RECLAMA MARGARITA ZAVALA DAR TRATO HUMANITARIO A MIGRANTES / LUCIANO FRANCO / LA CRONICA
La presidenta nacional del DIF, Margarita Zavala, esposa del presidente Felipe Calderón, reconoció ayer “las duras condiciones de tránsito” que enfrentan los migrantes en su búsqueda de mejores condiciones de vida para los suyos, en su camino por reunirse con su familia, y para devolver a los padres “la dignidad que les arrebató la pobreza”, subrayó. Al asistir a la presentación del libro Reflexiones en el camino del migrante, del padre Flor María Rigoni, la señora Zavala demandó un trato humanitario para los migrantes, especialmente con los niños, que cada vez son más en su deseo y necesidad de encontrar a sus padres y lo mismo ocurre en la frontera norte que en la del sur, agregó.

ATIENDEN A 20 MIL NIÑOS MIGRANTES / SILVIA GARDUÑO / REFORMA
En 2007, diez estados de la República concentraron más de 60 por ciento de los lugares de origen de los niños mexicanos migrantes que viajaban solos, reveló el Sistema Nacional para el Desarrollo Integral de la Familia (DIF).Durante el año pasado, el organismo atendió a 20 mil 878 menores procedentes de Michoacán, Guanajuato, Chihuahua, Oaxaca, Guerrero, Puebla, Veracruz, Sonora, Jalisco y Estado de México, reporta el anuario estadístico del Programa Interinstitucional de Atención a Menores Fronterizos que fue dado a conocer ayer. Del total de niños atendidos, mil 813 provenían de Michoacán, sobre todo de Morelia, Apatzingán y Uruapan; mil 611 de Guanajuato -la mayoría de los municipios de León, Irapuato, Guanajuato y Celaya- y mil 372 de Chihuahua, particularmente de los municipios de Juárez, Chihuahua y Cuauhtémoc.

NO HAY VOLUNTAD PARA LEGISLAR EN MATERIA DE MIGRACIÓN / VÍCTOR BALLINAS, ANDREA BECERRIL / LA JORNADA
Durante el seminario Análisis de la política de inmigración en México: andamiaje jurídico e internacional, la senadora del PRI Rosario Green destacó que se requiere voluntad política del Ejecutivo para reformar la legislación en la materia, “pero esa voluntad no queda suficientemente clara para atender con responsabilidad y recursos suficientes buena parte de los cambios requeridos”. La legisladora destacó que “vivimos en un momento particularmente difícil en términos de disponibilidad de recursos, por lo que se debe garantizar el respeto de los derechos humanos de miles personas que dejan sus hogares en busca de empleo, es nuestra obligación encontrar la manera de fortalecer al Instituto Nacional de Migración para que cumpla con sus funciones”.

IMPULSAN NUEVA LEY MIGRATORIA / ALMA PAOLA WONG / REFORMA
La Comisión de Asuntos Fronterizos Sur alista una iniciativa de ley que permitirá separar la legislación sobre población de la de migración y así focalizar la problemática de la movilidad humana, aseguró el senador Rubén Velázquez, secretario de la Comisión de Asuntos Fronterizos Sur. Durante el foro de análisis "La política de inmigración en México. Andamiaje jurídico e institucional", el perredista aseveró que la política sobre el fenómeno migratorio ha demostrado su fracaso, por lo que confió en que lleguen a buen término las negociaciones que realiza el grupo plural del senado en torno al tema.

REINTENTAR A 21 MIL MENORES MIGRANTES / ATALO MATA OTHON / NUEVO EXCELSIOR
El año pasado, el Sistema Nacional para el Desarrollo Integral de la Familia (DIF) atendió a más de 21 mil niñas, niños y adolescentes migrantes, a quienes les brindó protección desde su aseguramiento hasta reintegrarlos al núcleo familiar en su comunidad de origen. Ante la vulnerabilidad de los menores que normalmente viajan solos, el DIF puso en marcha las Jornadas por los Derechos de la Infancia Migrante No Acompañada, las cuales fueron inauguradas ayer por Margarita Zavala, presidenta nacional de esa institución.

Para el realizador mexicano Juan Manuel Sepúlveda, la imagen que se tiene del inmigrante está equivocada, pues se le ve como víctima, cuando sólo es alguien que busca una mejor oportunidad de vida. "Quizá sí es difícil dejarlo todo, pero la gente debe saber que los migrantes se sobreponen muy fácilmente y dejan de ser víctimas al momento de salir de casa. Ellos simbolizan esperanza, el no renunciar a buscar una mejor vida para sus hijos", opina el cineasta, quien abordó este tema en su documental La Frontera Infinita, que se proyectará a partir de hoy en la Cineteca Nacional. MCCAIN IS FALTERING AMONG HISPANIC VOTERS / LARRY ROHTER / THE NEW YORK TIMES
In the early days of the presidential campaign, Senator John McCain seemed to be in a good position to win support among Hispanic voters. He had sponsored legislation for comprehensive immigration overhaul in Congress, made a point of speaking warmly about the contributions of immigrants and was popular among Latinos in Arizona, his home state, which borders three battleground states here in the Southwest: New Mexico, Colorado and Nevada. But less than two weeks before Election Day, those advantages appear to have evaporated. Recent Gallup polls show Mr. McCainrunning far behind Senator Barack Obama among Hispanic voters nationwide, only 26 percent of whom favor the Republican. The possibility that Mr. McCain can duplicate George W. Bush’s performance among Latinos in 2004, when Republicans won 44 percent of the vote, now seems remote.

The issue of race has been intertwined with the history of the United States since its inception. It has brought out the nation’s best and its worst – from the courage of the civil rights workers to the murderous terrorism of the Ku Klux Klan. Barack Obama’s meteoric rise already warrants a chapter of its own, and his mixed-race heritage has already played a pivotal role in this year’s election. It helped the Illinois senator win key primaries in Southern states like South Carolina. But it also cost him some white support in some struggling industrial states like Ohio and Pennsylvania, according to polls.(…) Sonia Whittle is a Mexican-American married to a white Republican man. She often picks up the scuttlebutt on the streets of Forest Park, a largely black and Hispanic neighborhood in Georgia. Because of her Hispanic appearance, whites and blacks often think she doesn’t speak English, so she overhears racial prejudices from all three populations. In her circles, she says, race overshadows all other issues at the moment.

AFL-CIO LAUNCHES CAMPAIGN TO HELP PROTECT U.S. HISPANICS AGAINST VOTING RIGHTS ABUSES / THE DENVER POST
The AFL-CIO today announced the launch of a special voting rights protection program in six states - Colorado, Florida, New Mexico, Ohio, Pennsylvania and Virginia - aimed at educating U.S. Hispanics about their voting rights and helping to prevent voting rights violations on Election Day. The effort comes as a part of the AFL-CIO's "My Vote, My Right" program, wherein members of local union and labor groups across the country are working in coalition with civil rights organizations, faith groups, local lawyers, and other community allies to protect voting rights.

Los hispanos representaron un poco más de la mitad del crecimiento poblacional de Estados Unidos desde el 2000, informó el jueves un centro de investigación en Washington. La población hispana representó el 50,5% del total del crecimiento de población en el país de 2000 a 2007, aunque a mediados de 2007 los hispanos sólo eran un 15,1% de la población total, señaló el Centro Hispano Pew. En el 2000, la población de Estados Unidos era de más de 281 millones de personas y los hispanos superaban los 35 millones. En 2007, la población del país subió a más de 301 millones y los hispanos llegaron a más de 45 millones, señaló el estudio.

African Americans and Latinos in L.A. are 'over-stopped, over-searched and over-arrested,' an ACLU study charges. On monday, the ACLU of Southern California released a report analyzing more than 700,000 cases in which Los Angeles Police Department officers stopped pedestrians and/or drivers of motor vehicles between July 2003 and June 2004. The study, which I wrote with my research assistant, Jonathan Borowsky, asked not simply whether African Americans and Latinos are stopped and searched by the LAPD more often than whites -- it's clear that they are -- but the more complex question of whether these racial disparities are justified by legitimate policing practices, such as deciding to police more aggressively in high-crime neighborhoods.

WESTERMAN HAS IDEAS TO MOVE STATE FORWARD / ARIZONA DAILY STAR
Bob Westerman is an energetic candidate with good ideas on how to make Arizona a better place to live. The Star endorses him for the state Senate. Westerman, 58, a senior manager at Raytheon, is a Republican in a district where Democrats have about a 2.5-to-1 voter-registration advantage. Steve Carbajal, a Tempe police spokesman, said police are looking into the theft of signs from a Tempe street corner that read "Open Our Borders Re-elect Ableser" and "Open Our Borders Re-elect Cahill." (…)While Torgeson was paid by District 17 Republican candidates Mark Thompson and Jesse Hernandez to print their campaign signs, Thompson said they had no involvement with the immigration signs. Torgeson supported that. (…)Cahill did not return a call for comment. But Ableser said he attended a march on the border with Christian groups who pray that people crossing the border do not die. He said his concern for lives does not belie support for "illegal immigration."

CHERTOFF TO PROPOSE CHANGES IN HIRING RULES / SUZANNE GAMBOA / THE DENVER POST
Homeland Security Secretary Michael Chertoff plans to announce changes to rules designed to stop businesses from hiring people working in the country illegally. The rules proposed to force employers to fire workers whose names don't match their Social Security numbers. A Homeland Security official, speaking on condition of anonymity ahead of the announcement Thursday, says Chertoff will describe the changes, which were prompted by a judge's order.

BORDER AGENT'S MURDER RETRIAL OPENS / BRADY MCCOMBS / ARIZONA DAILY STAR
Two markedly different versions of events that led to the shooting death of an illegal immigrant in January 2007 emerged again Wednesday during opening statements in a retrial for a U.S. Border Patrol agent facing murder charges. Lead prosecutor Grant Woods told the jury that Border Patrol agent Nicholas Corbett shot and killed Francisco Javier Domínguez Rivera while the 22-year-old illegal immigrant was in the act of surrendering. Forensic and ballistic evidence, as well as testimony from the dead man's two brothers and a girlfriend of one of them, will back that account, he said. He said Corbett lied about the events and changed his story in an attempt to match the evidence. (…)Corbett, 40, is charged with second-degree murder, manslaughter and negligent homicide in the Jan. 12, 2007, shooting of Domínguez Rivera. The shooting occurred after Corbett stopped Domínguez Rivera, his two brothers and the girlfriend in the desert between Bisbee and Douglas, near the U.S.-Mexico line.

JUSTICES TAKE ON MIGRANT CRACKDOWN / JERRY MARKON / ARIZONA REPUBLIC
The Supreme Court today accepted a case with significant implications for the government's crackdown on illegal immigration, agreeing to review whether prosecutors have to prove that defendants in aggravated identity-theft cases knew they were victimizing a real person. The justices will hear the appeal of Ignacio Flores-Figueroa, a Mexican immigrant who used false identification to get a job at a steel plant in Illinois. He was convicted of aggravated identity theft and other counts and sentenced to more than six years in prison. Flores-Figueroa argued that the government failed to prove that he knew the fraudulent documents belonged to a real person, as opposed to being fabricated. Lower courts ruled that the government did not have to prove that, accepting the Justice Department's position in this and other aggravated identify-theft cases. Three appellate courts have rendered decisions backing the government.

MAN GETS LIFE TERM IN DWI DEATHS / RENÉE C. LEE / HOUSTON CHRONICLE
Immigrant here illegally had three prior convictions of drunken driving. A Montgomery County jury sentenced an illegal immigrant to life in prison on Wednesday for drinking and driving and causing an accident that killed a mother and her pregnant daughter. The jury deliberated for about two hours before coming back with the maximum punishment sought by prosecutors. Ignacio Gomez-Gutierrez, who had been convicted of three prior DWIs, pleaded guilty Tuesday to intoxicated murder charges and two counts of failure to stop and render aid in the March 25, 2007, accident.

LOS 'MINUTEMEN' PIDEN MANO DURA EN EL CONGRESO / DIARIO HOY
Dan su apoyo político y económico a legisladores que respalden el refuerzo de las leyes de inmigración. Con su dinero y sus voluntarios, el grupo de los "Minutemen", que presiona en contra de la inmigración ilegal en EEUU, busca alterar el mapa electoral en el Congreso al apoyar la reelección de quienes proponen mano dura contra los indocumentados. El grupo fue fundado por Jim Gilchrist en 2004 para presionar al Gobierno de EEUU a que hiciera cumplir las leyes federales en contra de la inmigración ilegal, calculada ahora en unos doce millones de personas. Desde 2005, sus militantes han vigilado por su cuenta y sin la venia de la Patrulla Fronteriza de EEUU la frontera con México pero, en este ciclo electoral, han puesto la mira en los esfuerzos de reelección de legisladores que, como ellos, quieren restringir la inmigración en el país.

20% With Degrees In Unskilled Jobs or Jobless, Study Finds.One in five college-educated immigrants in the United States is unemployed or working in an unskilled job such as a dishwasher, fast-food restaurant cashier or security guard, depriving the U.S. economy of the full potential of more than 1.3 million foreign-born workers, according to a study released yesterday. Immigrants in the Washington area are among the most educated in the country, and the plight of those who are underemployed is familiar to anyone who has gotten a ride from D.C. cabdriver with an engineering degree from Ethiopia or had a car parked by a garage attendant who used to practice law in El Salvador. However, the report by the Washington-based Migration Policy Institute is the first to quantify the extent of the problem. Highly educated Latin American and African immigrants fare far worse in the job market than Europeans or Asians, the authors said. Almost half of recently arrived college-educated Latin Americans hold unskilled jobs, as do more than one-third of those who have been in the country for more than 10 years. The problem persists even when only immigrants who are in the country legally are considered.

Immigrants Aren't Only Ones in Need. Maryland communities are seeing a growing need for volunteer tutors to help adults read and write, with an increased demand from immigrants who struggle with English and native-born residents who left school without fully mastering the skills. In Montgomery County, the local literacy council has about 600 tutors but needs an additional 200 to 300. The county is home to about half of Maryland's foreign-born population and has residents from 86 countries.

COLLEGE-EDUCATED IMMIGRANTS VASTLY UNDEREMPLOYED IN US N. C. AIZENMAN / BOSTON GLOBE
Latin Americans, Africans faring worst, study says. One out of every five college-educated immigrants in the United States is either unemployed or working in an unskilled job such as a dishwasher, fast-food restaurant cashier, or security guard, depriving the US economy of the full potential of more than 1.3 million foreign-born workers, according to a study released yesterday. (…)This shows that immigrant brain waste is a reality; that the challenge of integration is not restricted to unskilled workers, who have been the focus until now; and that a very high share of highly skilled immigrants are not progressing rapidly in the economy," said researcher Michael Fix, who coauthored the study with Jeanne Batalova. (…) Fix said that it is possible that discrimination against Latinos and Africans is a factor, but that much of the gap can be explained by differing language skills and immigration circumstances. For instance, highly skilled immigrants who can speak only limited English are twice as likely to work in an unskilled job as those who are proficient in English. And 44 percent of Latin Americans educated at foreign colleges speak English poorly or not at all, compared with 32 percent of Europeans and 23 percent of Asians.

El superintendente de las escuelas de Dallas, Michael Hinojosa, dijo el miércoles que los maestros bilingües se vieron protegidos de los recientes despidos debido a la población estudiantil del distrito. Los estudiantes del distrito escolar que hablan un inglés limitado son unos 53,785, es decir, un 34 por ciento del total de alumnos matriculados.

MALDEF dice que algunos alumnos de CPS continúan recibiendo una educación inferior. Los estudiantes en programas bilingües de las Escuelas Públicas de Chicago (CPS) siguen recibiendo una educación inferior a los alumnos en clases regulares. Esto lo indicó ayer un directivo del Fondo Mexicoamericano para la Defensa Legal y la Educación (MALDEF), quien indicó que los problemas de dicho programa vienen de décadas atrás cuando el gobierno federal demandó a CPS por segregar a sus estudiantes. "La demanda también identificó problemas en los programas bilingües", señaló Ricardo Meza, director de la oficina de MALDEF en Chicago.

CONSULATE TAKING BRACEROS' PAPERWORK / HIRAM SOTO / SAN DIEGO TRIBUNE
The Mexican Consulate in San Diego will begin accepting applications today from former guest workers who are seeking compensation for money deducted from their paychecks while working in the United States during World War II. The Mexican government kept 10 percent of their wages and was supposed to give the money back to the workers once they returned to their country. But many of the workers, known as braceros, never received the money or were even aware of the deduction. (…)For the past five years, Maria Elena Espinoza, a social worker at Casa Familiar in San Ysidro, has registered about 500 elderly workers through a similar program offered in Mexico. About 45 local braceros have already collected the money, and every two weeks the Mexican government is releasing the names of workers whose checks are ready.

EMITIRÁN CONVOCATORIA PARA PAGO A EXBRACEROS / EMMANUEL CERVANTES / LA VOZ DE MICHOACÁN
A más tardar, el próximo día 29 del presente mes se publicará la convocatoria para aquellos migrantes que puedan comprobar que participaron en el programa Bracero entre 1942 y 1964, con lo cual podrían ingresar al padrón de beneficiarios, dijo el Partido Acción Nacional (PAN). Esta declaración se da después que algunos sectores han hablando de presuntas demoras en tema, ante lo cual el albiazul rechazó que haya retraso en el mismo. Acción Nacional, a través del diputado local Sergio Solís Suárez, expuso que “no hay ningún retraso en la instalación y apertura de las mesas, únicamente se está esperando a que se agoten los plazos que establecieron el Congreso Federal y la Secretaría de Gobernación".

CUESTIONA INVESTIGADORA DISCRIMINACIÓN A MIGRANTES / EMMANUEL CERVANTES / LA VOZ DE MICHOACÁN
“¿A qué hora viene la migra…?” es la preocupación más grande que tienen las mujeres que van en busca del sueño americano para obtener mejores oportunidades de ingresos y poder sostener a sus seres queridos, comentó Lore Aresti, ponente de la conferencia “Mujer y Migración” que se realizó en Casa de Gobierno, en el marco de la Semana Nacional de Migración. La también profesora de la Universidad Autónoma Metropolitana comentó que la causa principal por la que emigran las personas a otros países es la falta de empleo, y señaló que los que no buscan el sueño americano, lamentablemente se incorporan a grupos violentos.

TIENE RESIDENCIA EL 80% DE MIGRANTES / OLINKA VALDEZ / IMAGEN (ZACATECAS)
El retorno masivo de connacionales está a discusión, ya que se estima que 80% de los migrantes zacatecanos tiene residencia. Actualmente, 600 mil zacatecanos viven en Estados Unidos, aunque la cifra se incrementa a un millón 400 mil considerando a sus descendientes. Fernando Robledo Martínez, director del Instituto Estatal de Migración (IEM), dijo que hasta ahora las cifras son preliminares y que el regreso de zacatecanos “es inversamente proporcional a la magnitud de la crisis estadounidense”. Sin embargo, destacó que la actual administración “tomó sus previsiones” ante las tribulaciones financieras internacionales y diseñó programas emergentes, entre ellos Deportados.

ENTREGAN 8 CARTAS DE NATURALIZACIÓN / EVA GAYTÁN / IMAGEN (ZACATECAS)
En lo que va del año ocho extranjeros que radican en el estado han recibido su carta de naturalización por parte de la Secretaría de Relaciones Exteriores (SRE). En relación con años anteriores, en el 2008 aumentó el número de naturalizados en el estado. Salvador Escobedo López, delegado estatal de la SRE, dijo que aunque el proceso de naturalización toma tiempo en resolverse, los extranjeros deben iniciar el trámite.

FRENCH PROGRAM FOR IMMIGRANTS TO EXPAND / THE GAZETTE
Quebec is moving ahead with plans to expand a program to teach French to immigrants before they settle in the province. Provincial Immigration Minister Yolande James announced in Quebec City yesterday that 1,060 immigrants already selected have signed on to the pilot project, launched in April. Participants are from 56 countries. The program is based on software developed by Bell Technomedia and plans are to have 1,500 using it by the end of March. It targets people with an intermediate level of French who want to improve their knowledge of the language before they land here. They are supervised online by Quebec-based tutors.
