LATINOS EXPECTING OBAMA TO DELIVER ON IMMIGRATION PROMISES / SUSAN FERRISS / SACRAMENTO BEE
Barack Obama borrowed more from the immigrant labor movement than just a slogan. Just as Latinos historically had marched for worker rights to the chants of "Yes, we can," ("Si, se puede"), they organized and stumped by the thousands this year to help elect Obama. Although they initially leaned more toward Hillary Rodham Clinton, Latinos gave Obama 67 percent of their votes nationwide, increasing their turnout, delivering several key states and gaining clout in the Democratic Party. (…) The union registered 227,000 new voters in California and swing states, an SEIU post-election report also shows. And now one of its top officials, executive vice president Eliseo Medina (Consejero del IME 2003-2005), has been appointed to Obama's transition team committee on immigration.

PREOCUPAN REDADAS A PAISANOS / SILVIA GARDUÑO / REFORMA
La mayoría de los mexicanos que viven en Estados Unidos expresa temor ante el incremento de las medidas antimigrantes en aquel país, tales como las redadas y los obstáculos para acceder a servicios públicos. Un estudio del Pew Hispanic Center (PHC) publicado ayer revela que la mitad de los hispanos en EU tienen preocupación de que algún familiar o amigo cercano pueda ser deportado. El 75 por ciento opina que el hecho de que el Congreso no haya aprobado una reforma migratoria ha hecho sus vidas más difíciles. Entre los latinos, los mexicanos son los que más se oponen a las medidas antimigrantes.

ALERTAN SOBRE DIFÍCIL PANORAMA PARA LOS INMIGRANTES EN EL MUNDO / EL UNIVERSAL
El futuro inmediato se presenta "muy negativo" para los inmigrantes de todo el mundo, al grado de que se modificarán los flujos de desplazamiento de la población, advirtió Hania Zlotnik, funcionaria de la ONU. Según dio a conocer la oficina de la Organización de las Naciones Unidas (ONU) en México, la directora de la División de Población del Departamento de Asuntos Económicos y Sociales alertó sobre los graves efectos de la desaceleración. Recordó que en México ya se han visto afectaciones para los flujos de remesas de los inmigrantes y ese mismo fenómeno se empezará a notar en prácticamente todos los países emisores de expatriados.

EL ENCANTO POR EU BAJA ENTRE NUESTROS PAISANOS / VERONICA MONDRAGON / NUEVO EXCELSIOR
Cada vez más mexicanos descartan la posibilidad de viajar a otro país para residir allá. De dos años para acá, la tendencia migratoria entre mexicanos se redujo, según reveló un estudio del Instituto Nacional de Estadística y Geografía (INEGI). Asimismo, de acuerdo con la Encuesta Nacional de Ocupación y Empleo, 2006-2008 (ENOE), entre febrero y mayo de 2006, 14 de cada mil personas se mudaron al extranjero, por encima de las ocho de cada mil que hicieron lo mismo en 2008. Con esto, el flujo migratorio cayó, en ese lapso, 42.3%, lo que refleja la relación entre la economía estadounidense y la salida de connacionales. Las cifras revelaron que durante 2006, cerca de un millón 26 mil personas que vivían en el territorio nacional decidieron cambiar su lugar de residencia. Al año siguiente, la cantidad se redujo a 814 mil.

NIEGA EU MEDALLA A MEXICANO FALLECIDO / EL UNIVERSAL
El Departamento de Defensa de Estados Unidos reafirmó su decisión de no concederle la máxima condecoración castrense, la Medalla de Honor, a un marine nacido en México quien, según testigos, se lanzó sobre una granada para salvar a sus compañeros en Fallujah, Iraq, en 2004. En su lugar, según se supo ayer, se decidió brindar al sargento Rafael Peralta la Navy Cross, una medalla de menor importancia. La nominación de Peralta, nacido en el DF, se vio afectada por los informes de que el soldado fue alcanzado en la cabeza por fuego de insurgentes islamitas antes de que uno de los rebeldes lanzara la granada. Según los testigos, el infante de marina, mortalmente herido por la ráfaga inicial, tomó resueltamente la granada y la apretó contra su pecho, para absorber la detonación y salvar a sus compañeros.

Government, business leaders unsure if he wants to change NAFTA. While Brack Obama fascinates many Mexicans, government officials and business executives here are concerned about what his administration might mean for their country. No international relationship is more important to Mexico than that with the United States, and both countries have been governed for the past eight years by conservatives who shared a common ideology, if not always national interests. As a Texan, George W. Bush has been knowledgeable about both Mexico and border issues. But Obama, a liberal Democrat from a Northern state, remains an unknown to many here. Mexican officials want to make sure the president-elect and his supporters understand how essential Mexico remains to the United States. We have to convince our citizens on both sides of the border that we are co-stakeholders in this very important relationship," Arturo Sarukhan, Mexico's U.S. ambassador, told Chronicle reporters and editors during a recent visit to Houston. Janet Napolitano of Arizona has repeated something like a mantra: Security and immigration are the federal government’s responsibility. President-elect Barack Obama, transition officials said, is planning to choose Ms. Napolitano, a border-state governor who lives and breathes the often-heated immigration debate, to head the Homeland Security Department. In making Gov. Janet Napolitano his top pick to head the Department of Homeland Security, President-elect Barack Obama has signaled a moderate approach toward immigration and border policies and laid the path to pursue comprehensive reform later. As the Democratic governor of a border state and a former federal prosecutor, Napolitano would bring to the job years of experience in dealing with border and immigration issues, something previous Homeland Security chiefs have lacked. She also negotiated the political minefield of the immigration debate in a state where the issue has often reached fever pitch. If Gov. Janet Napolitano actually becomes secretary of homeland security, she would take charge of an agency whose operations she has repeatedly criticized. Napolitano insisted on numerous occasions that the agency — and its subsidiaries including Customs and Border Protection — have not done an adequate job of securing the international border. As her frustration mounted, she sometimes took state action to fill the gap. And she has not been shy about expressing her opinions about border and immigration issues. La congresista por Nueva York Nydia Velázquez ha sido elegida para encabezar el Grupo de Legisladores Hispanos en el Congreso de Estados Unidos. Una coalición de pastores evangélicos ha convocado a la comunidad hispana para frenar propuestas migratorias en la Legislatura texana. Ellos consideran que estas iniciativas afectarían a todos los latinos. Los legisladores republicanos Leo Berman, Debbie Riddle y otros han propuesto medidas para negar certificados de nacimiento a hijos de indocumentados, negar fianzas a personas que estén en el país sin autorización, exigir identificación oficial a votantes aunque traigan su registro electoral y concentrar a la Guardia Nacional de Texas en la línea fronteriza, entre otras.

OFRECEN MEJORAS AL VIAJAR A MÉXICO / LETICIA ESPINOSA / DIARIO HOY
Presentan planes para agilizar el cruce en la frontera y más personal en 2009. No es un secreto que el mexicano desconfía de las autoridades de su país cuando va de visita desde Estados Unidos. "Lo único que nos queda es encomendarnos a Dios, no ponernos nerviosos, ir con cuidado y hablar lo menos posible (durante el camino) en México", comentó María Dueñas, residente de Cícero. Dueñas viajará en los próximos días a su tierra natal en Durango, y ayer, mientras tramitaba su permiso de exportación temporal de vehículos, contó que le preocupa el camino al internarse a México, porque los agentes de policía, "con patrulla y todo", le robaron a su hermano los ahorros de años de trabajo en Estados Unidos. "Juntó el dinero para poner un negocio y cuando regresó a México le quitaron todo, nadie investigó, nadie le respondió", indicó la mujer.

María Teresa Martínez piensa viajar de Dallas a Saltillo dos veces antes de fin de año, y para evitar hacer línea en el consulado de México durante los días festivos, ella acudió esta semana a tramitar los permisos para internar su vehículo. "Es que cuando ya va llegando la Navidad se junta mucha gente", dijo la mujer de 54 años que llegó acompañada de su esposo, su hija y su nieta a la oficina de Banjército donde se tramitan los permisos.

Mexican emigration has dropped 42 percent over the last two years, a government study released Thursday showed, confirming that America has become less appealing amid an economic downturn and stepped up raids against illegal migrants. About eight of every 1,000 Mexicans emigrated between February and May of this year, according to the survey conducted by the National Statistics and Geography Institute. That's a 42 percent drop from the same period in 2006. In all of 2007, an estimated 814,000 Mexicans emigrated, compared to 1.2 million in 2006. The figure _ which was reached through household surveys _ includes all Mexicans who left the country, and did not break down legal and illegal migration. (…)Mexico City's municipal government has predicted that up to 30,000 more immigrants than usual will return from the U.S. over the next few months. Other towns across Mexico are also preparing for an influx of returning migrants.

TEXAS BORDER SHERIFF'S COALITION LAUNCHES INTERNET CAMERAS ALONG MEXICAN BORDER / THE DALLAS MORNING NEWS
The Texas Border Sheriff's Coalition has launched a new network of Internet cameras aimed at the Mexican border in the latest effort to bolster local border security with live video streaming. Using a $2 million state grant, the coalition turned on the 10 cameras Thursday afternoon. Donald Reay, the coalition's executive director, said the one-year contract with BlueServo, a San Angelo-based company that helped with a similar state-run program in 2006, is good through June, when the grant expires.

6 LONG ISLAND TEENS CHARGED WITH HATE CRIMES / CARA BUCKLEY / THE NEW YORK
Every now and then, perhaps once a week, seven young friends got together in their hamlet of Medford, on eastern Long Island, to hunt down, and hurt, Hispanic men. They made a sport of it, calling their victims “beaners,” a reference to the staple Hispanic dish of rice and beans, prosecutors said on Thursday. Nov. 8 was a particularly long and violent day, the prosecutors said. Two of the teenagers set out in their car at dawn and one of them fired a BB gun at a Hispanic man in his driveway, striking him several times. That evening, the group, now seven strong, drank beer in a park and searched for more victims. They found and beat a Hispanic man in neighboring Patchogue, but he was able to escape. Then, shortly before midnight, prosecutors said, they caught sight of Marcelo Lucero, an Ecuadorean immigrant walking with a friend near the train station in Patchogue. The teenagers surrounded, taunted and beat Mr. Lucero, who tried to fight back. One of the youths fatally stabbed Mr. Lucero, 37, a worker at a dry cleaning store and 16-year resident of the United States who regularly sent money to his ailing mother in Ecuador. Six of the seven teenagers, now defendants charged with multiple counts of gang assault and hate crimes, were arraigned Thursday in Suffolk County Criminal Court.

A judge has ruled that the former manager of an Iowa slaughterhouse that was the site of a large immigration raid is a flight risk and should remain in federal custody.(...) ILLEGAL IMMIGRANT ARRESTED IN TUCSON OVER FATAL SHOOTING / ARIZONA DAILY STAR
Police have arrested an illegal immigrant wanted in connection with a fatal shooting last weekend in Mesa. Christian Garcia, 26, was taken into custody Wednesday in Tucson as he was preparing to leave for Mexico, authorities said. Once transported to Mesa, police said Garcia admitted to shooting a .9mm-caliber and .40-caliber handgun at a pickup carrying Christian Gonzalez early Sunday. Gonzalez was killed and two other people in the vehicle were injured, police said. Garcia was booked on suspicion of first-degree murder and four counts of aggravated assault. Investigators believe the shooting is related to an altercation that occurred at a club in Mesa early Sunday.

27 SUSPECTED ILLEGAL IMMIGRANTS ARRESTED / THE DENVER POST
State troopers and federal agents say they arrested 27 suspected illegal immigrants crammed into two vehicles, one near Grand Junction and one in the Denver area. Sixteen people were in an SUV that was stopped on Interstate 70 near Grand Junction on Wednesday. Authorities say all but four seats had been removed, and none of the occupants was wearing a seat belt.

EN ENTREDICHO LA LABOR DEL ICE / RUMBO
Una investigación de un diario de Houston ha puesto en entredicho la labor del Servicio de Inmigración y Aduanas (ICE) que aparentemente no asumió la custodia durante varios meses de más de 2.000 indocumentados arrestados por las autoridades locales. Una serie de reportajes del periódico "Houston Chronicle" publicada esta semana ha revelado que ICE no se responsabilizó del procesamiento del 75 por ciento de un grupo de 3.500 indocumentados en el momento de su arresto e ingreso en la cárcel del condado de Harris, al que pertenece Houston. El diario analizó información que cubre un periodo comprendido entre junio de 2007 y una fecha que no especifica.

Mi sobrina salió junto con su mamá para esperar una petición que hizo su esposo ciudadano en marzo del 2006 cuando tenía 18 años y 10 meses. En agosto de este año cuando fueron a la cita en el consulado americano las castigaron a las dos pidiéndoles un perdón. ¿Podría usted explicarme por qué? Las dos salieron en marzo del 2006 cuando la niña tenía 18 años y 10 meses. En agosto del 2008 fueron a la cita en el consulado de Guatemala. Desde que salieron en marzo de 2006 no han regresado.

SEGREGACIÓN ESCOLAR / DIARIO HOY
En diez días se vence un plazo muy importante para la educación de los niños latinos en Chicago. El plazo tiene que ver con los recursos que reciben nuestros estudiantes, especialmente los que hablan inglés como segundo idioma. También tiene que ver con la segregación en la que viven. Hace 28 años se declaró en una decisión federal que el Distrito Escolar de Chicago ya no sería segregado (blancos con blancos; afroamericanos con afroamericanos, etc.), sino unitario. El 20 de enero de 2009 el juez federal Charles Kocoras tiene que decidir si la aplicación de esta decisión sigue siendo necesaria y quienes deseen testificar en esta audiencia tienen que inscribirse antes del próximo primero de diciembre.Yo me pregunto: ¿es en serio? ¿Realmente tiene una corte federal que decidir si la segregación sigue siendo un problema? Así es el sistema; y así es la ley. El futuro de los estudiantes latinos está en juego y es necesario que abogados, organizaciones, padres de familia y activistas presenten un caso convincente ante el juez.

As immigrants learn English, bonds strengthen with children. In a former storage room in South Elementary School in Des Plaines, volunteer teacher Joy Kadlecik leads a small group of Mexican immigrants in a robust round of Simon Says. Her students are adults sharpening their English skills. They're also parents, and the game is a tool Kadlecik uses to improve their English comprehension—a skill that will make them better residents of this country and allow them to help their children with schoolwork. Mayra Cruz, 26, arrived in Des Plaines about seven years ago. Both her sons were born here. Manuel, 7, is in 2nd grade, and Angel, 5, is in kindergarten.

A MORE, AND LESS, SHIFT FOR DENVER RESIDENTS / MICHAEL BOOTH / THE DENVER POST
Demographers see more elderly, more Latinos, more bus riders. Fewer in cars and in the office. Water limits will curb growth. Stroll the streets of Denver in the year 2030, and you'll meet the More Likelys. The average resident of Denver's future is more likely to be elderly, more likely to be Latino, more likely to hail from a filled-in Stapleton neighborhood, and more likely to have a rapid transit pass in a back pocket. Following close behind on the sidewalk will be the Less Likelys. A typical Denver dweller will be less likely to drive a car, less likely to work all day on an urban office block, and less likely to have a traditional public school education.

Antes del 15 de septiembre se presentará una iniciativa de reforma para incorporar el voto de los mexicanos residentes en el extranjero, en la modalidad de elecciones para gobernador. Con las sugerencias que señalen las comisiones de Puntos Constitucionales y de Asuntos Migratorios y Tratados Internacionales de la 59 Legislatura, se espera que el nuevo marco pueda utilizarse en los comicios de 2010.

Well-educated immigrants buying single-family homes in the Ottawa suburbs have played a strong role in keeping the area housing market healthy, a CMHC conference was told yesterday."Immigration is one of the vital components in population growth in Ottawa," said senior market analyst Sandra Perez Torres, adding immigrants make up 73 per cent of the new population. And, with this comes a healthy boost to the educated workforce. Between 2001 and 2006, 64 per cent of new Canadians living in Ottawa held a university or college degree. The unemployment rate of immigrants is six per cent, slightly higher than the average 5.1 per cent.

Le chef libéral, Jean Charest, veut attirer et retenir davantage d'étudiants étrangers au Québec. Pour pallier au faible taux de natalité et en prévision d'une reprise économique, où il risque d'y avoir pénuries de main-d'oeuvre dans plusieurs secteurs, l'apport d'immigrants est fondamental, selon lui.«Il faut voir au-delà de la tempête et préparer l'avenir. Il faut éviter que la démographie vienne freiner notre développement», a dit M. Charest.Or, bon an, mal an, le Québec a accueilli ces dernières années près de 25 000 étudiants étrangers annuellement, ce qui représente un potentiel intéressant pour le chef libéral. De ces étudiants, autour de 2000 d'entre eux choisissent de rester au Québec, ce qui n'est pas suffisant, selon lui. Un futur gouvernement libéral, donc, remettrait à chaque étudiant étranger qui obtient un diplôme d'un collège ou d'une université du Québec un Certificat de sélection, première étape pour faciliter son immigration au Québec et au Canada.

BOARD REJECTS `DON'T TELL' POLICY / ROBYN DOOLITTLE / TORONTO STAR
Police service's decision to stick to rules on illegal immigrants puts women at risk, advocates say. The Toronto Police Services Board has voted to reject a controversial "don't ask, don't tell" policy for victims and witnesses of crime who are not legally in the country. It's a move that social advocates say is endangering women's lives. "These matters are never easy and (decisions) cannot be made lightly," board chair Alok Mukherjee said in introducing his recommendation to keep the current policy. In May 2006, the board approved the Victims and Witnesses Without Legal Status Policy, or "don't ask" as it has come to be known. This was designed to ensure that undocumented individuals were able to contact police, without fear of deportation, while at the same time not putting officers in legal grey area of not reporting a potential crime. The problem with this, says Kristin Marshall, who works with the Parkdale Community Legal Services, is that it absolutely doesn't work. "It doesn't work because there are other ways that a person's lack of status can come out. What do the police do if they're told? That's a frequent threat of abusers," she said outside the meeting. Moreover, Marshall and others argued that there is no legal grey area; that a police officer has no duty to report immigration status. Moments after the board made its decision, immigration consultant Macdonald Scott said "we will be back" as he and others stormed out of the auditorium.

IMMIGRANTS DELIGHTED BY SURPRISE GIFT BOXES / DEBRA BLACK / TORONTO STAR
It was just before Christmas in 1970 when a 6-year-old Manny Goncalves came to Canada from his home in Portugal with his parents and younger sister. It was bitterly cold and there was a snowstorm a couple of days after their arrival. "I came here in shorts and sandals," he said. The snow and the cold were big surprises. But the biggest concern for Goncalves and his sister wasn't the weather but rather, would Santa Claus know where they had gone. (….)During the family's first few years in Canada the Santa Claus Fund boxes became a tradition. "We didn't have that many gifts," said Goncalves. "I just know what kids today will be feeling on Christmas morning when they see the boxes ... You can imagine all these children whose parents have nothing and they go to school and are listening and getting excited about Christmas. To get a Star box means the world."(….)Even now, 38 years later, he vividly remembers the thrill of opening up a gift from the Toronto Star Santa Fund. "Every child deserves Christmas and what you guys are doing is absolutely incredible."
