Se duplica el voto latino por anticipado. A pesar del incremento, la participación de los hispanos continúa rezagada en comparación con el resto de la población. Leobardo Hernández dijo que votaría antes del 4 de noviembre porque ese día tiene que trabajar y no podrá ir a las urnas. Así que Hernández, de 40 años, sería uno de los miles de hispanos que votarían por adelantado en Chicago. Sin embargo, datos de la Junta de Elecciones de Chicago mostraban que el voto anticipado en distritos hispanos se duplicó y hasta triplicó al comparar la elección actual con las elecciones primarias de febrero, pero aún estaba rezagado al compararlo con el voto de la población en general. (….)Juan Salgado, (Consejero del IME 2006-2008) presidente de la Junta de la Coalición de Illinois pro Derechos de Inmigrantes y Refugiados (ICIRR), comentó que esa diferencia tal vez se debía a que los nuevos votantes no tenían el hábito de votar por adelantado. "Un elector que vota temprano tiende a ser más disciplinado, para ellos o ya es costumbre o se les hace más fácil. Es más raro en personas que no tienen el hábito de votar temprano", dijo Salgado, quien agregó que un gran porcentaje de los votantes latinos son electores que se registraron por primera vez o votan por primera vez.(….)

INSTALAN UN SEGUNDO MURO FRONTERIZO / REFORMA
A dos años de que las autoridades estadounidenses iniciaran trabajos para reforzar el control de la frontera entre California y Tijuana, inició la instalación de un segundo muro. El área de construcción se ubica en el condado de Imperial Beach, y era utilizada para el paso exclusivo de vehículos de la Patrulla Fronteriza. El muro original fue instalado hace unos 20 años.

PIDEN DEFINIR REINCORPORACIÓN DE PAISANOS QUE REGRESARÁN / DIARIO DE MÉXICO
La bancada del PRI en el Senado demandó al Gobierno federal que informe las medidas que tomará para reincorporar a la vida productiva a los mexicanos que regresarían al país por la crisis financiera de Estados Unidos. El senador Carlos Jiménez Macías, del Partido Revolucionario Institucional (PRI), dijo que con la crisis aumentará el desempleo en Estados Unidos, lo que afectará a la población migrante, por lo que se elevará el número de connacionales que retornen a sus comunidades de origen.

PREVÉ EDOMEX REGRESO DE 70 MIL MIGRANTES / SILVIA CHÁVEZ / LA JORNADA
El gobierno del estado de México prevé que entre abril y junio de 2009 al menos 70 mil mexiquenses regresen de Estados Unidos por haberse quedado sin empleo en el país vecino, informó el secretario del Trabajo y Previsión Social del estado, Ignacio Rubí Salazar. Expuso que, según analistas, abril, mayo y junio serán para los trabajadores migratorios los meses “más difíciles” de la recesión estadunidense. “El reto es enorme, pero estamos preparándonos para afrontarlo”, aseguró.

ENVÍAN $200 MIL A UN REFUGIO DE DEPORTADOS / CARLOS FIGUEROA / LA JORNADA
El gobernador Eugenio Hernández Flores envió a esta ciudad 200 mil pesos para apoyar a mexicanos y extranjeros deportados de Estados Unidos que se encuentran en la Casa del Migrante Nazareth. A una semana de que se firmó el Convenio de Atención a Repatriados, dicho apoyo se entregó a través del subsecretario de Enlace Institucional del gobierno de Tamaulipas, Enrique Garza Tamez. La Casa del Migrante también recibe ayuda del Sistema para el Desarrollo Integral de la Familia (DIF), y este año ha destinado más de 5.5 millones de pesos a dar alimentación, ropa y pasajes a los deportados.

En la campaña electoral, los senadores Barack Obama y John McCain rara vez hablaron de inmigración, y el asunto nunca llegó a alguno de los tres debates. Sin embargo, aunque este espinoso asunto ha retrocedido en la campaña, los dos candidatos siguen refinando su aproximación al tema, especialmente sobre la inmigración ilegal, que es la pieza más políticamente sensible de la ecuación. Obama, el candidato demócrata, ha endurecido su tono sobre cómo lidiar con los inmigrantes ilegales, en tanto que McCain, el abanderado republicano, ha hecho una prioridad el reforzamiento migratorio, una postura que está en línea con la de la administración de George W. Bush.

CONTIENDEN HISPANOS EN 37 ESTADOS / REFORMA
Los hispanos están contendiendo en 37 estados de Estados Unidos para diversos cargos de elección popular, destacó ayer la Asociación Nacional de Latinos Electos y Funcionarios Designados (NALEO, por sus siglas en inglés).La fuente destacó que la participación de los latinos en las elecciones del martes será efectiva en 75 por ciento de los estados que integran Estados Unidos. Los candidatos hispanos buscan escaños en el Congreso, oficinas locales y Congresos estatales.

La difícil situación económica internacional provocada por la crisis financiera en Estados Unidos tiene un impacto parecido al de un maremoto cuyos efectos se extienden en todo el mundo y en muchos ámbitos de la vida social a manera de ondas expansivas. Nadie se atreve a estas alturas a hacer predicciones precisas sobre la profundidad y duración de la crisis económica, y observamos que los gobiernos y los organismos internacionales van reaccionando día a día sin un plan de acción de mediano y largo plazos. Ante la incertidumbre que provoca el vendaval económico, uno de los aspectos que más atención requeriría por parte de los gobiernos de países de alta emigración como México es el de las posibles consecuencias de la crisis sobre el tamaño, la composición y la dirección de los movimientos de población a nivel internacional. EXPERIMENTAN LAS REMESAS LEVE REPUNTE / ERNESTO SARABIA / REFORMA
Luego de cuatro caídas consecutivas, en el noveno mes de este año, los ingresos por remesas familiares lograron un ligero aumento de 0.2 por ciento respecto al mismo mes de 2007, revelan datos del Banco de México (Banxico).El monto reportado se ubicó en mil 973 millones de dólares, lo que permitió que la cifra acumulada de enero a septiembre quedara en 17 mil 526 millones. Guillermo Ortiz Martínez, Gobernador del Banco Central, dijo que al parecer la depreciación del tipo de cambio ha animado a los mexicanos que trabajan en el exterior a enviar más remesas.

ONU: LA FUERZA LABORAL DE 240 MILLONES DE MIGRANTES PUEDE ESTIMULAR EL CRECIMIENTO / LA JORNADA
Los países afectados por la crisis financiera internacional deberían aprovechar la fuerza laboral de los 240 millones de trabajadores migrantes en el mundo para estimular el crecimiento, declaró el secretario general de la Organización de Naciones Unidas (ONU), Ban Ki-Moon. Advirtió, además, que si los gobiernos fracasan en la protección de los derechos de los 200 millones de migrantes que envían valiosas remesas a sus países de origen, la situación mundial será todavía más precaria. Ban Ki-Moon instó a los países desarrollados a no lanzar una ofensiva contra los trabajadores extranjeros, al argumentar que la movilidad laboral podría ser una herramienta para salvar a la economía global de la crisis.

La aparente falta de interés de los candidatos sobre los temas de la región despierta desconfianza entre los latinoamericanos. Cuando Alicia Ortiz enciende el televisor para ver las noticias en su residencia en un barrio de Buenos Aires, la incógnita de quién será el próximo presidente de Estados Unidos está muy por debajo en la lista de sus preocupaciones.En la casa de esta ama de casa argentina la pelea electoral que se vive entre los candidatos a la presidencia Barack Obama y John McCain la tiene sin mucho cuidado. Y la razón que aduce es el desinterés aparente de estos dos políticos hacia los problemas de la región y de los latinoamericanos. Ninguno de los candidatos habló de los países en América Latina en los debates, aunque McCain se reunió con (Álvaro) Uribe en Colombia, asegura Ortiz vía telefónica desde Argentina. Creo que gane quien gane igual vamos a seguir teniendo los mismos problemas acá. El escepticismo de Ortiz es probablemente un reflejo del sentimiento que prima en casi toda la región, donde pese a esto, los latinoamericanos se inclinan por Obama a la hora de elegir un candidato para ocupar la silla de la Casa Blanca.

Enviar Imprimir El número de votantes hispanos registrados como demócratas superó por primera vez al número de hispanos registrados como republicanos este año en el estado de Florida, anunció un centro de investigación. El estado tiene este año 513.252 hispanos registrados como demócratas y 445.526 hispanos registrados como republicanos, cambiando una tendencia que fue la opuesta durante décadas, señaló un informe del Centro Hispano Pew, con sede en Washington. En el 2006, por ejemplo, el estado tenía 414.185 hispanos republicanos y 369.902 hispanos demócratas. "Este es un cambio significativo que sigue la pauta del resto del estado, en el que ha aumentado el registro electoral demócrata", explicó Mark López, director adjunto del centro, a la AP en una entrevista telefónica. Según el informe, basado en datos del registro electoral del estado y de la oficina del censo estadounidense, los hispanos representan el 12% de todos los votantes registrados en Florida este año. En el 2006, representaban el 11%.

Davies feels building a wall along much of the border between California and New Mexico would free the Border Patrol to concentrate on areas where it's hard to put a wall, he said. Then rural hospitals and clinics that claim they spend all their money treating illegal immigrants would have a chance to see how much money they actually need, Davies said.

Pero después de ver su reciente anuncio televisivo en español, estoy más convencido que nunca de que si no logra llegar a la Casa Blanca, debería ir directamente a Hollywood. Si no vieron el aviso, se los recomiendo. Es sorprendente. En él, Obama le habla a la cámara en un español aparentemente fluido, con una pronunciación asombrosamente buena y trata a la audiencia de ''tú'', con la mayor familiaridad. Un logro notable, considerando que Obama no habla una jota de español. ``Compartimos un sueño: que trabajando duro tu familia puede triunfar. Este es el sueño americano. Te pido tu voto. PERSPECTIVES FROM THE BORDER DURING ELECTION YEAR / ARIZONA REPUBLIC
Four people—all dealing with the same issue during an election year. For these individuals, the issue of immigration and the border rank at the top. And when it comes to which presidential candidate will be best to deal with this issue, the answers vary. 12 News recently took a trip to southern Arizona, to speak with those living near the U.S. – Mexico border and get their thoughts on who will be the best candidate to deal with an issue that can be a heated topic of conversation. For Sparkle Short, immigration will always be at the forefront. She grew up on a ranch just south of Sierra Vista and a few minutes north of the border. Short said she’s used to seeing suspected illegal immigrants cross her family’s ranch land. And along with that, she said, come a large amount of trash. Day after day, Short said she would pick up the trash these individuals left behind. During the spring of 2007, she and her family collected nearly 10,000 pounds of trash. But when her livestock started to eat the trash and die, the rancher become worried. She wrote letters to lawmakers at different levels, but Short said she never really got an answer. When it comes to who’ll best deal with this issue, she said it’s Republican presidential candidate John McCain. While she feels he has experience, she still questions his knowledge and understanding of the immigration issue.

NORTH DAKOTA: IMMIGRANTS ARRESTED / JULIA PRESTON / THE NEW YORK TIMES
Federal authorities in North Dakota on Tuesday arrested 23 immigrants from India who were working for a construction company in Fargo. An immigrant advocate, Saket Soni of the News Orleans Workers’ Center for Racial Justice, said the workers were among some 250 Indian immigrants who have claimed they were victims of human trafficking when they were employed as guest workers at Signal International, an oil rig construction company based in Mississippi. The workers, whose legal status expired after they walked off their Signal jobs in March saying they were misled and exploited, have asked the Justice Department to allow them to remain in the United States to testify in a trafficking investigation. To date, four workers were given temporary visas as witnesses. Federal prosecutors in North Dakota charged the immigrants with document fraud and claiming to be United States citizens.

MEATPACKER IS FINED NEARLY $10 MILLION / JULIA PRESTON / THE NEW YORK TIMES
State labor authorities levied nearly $10 million in fines Wednesday for wage violations at an Iowa meatpacking plant where nearly 400 illegal immigrant workers were arrested in a raid in May. The fines against Agriprocessors Inc., one of the country’s largest kosher meatpackers, were the largest wage violations penalties ever levied in Iowa, state officials said. About $9.6 million of the fines were for illegal paycheck deductions the company made for protective jackets and other uniforms that packinghouse workers were required to wear. Iowa inspectors found 96,436 deductions for uniforms from the paychecks of 2,001 workers, and brought fines of $100 per incident. The workers’ wages had been reduced by $192,597, Iowa officials said.

INMIGRACIÓN Y LAS MENTIRAS / DIARIO HOY
No es una buena idea falsear declaraciones, sobre todo si se trata de autoridades migratorias. Lo menos que podemos hacer los latinos es guardar respeto a las leyes de este país. Así lo exigimos, así lo demandamos para nosotros. Sin embargo, esto parece estar en cuestionamiento en el caso de Guillermo Olivares Romero, un ciudadano estadounidense nacido en este país de origen mexicano. En una nota publicada el miércoles pasado en HOY, se relata los líos que Olivares ha tenido con Inmigración: deportado varias veces, preso en los centros de detención migratorios y detenido en la frontera por no sustentar su ciudadanía americana. Según este latino, él siempre ha mantenido su nacionalidad y ha negado ser mexicano. De acuerdo a la Oficina de Control de Inmigración y Aduanas (ICE), Olivares ha afirmado ante oficiales de esa agencia ser mexicano y firmado papeles oficiales dando fe de esto.

SHERIFF PUTS IMMIGRATION PROGRAM ON HOLD / LIZ AUSTIN PETERSON / HOUSTON CHRONICLE
The Harris County Sheriff's Office on Wednesday suspended a program that allowed some of its jailers to act as immigration officers after a county commissioner complained the agency had not gotten permission to implement the plan. The sheriff's office first sought permission from Commissioners Court in July to participate in ICE's 287(g) program, which trains local law enforcement officers to help identify illegal immigrants. Commissioner Sylvia Garcia asked to postpone a vote on the county's agreement with U.S. Immigration and Customs Enforcement, and it never appeared on another agenda.

CALL CENTER FOR IMMIGRANTS / MARIANA ALVARADO / ARIZONA DAILY STAR
The Mexican government, citing concern about a growing anti-migrant climate in Arizona, is creating a telephone call center to take complaints and assist its citizens when they run into problems. The call center, expected to open next week, will be in Tucson. It is the first of several that will eventually be set up in cities near the U.S.-Mexico border. "It is in response to the demands of Mexicans living here in the U.S.," said Juan Manuel Calderón Jaimes, the Mexican consul here. "The call center for Arizona will serve our most vulnerable population, the undocumented." He said the effort grew out of a directive issued earlier this year by Mexico's president, Felipe Calderón that all the Mexican consulates in the United States use their protection programs to develop a response to new laws aimed at illegal immigrants, like the Arizona employer sanction law.

MONEY SENT HOME BY MEXICAN MIGRANTS MAY FALL 2.5% THIS YEAR / TUCSON CITIZEN
Mexican migrants living in the U.S. took advantage of a weakening peso and sent home more money in September, but the central bank said Wednesday that remittances will still fall an estimated 2.5 percent this year. Total remittances in 2008 are expected to be $23.5 billion, down from $24 billion last year, Bank of Mexico President Guillermo Ortiz said. It would be the first yearlong decline since record-keeping began 12 years ago. Remittances reached $15.5 billion in the first eight months of 2008, down 4 percent from the same period a year before. Ortiz said they rose 0.2 percent in September to $1.9 billion as the peso weakened from 10.2 to 11 to the dollar. But August saw a decline of 12 percent, the sharpest one-month drop ever. Remittances are Mexico's second-largest source of foreign income, after oil exports.

Sam’s Club is aiming to give its Hispanic customers más. Trying to tap into the growing spending power of Hispanics and the popularity of warehouse shopping, the Bentonville, Ark., chain said Tuesday that Houston will get the company’s first Más Club. Más means "more" in Spanish, and instead of the blue and white Sam’s Club logo, Más signs will be red and green, colors in the Mexican flag. The company will test the concept with a 143,000-square-foot store that will open in the first half of next year at 8711 North Freeway.

LAWYER'S ERROR MAY SEPARATE PARENTS FROM A DISABLED CHILD / ANNA GORMAN / LOS ANGELES TIMES
The attorney twice fails to submit papers. The father has been deported. The mother wins new day in court. Jose and Maria Galvez paid an attorney $5,000 to file an appeal after losing their immigration case. But the attorney, Carlos A. Cruz, didn't turn in the required documents and the U.S. 9th Circuit Court of Appeals dismissed the case. Cruz got the case reopened but then failed to submit documents again, resulting in a second dismissal. Immigration agents deported Jose Galvez last month and set a deadline for his wife and 19-year-old daughter to leave the country. Maria Galvez hired a new attorney, who filed an emergency motion to reopen the case based in part on the incompetence of the previous lawyer. The 9th Circuit ruled earlier this month that the case could be reopened. But immigration attorneys worry that a recent request by U.S. Atty. Gen. Michael Mukasey may jeopardize their ability in the future to get cases reopened based on similar grounds.

In a year when the phrase community organizer has taken on currency as a buzzword, a punchline and a dream during the presidential campaign, a group of activists and scholars will gather to document and discuss one of the earliest, most significant community organizing efforts in California history. More than six decades ago, the Community Service Organization (CSO) was formed to empower a generation of Mexican-Americans who thought themselves powerless to fight a racist system that denied them civil rights. From Nov.16-18, the veterans of CSO, both famous and anonymous, will meet with leading scholars and current activists to document, probe and debate their history at the Asilomar Conference Grounds in Pacific Grove, Calif., site of the first national CSO conference held in 1954.

Efectuado en la preparatoria Richardson, el evento informó a los padresde familia hispanos sobre el proceso de tramitar el ingreso a las universidades y buscar ayuda financiera. "Le digo que no cometa los mismos errores que yo", dijo Herrera. Las noches universitarias no son nada nuevo, pero cada vez más distritos están organizando tales eventos totalmente en español.

Durante el mes de noviembre los mexicanos dentro y fuera de nuestro país estaremos celebrando una de las tradiciones más representativas de nuestra cultura: el Día de Muertos. Esta celebración ha cruzado fronteras y ha sido reconocida como una amalgama de espiritualidad, gastronomía y arte. Los mexicanos debemos sentirnos orgullosos de esta tradición, la cual fue reconocida el 7 de noviembre del 2003 como Patrimonio de la Humanidad por parte de la UNESCO (Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura), al tratarse de "una de las representaciones más relevantes del patrimonio vivo de México y del mundo, y como una de las expresiones culturales más antiguas y de mayor fuerza entre los grupos indígenas del país".

ALTAR DE MUERTOS REMUEVE LA HERIDA / MARGARET RAMÍREZ / DIARIO HOY
Alumnos de la San Procopio enaltecen memoria de los hermanitos Marchan. En el interior de la escuela católica San Procopio, el altar a los muertos se erige afuera de la clase de kinder, cubierto por calaveras de azúcar y copado con los restratos de Anthony y Alizay Marchan, de 9 y 7 años. Bajo las fotos, el trofeo de béisbol de Anthony descansa a un lado de las zapatillas plateadas de Cenicienta de Alizay. Cuando los padres y los maestros vieron el altar creado para el Día de los Muertos, volvieron a llorar por los dos niños, quienes murieron a balazos el 15 de septiembre a manos de su padre, el agente de la Policía, Dannie Marchan. Después él se quitó la vida.

FESTEJAN CON USCIS / PATRICIA ESTRADA / AL DÍA
Fue un gesto simbólico, pero le dio la oportunidad a 27 niños de familias inmigrantes de vestir sus disfraces de la Noche de Brujas. Los menores originarios de 12 países, incluyendo México y El Salvador, acudieron ayer con sus familias al edificio de la Oficina de Inmigración y Ciudadanía (USCIS) en Dallas para participar en una ceremonia de ciudadanía y mostrar que ya acogen las costumbres de su nuevo país, como el Halloween, que se celebra el viernes.

ESPERA ALCALDESA APOYO PARA PAISANOS DE JEREZ / SILVIA VANEGAS / IMAGEN (ZACATECAS)
Ante el posible regreso de miles de migrantes a Jerez debido a la crisis económica que existe en Estados Unidos, el municipio espera que el Congreso de la Unión apruebe un proyecto que presentó la gobernadora Amalia García Medina. La presidenta municipal Alma Ávila Cortés informó que la gobernadora busca que se genere un programa de inversión para los migrantes que regresen y en el municipio se planea que éstos se involucren en proyectos productivos.

AYUDARÁN MIL 700 MIGRANTES EN COMICIOS / IMAGEN (ZACATECAS)
Políticos de Chicago, encabezados por el alcalde Richard Daley, dieron el banderazo de salida a mil 700 voluntarios de la comunidad migrante de Illinois que ayudarán al desarrollo de las elecciones el próximo 4 de noviembre. Funcionarios públicos, dos congresistas federales, concejales, legisladores locales y líderes comunitarios llamaron a los voluntarios a movilizar a las urnas a más de 140 mil votantes migrantes para el próximo martes. En el evento organizado por la Coalición pro Derechos de Inmigrantes y Refugiados (ICIRR), el alcalde Daley dijo que con motivo de la elección era oportuno enviar un mensaje claro de que el voto migrante es valorado y bienvenido.

YOLANDE JAMES DÉVOILE LE PLAN D'INTÉGRATION DU GOUVERNEMENT CHAREST - LES IMMIGRANTS DEVRONT S'ENGAGER À RESPECTER LES VALEURS QUÉBÉCOISES / STÉPHANE BAILLARGEON / LE DEVOIR
Deux ans après la commission parlementaire sur le racisme et la discrimination et un an après le début des travaux de la commission Bouchard-Taylor, le gouvernement du Québec dévoile un plan pour «intégrer les personnes immigrantes, promouvoir les valeurs communes de la société québécoise et valoriser la diversité». Cette «stratégie globale» aidera certainement les libéraux de Jean Charest à faire face aux attaques de ses adversaires politiques sur l'épineux sujet de l'intégration dans l'imminente campagne électorale. «Notre défi, c'est de vivre ensemble dans le respect de chacun: le Québec a dit oui à l'immigration à condition que les immigrants s'intègrent à notre société», a déclaré Yolande James, ministre de l'Immigration et des Communautés culturelles, en révélant son «plan d'intégration» hier matin à Montréal. «C'est une stratégie globale qui va nous permettre de bien réussir cette intégration.» La ministre a refusé de conjecturer sur les raisons électoralistes pouvant expliquer le moment de l'annonce.

In the latest in a flurry of government announcements, the Quebec Liberals introduced an immigration strategy yesterday that will require all newcomers to sign a declaration on respecting Quebec values. Saying that immigrating to Quebec is a privilege, Immigration Minister Yolande James announced that prospective immigrants will have to sign a formal declaration before they settle in the province. The declaration sets out common Quebec values as the primacy of French, gender equality and separation of Church and State.

CRITICS DENOUNCE IMMIGRANT PLEDGE / VICTORIA TIMES COLONIST
A Quebec government plan to force new immigrants to sign a declaration saying they will respect Quebec's common values is a political stunt designed to increase the government's support prior to a provincial election, opponents of the new plan said yesterday. "It is a political move to gain votes and I hope that most Quebecers see through this," said Ehab Lotayef, the vice-president of Parole Arabe, an Arab community organization."I don't know what it can achieve. I am all for new immigrants learning more about the place they are coming to, but this is a place that already has a Charter of Rights." Starting in January, immigrants applying to come to Quebec will be required, as part of their application process, to sign a declaration promising to learn French and acknowledging that they understand that men and women have equal rights and political and religious powers are separate. Anyone who refuses to sign the declaration will not have their application accepted, Quebec Immigration Minister Yolande James said yesterday after unveiling a series of measures designed to help immigrants better integrate into Quebec society.

Ainsi donc, les immigrants devront signer une déclaration sur les valeurs communes de la société québécoise s'ils veulent être admis au Québec. La proposition qui n'a pourtant rien de neuf a été annoncée en grande pompe hier par la ministre de l'Immigration, Yolande James, comme s'il s'agissait de l'idée du siècle. Une réponse tardive au rapport de la commission Bouchard-Taylor? Ça ressemble davantage à un énoncé préélectoral racoleur qui permet au Parti libéral de se placer sur le grand échiquier du «Nous» et des «valeurs québécoises» avant de repartir en guerre. Comme quoi Mario Dumont et Pauline Marois n'ont pas le monopole de l'exploitation de la question identitaire.

«Je trouve ça assez cynique, et je pèse mes mots.» Telle a été la réaction de Martin Lemay, porte-parole péquiste en matière d'immigration à l'annonce faite par la ministre Yolande James, hier. «On balance une chose d'une telle importance de façon cavalière, à la veille d'une campagne en sachant très bien que s'il y a élections, on recommence tout.» Au surplus, M. Lemay dit que beaucoup d'argent est déjà consacré à l'apprentissage du français, «mais le taux de francisation n'augmente pas».(….) D'obliger les futurs immigrants à signer une déclaration d'adhésion aux valeurs du Québec n'a de sens que si on arrive en contrepartie à bien les intégrer, ce qui n'est pas le cas, a ajouté M. Proulx. Dans ces conditions, conclut-il, une telle déclaration ne peut-être que symbolique.

IMMIGRATION: L'ACCUEIL PROGRESSE LENTEMENT / MARC ALLARD / LE SOLEIL
La capitale a accueilli l'an dernier 255 immigrants de plus qu'en 2006, alors que son taux de rétention s'améliorait légèrement, selon les plus récentes statistiques transmises hier par le ministère de l'Immigration et des Communautés culturelles à la Ville de Québec. En 2007, Québec a reçu 2017 nouveaux arrivants, contre 1762 l'année précédente. Une progression d'environ 13 %. Québec a toutefois accueilli le même nombre d'immigrants l'an dernier qu'en 2005. L'objectif de la Ville était d'en attirer 2000 par année.

IMMIGRATION: L'INCONNU FAIT PEUR / MARC ALLARD / LE SOLEIL
La population de Québec devrait s'ouvrir davantage aux immigrants car, pour le moment, elle «a peur de l'inconnu», a affirmé hier le maire, Régis Labeaume. Prononçant un discours lors de l'accueil annuel des familles immigrantes à l'hôtel de ville, le maire Labeaume a expliqué que les citoyens relativement homogènes de la capitale avaient de la difficulté à accueillir les nouveaux arrivants parce que l'immigration leur était encore peu familière. «Vous savez, ici à Québec, on est blanc, on est judéo-chrétien, on parle français, on n'est pas bilingue, on n'est pas trilingue, et souvent ça donne une ville qui est un peu fermée, a-t-il dit. Je présume que vous l'avez peut-être senti. «C'est vous autres qui allez nous permettre d'évoluer, de nous ouvrir les esprits, d'aller un peu plus loin que notre ville, de comprendre ce qui se passe ailleurs, a-t-il poursuivi. (...) Il va falloir être pédagogue avec nos concitoyens, leur expliquer, leur faire comprendre vos pays d'origine.»

ONTARIO EYES WAYS TO HELP MIGRANT WORKERS / LESLEY CIARULA TAYLOR / TORONTO STAR
Looks to Manitoba which just brought in new rules. Ontario, which has long argued its labour laws protect migrant farm workers, nannies and others imported here for jobs, is floating the idea of special protection for temporary workers. People hired through temp agencies were the original focus of possible expanded protections, but now others would also be helped. If the changes become part of the Employment Standards Act, Ministry of Labour spokesperson Bruce Skeaff said they would cover temporary foreign workers – from those in the food service industry to migrant farm workers to nannies. It would also represent a major update of the act. In a consultation paper last May the ministry pointed to issues such as agencies that charge fees for finding jobs or if workers go from temporary to full-time work. It also raised questions about regulations and penalties to further protect the 700,000 people in Ontario with temporary jobs. There is currently no deadline for any new legislation.
