ESTÁ DESCARTADO UN REGRESO MASIVO DE MIGRANTES A MÉXICO, DICE CATEDRÁTICO / LA JORNADA
Por el momento, México no enfrentará una oleada de migrantes legales e ilegales que regresen a sus lugares de origen a causa de la crisis económica que padece Estados Unidos, debido a que al tratarse de una recesión mundial esa nación les ofrece mayores certezas de desarrollo que las que tendrán en su país, afirmó en entrevista el antropólogo chicano Renato Rosaldo. El profesor emérito de la Universidad de Stanford y académico de la de Nueva York sostuvo que las megamovilizaciones realizadas por migrantes mexicanos y latinos en 2006 en demanda de una regularización, exhibieron la fuerza social que han alcanzado, al ser ya un sector poblacional que tiene voz, poder y posibilidades de influir políticamente en el país.

INICIA RETORNO DE MIGRANTES A MICHOACAN / NUEVO EXCELSIOR
Por tierra y aire, miles de migrantes provenientes de diferentes puntos de la Unión Americana empezaron a arribar a Michoacán. Se espera que durante la presente temporada navideña sean al menos unos 150 mil los michoacanos que regresen a sus lugares de origen. Lo que aún no saben las autoridades estatales es cuántos de estos se quedarán.

APLICA SINALOA EL PROGRAMA PAISANO / IRENE SÁNCHEZ / LA JORNADA
La Comisión Estatal de los Derechos Humanos se incorporó al Programa Paisano, que coordina el Instituto Nacional de Migración, para recibir quejas de ciudadanos mexicanos que recorran carreteras de la entidad durante la temporada decembrina, informó el titular del organismo, Juan José Ríos Estavillo. En entrevista señaló que de acuerdo con información del programa Paisano, se espera que unos 20 mil connacionales radicados en Estados Unidos lleguen a Sinaloa, por lo que se prevé que el aforo vehicular aumente conformen se aproximen las fiestas de Navidad y fin de año.

PAISANOS REGALARAN 5 MMDD / NUEVO EXCELSIOR
Casi un millón 800 mil mexicanos iniciaron su retorno al país por la temporada navideña y ello se traducirá en el ingreso a México de unos cinco mil millones de dólares, entre efectivo y regalos, estimaron diputados del PRI. Un informe del Grupo de Trabajo en Materia Migratoria del PRI, consideró que de ese total entre dos y tres por ciento serán entregados en “aguinaldo-extorsión” a policías y funcionarios aduanales. Destacó que por las recurrentes y “tradicionales” prácticas de extorsión en el ingreso de los connacionales por la frontera norte del país, se entregarán el equivalente a entre 100 millones y 150 millones de dólares.

ADVIERTEN CAÍDA EN REMESAS / EMILIO FERNÁNDEZ / EL UNIVERSAL
Durante 2007 se redujeron las remesas que enviaron trabajadores migrantes a sus familias. De acuerdo con una encuesta financiada por el Banco Interamericano de Desarrollo, en 2006, 71% de los mexicanos en Estados Unidos mandó dinero; en tanto, el año pasado el porcentaje bajó a 64%. Carlos Enrique Tapia, miembro del Centro de Investigación y Desarrollo del Estado de Michoacán, consideró que diversos factores intervienen en este decremento, particularmente negativo para México, con respecto a otros países latinoamericanos y caribeños.

LA PATRULLA FRONTERIZA ES LA MAYOR FUERZA POLICIAL ARMADA DE ESTADOS UNIDOS / LA JORNADA
La Patrulla Fronteriza se ha convertido en la mayor fuerza policial armada del gobierno federal de Estados Unidos, tras haber duplicado su tamaño en los pasados ocho años, ante el intento de frenar el cruce masivo de inmigrantes indocumentados. La Patrulla Fronteriza ocupa el primer lugar entre las corporaciones federales por número de agentes con poderes para realizar arrestos, al acumular en sus filas hasta esta semana 18 mil 49 elementos.

EXCULPAN EN NL A 'CAZAPAISANOS' / FERNANDO MARTÍNEZ / REFORMA
Las declaraciones de los paisanos y las imágenes impresas no fueron suficiente evidencia. El Departamento de Asuntos Internos de la Secretaría de Seguridad Pública y Vialidad de Escobedo, Nuevo León, concluyó ya el dictamen sobre los agentes de tránsito que extorsionaban a migrantes en la Carretera a Laredo. Decidió que están libres de culpa, por falta de pruebas. "De las pruebas desahogadas hasta el momento", aseguró ayer Fernando Torre Cueva, Secretario de Seguridad en dicho municipio, "no hay ninguna que establezca fehacientemente que los oficiales, por sí mismos, hayan solicitado o recibido indebidamente dinero para hacer o dejar de hacer algo, justo o injusto, relacionado con sus funciones".

Unless something goes haywire with his Senate confirmation, expect Gov. Bill Richardson to depart New Mexico for his new job as commerce secretary well before his estimated mid-to-late February timetable. History suggests that Senate confirmation of most of President-elect Barack Obama's Cabinet members will happen quickly after the president is inaugurated on Jan. 20. Faced with hiring a new administration, President-elect Barack Obama is learning how hard it is to keep his promise to avoid aides who have been entangled with the capital's lobbying scene.(…) Maria Echaveste: An Obama adviser on immigration, she lobbied for the United Farm Workers this year to protect immigrant agricultural workers as the Bush administration sought to ease hiring of seasonal farm labor and Congress debated an immigration overhaul. Echaveste, who worked in the White House and Labor Department under President Bill Clinton, assured Obama she will not weigh in on the farmworker-visa issue that was her lobbying focus.

ACTIVISTS ASKING FOR TOO MUCH ON IMMIGRATION / ARIZONA DAILY STAR
There's a possibility that momentum for Congress to enact comprehensive immigration reforms may get a boost under the administration of President-elect Barack Obama. However, some pro-reform activists should remember not to ask for too much too soon. Like an electric stovetop that's been on for hours, it will take some time for the acrimonious debate over illegal immigration to cool down. We bring this up because the Associated Press reported last week that some elected officials in El Paso are asking Obama to throw out federal plans to build hundreds of miles of fencing along the U.S. border with Mexico.

ILLEGAL IMMIGRATION FOE REP. TOM TANCREDO RETIRES / KRISTEN WYATT / THE DENVER POST
When Tom Tancredo, the lightning-rod Colorado conservative, went to Congress a decade ago, he promised he wouldn't disappear in Washington. He sure didn't. Tancredo made headlines clashing with Democrats and his fellow Republicans. He could be hard to figure even by his allies. The grandson of Italian immigrants, Tancredo founded the Congressional Immigration Reform Caucus and achieved national recognition with aggressive, biting rhetoric against what he called out-of-control immigration and bilingual education. At home, Tancredo lived six doors down from Columbine High School, but he resisted calls for stronger gun control after the nation's deadliest high school shooting in 1999. He was born Catholic, but converted to the Evangelical Presbyterian Church and blasted Pope Benedict XVI for defending immigrants during a papal visit to Washington.

DEVELOPING NATIONS TO LOSE REMITTANCES / JOHN ZAROCOSTAS / WASHINGTON TIMES
Labor specialists here say the global economic crisis will cause a sharp drop next year in worker remittances - a major source of income for developing countries.(…) Ryszard Cholewinski, a labor specialist at the International Organization for Migration (IOM), said the fall will heavily affect countries including Mexico, India, Bangladesh and the Philippines. The flow of remittances to developing nations - currently about $283 billion, according to the World Bank - could decline by up to 9 percent because of the global slowdown, he said.

ACLU warns program could deprive some of their rights. The idea was simple: States could flush their prisons early of non-violent immigrant convicts while helping the federal government close the books on potentially thousands of pending deportations. But implementing what's known as the Rapid REPAT program has been anything but quick. Nearly four months have passed since Rhode Island became the first state to sign up for the program, which allows certain nonviolent immigrants to get out of prison early on the condition they never return to the United States.

Maria Teresa Payan de Castillo's parish priest blogged about her plight, referring to her as “Mother Teresa” and urging people to write their congressman to save a U.S. citizen from deportation. Payan de Castillo, 40, claimed that like many in South Texas, she'd been born with the assistance of a midwife. She had previously held a passport based on a U.S. birth certificate and thought she had a renewal in progress when she was arrested re-entering the country from Matamoros, Mexico. But now the U.S. government not only was accusing her of lying but had thrown her in jail for fraud.

EMIGRARON 1.3 MILLONES DE MEXICANOS A EU / IMAGEN (ZACATECAS)
Un estudio elaborado en la Cámara de Diputados destacó que entre 2007 y 2008 han emigrado a Estados Unidos 1 millón 300 mil mexicanos, quienes deben enfrentar un ambiente cada vez más hostil de racismo, hostigamiento y crímenes de odio. El informe del Grupo de Trabajo en Materia Migratoria del PRI en la Cámara de Diputados, indicó que ello significa que en los últimos dos años “en promedio cada minuto un mexicano emigró a Estados Unidos y abandonó a su familia en busca de empleo”.

MEXICO, LIDER MUNDIAL EN EXPORTACION DE TRABAJADORES / EL INFORMADOR (JALISCO)
De acuerdo con un informe de la agencia de personal Manpower, México es el mayor exportador de trabajadores. Actualmente, ocho millones 500 mil connacionales trabajan en otro país. Lamentablemente a 62% de los cuatro mil 804 empleadores mexicanos consultados por Manpower no le preocupa el impacto que provoca esta fuga de talento del mercado laboral mexicano; los restantes sí consideran que este fenómeno puede traer resultados negativos para la economía mexicana.

Una feria de culturas universales colmada de música, bailables, comida típica y gran asistencia de hermosillenses y extranjeros, fue la celebración del Día Internacional del Migrante realizada ayer por la tarde y noche en la Plaza Zaragoza. Con una exposición de 15 stands que mostraron la gastronomía de Argentina, Japón, Armenia, Colombia, Francia, Alemania, China, Venezuela, Cuba, entre otros, las culturas se unieron por cuarta ocasión sin fines de lucro, simplemente para convivir con la comunidad.

There is an understandable rationale for the heavy thinkers of Canada's political-economic elite meeting today at Carleton University's Canada-U.S. Project to advocate a blueprint for reviving the once special Canadian-American relationship. After all, the North American project, which was launched with such fanfare by the same business leaders, conservative politicians and policy analysts 15 years ago, has largely failed. The signing of the North American Free-Trade Agreement might have begun the process of welding the world's only superpower along with its northern and southern neighbours into a coherent regional entity that played a role greater than the sum of its parts on the world stage. But NAFTA had been designed to operate without effective institutions so that once its rules -- which cut back the peripheral governments' powers more than those of the United States -- came into effect, there were no instruments through which Ottawa and Mexico City could play a continent-wide game. (….) The paradox of North American relations after NAFTA and 9/11 is that poor Mexico is stronger in Washington than rich Canada. Almost one-third of the United States' legal immigrants and almost two-thirds of its illegal immigrants come from Mexico. Whether or not these men and women are properly documented, their U.S.-born children become American citizens, so that Mexico's political weight in U.S. politics is growing relentlessly. Already Congress has a substantial Hispanic caucus which is dominated by politicians of Mexican provenance. Congress has no Canadian caucus. On balance it would seem that re-creating a special Canadian-American relationship is a project whose time is past. For better or worse, Canada's bilateral relations with Washington now take place in a decidedly North American context.(….)

Immigrants flock to the GTA but not to rinks, something Hockey Canada is trying to fix. Nearly half the population of the GTA is foreign born, which is raising differing views on how effectively Canada's iconic sport has tried to encourage newcomers to play hockey. (…..) This poses a question: If hockey is critical to the Canadian identity, then why aren't young boys and girls being aggressively recruited to fill empty teams? Ken Jeffers, manager of access and diversity for the city of Toronto's forestry, parks and rec department, says it's because hockey has a history of exclusion and hasn't acknowledged the demographic shift from white middle class to multicultural over the past decades.

Little support for investing in arts, importing skilled labour and helping aboriginals. At a time when the overzealous are stopping just short of describing the latest economic statistic as a sign of the Apocalypse, it is critical that we take a deep breath, calm down and not lose sight of the many benefits of capitalism and free markets. Adam Smith still makes more sense than Karl Marx. It is very important that we not freeze in the headlights of the current crisis and lose our resolve to take proactive steps to ensure Canada's long-term economic success in the global economy. Things are rocky right now, but this should not deter us from making the changes and investing the dollars that will give Canada the competitive edge it will need to take advantage of the opportunities that are just over the global economic horizon.
