que nos llamó no tenía la dirección exacta, nos dio la descripción de la casa y mandamos a agentes a realizar un recorrido; pudimos localizarla ya que hicimos sonar las sirenas de las patrullas para que la persona en el teléfono nos escuchara y saber si estábamos cerca", explicó el agente Dave Jennings, portavoz del Departamento del Sheriff.

IMMIGRATION AUTHORITIES’ NO-JAIL OFFER IS WITHDRAWN / RANDAL C. ARCHIBOLD / THE NEW YORK TIMES
Immigration authorities on Friday ended a trial offer not to jail illegal immigrants who had been ordered to leave the country if they surrendered at government offices. In the three weeks that the federal immigration agency tested the program in a handful of cities, only eight people came forward. How, why and even whether the program flopped was debated by the agency, Immigration and Customs and Enforcement, and advocates for immigrants. The latter called the program a publicity stunt and predicted that the agency would now stage more of the raids that have forcibly removed record numbers of illegal immigrants over the last few years. Jim Hayes, who supervises deportation for the agency, said advocacy groups had undermined the program by counseling immigrants not to take part as a protest against immigration laws.

Desde los bosques del sur de Nueva Jersey hasta el norte urbano de ese estado, un número cada vez mayor de jornaleros indocumentados se está uniendo a las filas de la población sin techo. Así, el debate nacional sobre la inmigración ha llegado ahora al sector más marginado de la sociedad en Nueva Jersey. En el norte del estado, más de 100 inmigrantes sin hogar acampan en un cementerio de North Bergen. En Passaic, las autoridades retiraron recientemente un campamento de personas sin techo debajo del paso a desnivel de una autopista. El terreno estaba dividido en dos secciones: "Estados Unidos" y "México".

Searches lead to record arrests. Marie Justeen Mancha was at home alone when she heard strange voices inside the house. As she crept down a hallway to make sure she wasn't hearing things, the voices erupted into shouts. "Police! Illegals!" Testifying at a House subcommittee hearing earlier this year, Mancha recalled the words she said the Immigration agents shouted during the September 2006 raid on her home. She was 15 at the time, a Mexican-American, born in Texas but living in Reidsville, Ga.

SÓLO 8 QUISIERON AUTODEPORTARSE / AL DIA
El gobierno federal eliminará un programa para indocumentados en el que podían entregarse voluntariamente a las autoridades para ser deportados, después de que sólo ocho personas se presentaron durante un periodo de prueba de casi tres semanas. La Oficina de Inmigración y Aduanas (ICE en inglés) implementó el programa piloto en cinco ciudades, y dio un plazo de 90 días a los indocumentados que enfrentaban órdenes judiciales de abandonar el país, a fin de que en ese periodo planificaran su salida y coordinaran el viaje con sus familiares, en vez de correr el riesgo de ser detenidos y deportados de manera forzosa.

The federal government has called off an experimental program that encouraged people illegally in the United States to turn themselves in to immigration agents and go back home on their own. U.S. Immigration and Customs Enforcement, the federal agency in charge of the program -- known as Operation Scheduled Departure -- confirmed on Friday that after two and a half weeks and only eight takers out of hundreds of thousands, it was scrapping the idea.

U.S. VOWS FIRM ACTION AS 'SELF-DEPORT' FAILS / ARIZONA DAILY STAR
A federal agency vowed Friday to intensify efforts to track down illegal immigrants after ending a trial self-deportation program that attracted only eight volunteers. U.S. Immigration and Customs Enforcement said it scrapped the program for illegal immigrants who ignored court orders to leave the country because turnout was low in the five cities where it was offered since Aug. 5. "We are going to continue our enforcement of immigration law whether it is convenient for people, or whether it's not convenient," Jim Hayes, ICE's acting director of detention and removal operations, told reporters. Critics said it gave people no incentive to surrender.

TEEN'S HANGING IN JAIL FUELS MANY QUESTIONS / DANE SCHILLER / HOUSTON CHRONICLE
Arrest for illegal turn starts the end of migrant's dream. The 17-year-old's lifeless body was frozen in a sitting position in solitary-confinement at the Galveston County Jail. Arturo Chavez's back was flush against a 7-foot partition for the cell's shower. A blue blanket was twisted into a noose, with one end wrapped around his neck, the other tied to a shower head. He apparently hanged himself about 48 hours after being arrested for what started as an illegal left turn. It may never be known what swept over Chavez, who illegally emigrated from Guatemala four years ago and spent much of his time trying to improve his English and working to send money home.

GARLAND ISD MAKES PLANS TO CARE FOR STUDENTS IF PARENTS ARE DEPORTED / STELLA M. CHÁVEZ / THE DALLAS MORNING NEWS
Garland school district officials want to be prepared in case federal authorities crack down on illegal immigrants. They aim to ensure that no student is left behind or with nowhere to go should Immigration and Customs Enforcement detain mom and dad. Beginning this school year, Garland ISD will ask all parents to list the names and phone numbers of six emergency contacts other than themselves. The district also is instructing employees on which district office to contact if a child is left parentless.

Luego de un largo periodo vacacional de casi tres meses, este lunes 25 de agosto recobrarán vida las alrededor de 460 escuelas públicas del Condado de Tarrant al dar inicio un nuevo ciclo de clases. Según las estadísticas más recientes de la Texas Education Agency (TEA), tan sólo las escuelas primarias, secundarias y preparatorias de los 16 distritos escolares del Condado de Tarrant atendieron en el año 2007 a cerca de 314 mil estudiantes.

Whether it's promoting Tejano music bands or Latino celebrities and athletes, Kansas-born David Chávez seems to have hit the right note. He believes that offering a positive image of Latinos can bring commercial and cultural benefits that can easily be measured. The decision, for example, to move the Tejano Music National Convention to Dallas from Las Vegas this year was a no-brainer for Mr. Chávez. "We're trying to reach a younger demographic in Dallas – something we couldn't do in Vegas," said the 42-year-old founder and producer of the convention.

‘INCITAN’ AL ROBO DE IDENTIDAD DATOS RECABADOS EN PUENTES / LORENA FIGUEROA / EL DIARIO DE JUÁREZ (CHIHUAHUA)
Expertos consideraron que el almacenamiento por hasta 75 años de datos personales de extranjeros, y de 15 años para residentes y ciudadanos, cuando cruzan los puentes internacionales –dentro del programa denominado Información de Cruces Fronterizos (BCI)– pudiera propiciar el robo de identidad y hasta ser perjudicial para pedir un beneficio migratorio. El director del Proyecto de Libertad, Seguridad y Tecnología del Centro para la Democracia y la Tecnología (CDT), Grez Nojeim, aseguró que las agencias de gobierno “han demostrado que a veces no son cuidadosos de proteger la información que se supone es confidencial”. “Muchas de las veces traen datos personales en laptops, en las que todo mundo puede accesar”, dijo vía telefónica desde Washington, D. C.

RECIBE PROGRAMA PAISANO SIETE QUEJAS / IMAGEN (ZACATECAS)
Los módulos de atención del Programa Paisano en Zacatecas han recibido siete denuncias en contra de servidores públicos de cuatro estados de la República. Pedro Martínez Flores, delegado estatal del Instituto Estatal de Migración, informó que las denuncias recibidas han sido por intento de extorsión. Dos de ellas han sido contra servidores de Chihuahua, dos de Saltillo, dos de Nuevo León y una de Guanajuato, hasta el momento ningún paisano ha denunciado abusos por parte de autoridades zacatecanas. El delegado agregó que el programa concluye el 30 de agosto y si se continúa sin denuncias en contra de zacatecanos, será el décimo año consecutivo sin quejas de autoridades zacatecanas.

NEW CLASS FOR WOULD-BE IMMIGRANTS REPRESENTS MAJOR SHIFT IN POLICY / ALLAN THOMPSON / TORONTO STAR
Canada's immigration department has proposed dramatic changes in the way some immigrants are selected. Under a new "Canadian Experience Class, " some temporary workers and foreign students who are already in Canada would be recruited to remain here as permanent residents. The immigration minister has presented the plan as a way to make Canada more competitive in the global drive to attract skilled workers as immigrants. And on the face of it, the plan does seem to make sense. The government wants to have it up and running by mid-October. In a nutshell, foreign students who have completed a two-year program and then do one year of skilled, professional or technical work would be eligible to apply from inside Canada for permanent resident status. Currently, they have to leave Canada to make such an application. By the same token, temporary workers who have jobs in the same skilled trade, professional or technical fields would also be eligible to apply to stay after two years of working in Canada. These applicants would not be put through the same kind of point system used to select other independent immigrants from abroad.
