OFRECEN APOYOS EN ESTADOS UNIDOS PARA EMPRESAS MEXICANAS / YAHOO NOTICIAS
La compañía Houston Technology Center, incubadora y aceleradora de alta tecnología, apoyará a empresas mexicanas para que expandan sus operaciones en Estados Unidos, informó el Instituto de los Mexicanos en el Exterior (IME). A través de un comunicado, el IME indicó que HTC asesorará negocios, acceso a capitales y proveedores y educación empresarial en los sectores de energía, tecnologías de la información, nanotecnología, aeroespacial y ciencias naturales a compañías mexicanas. Luego de la ?rma del Memorándum de Entendimiento entre el HTC y el Instituto de Innovación y Transferencia de Tecnología de Nuevo León, las empresas mexicanas interesadas podrán encontrar oportunidades de negocios, detalló. (…) De acuerdo con el IME, Houston Technology Center es un organismo sin ?nes de lucro fundado en 1999, con más de 300 empresas asociadas que puede ayudar de manera importante a las compañías mexicanas en expansión.

NUEVA YORK SE PREPARA PARA RECIBIR A LA GUADALUPANA / DIARIO LA ESTRELLA
La ciudad de Nueva York se prepara para recibir la imagen de la Virgen de Guadalupe y San Diego luego de una peregrinación que se inició hace más de dos meses desde la Basílica de Guadalupe en la ciudad México. REPORTA CONAPO DISMINUCIÓN DE ÉXODO DE MEXICANOS A EU / MILENIO
El secretario general del Consejo Nacional de Población, Félix Vélez Fernández, señaló que la salida de mexicanos hacia Estados Unidos fue de 574 mil personas de 2000 a 2005, cifra que de acuerdo con un estudio realizado por el organismo dependiente de la Secretaría de Gobernación se frenó para 2007, cuando el éxodo de connacionales se ubicó en 387 mil, como efecto de la recesión económica y los mayores controles migratorios. Precisó que a partir de la década de los 70 inició un nuevo ciclo migratorio hacia EU, el cual se caracterizó por un aumento significativo en su intensidad y magnitud, cuando se detectó una creciente extensión territorial del fenómeno en cuanto a origen y destino, una mayor permanencia de los migrantes en el país del norte, así como una diversificación de su perfil sociodemográfico.

TRES MILLONES 500 MIL MEXICANOS SE FUERON A EU EN EL SEXENIO DE FOX / LUCIANO FRANCO / LA CRÓNICA
El sexenio de Vicente Fox (2000-2006) expulsó a cerca de tres millones 500 mil mexicanos a Estados Unidos, con un promedio de 574 mil personas anualmente, reveló el secretario general del Consejo Nacional de Población (Conapo), Félix Vélez Fernández. Esa cifra, la mayor en toda la historia del país, arroja en números fríos que cada año, de los seis del pasado gobierno, 47 mil 833 mexicanos se vieron obligados a dejar el país en busca de mejores oportunidades de vida, o bien, que mil 572 compatriotas –65.5 cada hora– emigraron del suelo nacional hacia la unión americana. Vélez Fernández agregó, con base en fuentes del Buró del Censo de Estados Unidos y del INEGI, que para 2007 la salida neta de mexicanos descendió a 387 mil personas y la cifra continúa a la baja.

La recesión económica y el reforzamiento del control migratorio en Estados Unidos ha provocado una reducción en el número de indocumentados que intentan llegar al vecino país. Contra las voces de dirigentes de partidos políticos y Organizaciones No Gubernamentales, en el sentido de que los paisanos son blanco de abusos por las autoridades migratorias en su regreso obligado a México, rechazó que sean vejados, específicamente por agentes de la Border Patrol, instancia más señalada como violadora de garantías.

EX BRACEROS DE SONORA SE QUEJAN DE MALTRATO / ULISES GUTIÉRREZ / LA JORNADA

Hay partes de Canadá, como el oeste, que aún con la desaceleración económica tienen necesidades de mano de obra y podrían requerir de empleo proveniente del exterior, expresó Guillermo Rishchynski, embajador de Canadá en México, en entrevista con EL UNIVERSAL. “Si hubiera más demanda de empresarios o emprendedores de Canadá interesados en contratar trabajadores de fuera, siempre hemos postulado que México, como socio de Norteamérica, debería ser la primera puerta que se toque para llenar esa necesidad, pero siempre bajo condiciones ordenadas y legales”, señaló. Con la adquisición de las operaciones en Estados Unidos de la canadiense George Weston Limited, por 2 mil 380 millones de dólares, Grupo Bimbo se convirtió en la mayor panadería del mundo, desbancando a Kraft, anunció ayer Daniel Servitje, director general de la empresa. Tras la operación, la empresa mexicana sumaría ventas para el año por unos 9 mil 633 millones de dólares, mientras que las de Kraft serían por 8 mil 383 millones. "Se trata de la mayor operación en la historia de Grupo Bimbo y una de las más grandes de la industria del pan al día de hoy", comentó Servitje, continuador de un negocio que empezó hace 63 años en la Ciudad de México con apenas 10 rutas de distribución.

PIDEN INFORMACION DE MEXICANOS MUERTOS EN GUERRA / NUEVO EXCELSIOR
La Comisión de Relaciones Exteriores de la Cámara de Diputados aprobó un dictamen para que se exhorte a la cancillería a pedir información a Estados Unidos sobre el número y nombre de los militares de origen mexicano muertos en las guerras de Irak y Afganistán. En el acuerdo que será presentado al pleno de San Lázaro para su aprobación, se solicita también que se informe el número de connacionales que se encuentran enlistados en el Ejército estadounidense. El documento pide también a las secretarías de Gobernación y de la Defensa Nacional investigar sobre el presunto reclutamiento de mexicanos en el Ejército estadounidense en territorio nacional.

A Maryland cleaning company hired to clean the home of the nation's top immigration official may have knowingly employed illegal immigrants. The Chertoffs have stopped using its services. Every few weeks for nearly four years, the Secret Service screened the IDs of employees of a Maryland cleaning company before they entered the house of Homeland Security Secretary Michael Chertoff, the nation's top immigration official. The company's owner says the workers sailed through the checks -- although some of them were actually illegal immigrants. Now, owner James Reid finds himself in a predicament that he considers especially confounding. In October, he was fined $22,880 after Immigration and Customs Enforcement investigators said he failed to check identification and work documents and to fill out required I-9 verification forms for employees, five of whom he said were part of crews sent to Chertoff's home and whom ICE told him to fire because they were undocumented.

RICHARDSON NO ES TODO / JOSÉ DE LA ISLA / LA OPINIÓN
El que Barack Obama nombrara al gobernador de Nuevo México, Bill Richardson, al cargo de Secretario de Comercio no fue ninguna sorpresa. Con un papel digno de los talentos del méxicoamericano Richardson, el equipo económico de Obama parece estar camino a lograr que el combustible de la economía – o sea, el crédito – vuelva a fluir. El papel que jugará Richardson será transformar la antigua economía comercial en una nueva. A juzgar por la forma en que Richardson ha gobernado en el estado de Nuevo México, y la nada despreciable revolución verde que fomentó, él le traerá al gobierno la tónica que le hace falta: éxito y coherencia. Sin embargo, esta nueva administración puede estar creando una brecha de insinceridad. Richardson, el único gobernador hispano de la nación, es un ofrecimiento a todo el país y no sólo un gesto por el papel que jugaron los latinos en la elección.

As it prepares to leave office, the Bush administration is moving to make it easier for U.S. farming companies to hire foreign field workers, which farmworker groups say will worsen wages and working conditions. Farm groups said that changes to the H2A visa program, used by the agriculture industry to hire temporary farmworkers, were posted on the Labor Department's Web site at midnight Tuesday, then taken down.

UNA PROTECCIÓN PARA EMIGRANTES / ANDREA CARRIÓN / DIARIO HOY
Se repartirán tarjetas que dicen qué hacer al ser detenidos por agentes de Inmigración. Convencidos de que en estos tiempos la información puede ser el mejor aliado de un indocumentado, una coalición de organizaciones comunitarias, grupos religiosos y autoridades consulares presentó la Tarjeta de Derechos para la comunidad inmigrante. Esta nueva herramienta de defensa, según lo pusieron algunos activistas comunitarios, tiene el tamaño de una tarjeta personal convencional y su contenido advierte qué decirle a la autoridad migratoria en caso el portador sea detenido por no portar documentos válidos en este país. La idea es prevenir más deportaciones.

ACUERDO BUSCA PROTEGER A NIÑOS MEXICANOS / PAULA DÍAZ / DIARIO HOY
Autoridades del consulado y de Servicios Sociales firman un memorandum sobre menores bajo custodia. El Consulado de México en Santa Ana y el Departamento de Servicios Sociales del Condado de Orange (SSA) firmaron ayer un memorandum de entendimiento para garantizar la protección de los menores mexicanos que son tomados bajo custodia por las autoridades. "Para nosotros, la protección de los niños es muy importante. La reunificación familiar es una prioridad y queremos asegurarle a las familias que sus hijos estarán protegidos", dijo Carlos Rodríguez y Quezada, Cónsul de México en Santa Ana. Este acuerdo favorece a las familias mexicanas porque "asegura y garantiza" que los niños y los padres o sus familias se van a reunir, si se pierde su custodia, señaló el cónsul mexicano.

COMISARÍAS DE NUEVA YORK OFRECERÁN TELÉFONOS DE GUARDIA DE CONSULADOS LATINOS / EL NUEVO HERLAD
La Policía de Nueva York colocará en sus comisarías carteles con los teléfonos de contacto de los consulados latinoamericanos, con el ánimo de facilitar el respeto de los derechos de los ciudadanos de esa región. Así se lo anunció hoy el jefe de la Policía de Nueva York, Raymond Kelly, a los dieciséis cónsules latinoamericanos durante una reunión que mantuvieron todos ellos para coordinar medidas que ayuden a proteger los intereses del colectivo hispano. ''Kelly ha dado instrucciones para que grandes carteles con todos los teléfonos de emergencia de los dieciséis consulados se distribuyan en los principales cuarteles de la Policía, con la idea de que los emigrantes tengan acceso a esos números'', explicó a Efe el cónsul de México en Nueva York, Rubén Beltrán después de esa reunión. Los dieciséis diplomáticos latinoamericanos forman parte de la llamada Coalición Latinoamericana de Cónsules de Nueva York (CLACNY), creada hace unos meses y liderada por el cónsul mexicano.(…) Kelly también puso al corriente a los diplomáticos sobre el grupo de trabajo creado para tratar asuntos relacionados con inmigrantes y con delitos de odio. ''Hemos hablado sobre cómo elaborar una estrategia conjunta no sólo para prevenir el delito sino para informar mejor a nuestra comunidad y trabajar para la protección de sus derechos'', explicó Beltrán, que este jueves ofrecerá un seminario a los inmigrantes mexicanos de Nueva York en el que un oficial informará sobre sus derechos y obligaciones como ciudadanos de este país.

A Texas county filed an appeal with the U.S. Supreme Court this week in the latest bid to stop construction of hundreds of miles of fencing along the U.S.-Mexico border. In asking the court to review a lawsuit previously dismissed by a federal court judge, lawyers for El Paso County contend that U.S. Homeland Security Secretary Michael Chertoff overstepped his legal authority when he waived 37 federal laws that could have slowed or blocked construction of fencing along the border.

EL ODIO ES CONTRA TODOS / LA OPINIÓN
Este pasado fin de semana José Osvaldo Sucuzhanay, un inmigrante ecuatoriano, fue atacado por hombres desconocidos que le destrozaron el cráneo usando un bate y una botella rota. Esto ocurrió en Nueva York. Ayer se le declaró a Suchuzhanay muerte cerebral y fue desconectado de las máquinas que lo mantenían vivo. Es el tercer hispano que muere en los últimos cinco meses en delitos que han sido y/o serán investigados como crímenes de odio, porque sus atacantes expresaron desprecio hacia el origen étnico de sus víctimas mientras cometían su crimen. En Noviembre fue Marcelo Lucero, en Long Island y en julio había sido Luis Ramírez, de Shenandoah, Pensylvania. Tres muertes es más que suficiente para que líderes comunitarios como MALDEF y otras organizaciones latinas hayan elevado la voz de alarma –lo hicieron desde el principio- aunque ayer declararon que ya se trata de un problema nacional, no un problema latino, sino de todos. Hasta ahora hemos escuchado más revuelo nacional sobre el peso de Oprah Winfrey que sobre la muerte de estos seres humanos, pero hay que apuntar que asímismo, los delitos de odio contra hispanos también han aumentado contínuamente en los últimos años.

FAMILY SUES BORDER AGENT IN ARIZ. FATAL SHOOTING / WASHINGTON POST
The parents of an illegal immigrant who was fatally shot by a Border Patrol agent have filed a wrongful-death lawsuit. The suit was filed Tuesday in Tucson federal court against Nicholas Corbett. It says he expressed a hatred of Latinos and had a history of domestic violence and assaults. Corbett says he shot Javier Dominguez-Rivera of Puebla, Mexico, in self-defense after stopping him and three others in the Arizona desert. Witnesses say Dominguez-Rivera was on his knees surrendering, but Corbett says the 20-year-old was poised to throw a rock at his head. The 41-year-old agent was charged with second-degree murder, manslaughter and negligent homicide, but two trials ended in hung juries.

19 SUSPECTED IMMIGRANTS, SMUGGLERS ARRESTED NEAR TONOPAH / JONATHAN J. COOPER / THE ARIZONA REPUBLIC
Law enforcement officers have arrested 11 suspected human smugglers and eight illegal immigrants following a traffic stop near Tonopah, officials announced Wednesday.(…) The driver, Paxtor-Alvarez Roberson, was charged with human smuggling. The passengers were processed as illegal immigrants from Mexico and Guatemala. The immigrants told detectives they were charged more than $5,000 each to be smuggled into the United States and pointed officers to a suspected drophouse on the 7900 block of West Lumbee Street in Phoenix. Detectives placed the home under surveillance. Officers pulled over a Ford Explorer that left the home and charged two people with human smuggling.

MAN WHO TRIED TO SMUGGLE 2 KIDS INTO US GETS PRISON / STEPHEN CEASAR / ARIZONA DAILY STAR
The smuggler of a 9-year-old boy and his 2-year-old sister was sentenced to 18 months in prison after pleading guilty to conspiracy to transport illegal immigrants for profit. Fortino Valdez-Perez, of Nogales, Mexico, attempted to enter the United States with his 65-year-old mother and the children on July 25, 2008, according to a statement released by the U.S. Attorney's Office. The 31-year-old Valdez told officials at the port of entry that the girl was his daughter and the boy was his nephew, presenting legitimate visas of actual family members for the children. Suspicious of the group, a U.S. Customs and Border Protection official referred them for further inspection, upon which the boy gave his true identity and stated that the documentation did not belong to him or his sister, the statement said. Valdez-Perez then admitted to being paid $1,000 to smuggle the two children by a man in Mexico and that he did not know the children beforehand.

MEXICAN MEN SENTENCED IN STASH HOUSE OPERATION / SAN ANTONIO EXPRESS NEWS
Four Mexican men were sentenced in a human smuggling operation that crammed 81 unauthorized immigrants into a plywood structure designed to house animals, federal officials said Wednesday. Eloy Torres-Cuevas, 30, was sentenced to five years, three months in federal prison; Pedro Mendez-Cruz, 52, and Alfredo Perez-Fuentes, 33, were each sentenced to four years, nine months in federal prison; and Ubaldo Torres-Perez, 27, was sentenced to 575 days. All were sentenced on Tuesday. Local investigators responding to reports of stolen pickup trucks discovered the stash house, described as fly-infested and having an open latrine, in Mission on May 23, 2007. U.S. Immigration and ustoms Enforcement investigated.

ILLEGAL IMMIGRANT STUCK IN PIPE WHILE ENTERING U.S. / SAN DIEGO TRIBUNE
An illegal immigrant stuck in a manhole while entering the country through a drainage pipe was flown to a San Diego hospital yesterday to treat a hip injury, according to the Border Patrol. (…)The woman said she and her husband were part of a large group that broke open and entered the cross-border drainage pipe on the Mexican side of the border Tuesday night, a Border Patrol agent said. The woman, who is 30 to 40 years old, injured her hip as she dropped into the pipe, the agent said. She was carried to the U.S. side, where sensors alerted the Border Patrol that someone was in the pipe, the agent said.

FBI PROBES TREATMENT OF MEXICAN WORKERS IN LA. / JOHN MORENO GONZALES / THE DENVER POST
The FBI confirmed Wednesday it was investigating allegations that a Louisiana farmer fired shotgun blasts over Mexican guest workers' heads, exposed them to pesticides and paid them less than minimum wage. The abuse allegations were outlined in a federal lawsuit filed Wednesday by immigrant rights organizations on the workers' behalf. The lawsuit accuses Charles "Bimbo" Relan, owner of Bimbo's Best Produce, of forcing the workers to toil in strawberry fields in Amite, La., about 75 miles northwest of New Orleans. Relan also confiscated the workers passports so they would not flee, the lawsuit claims.

IMMIGRATION RAID NETS 15 AT BP PLANT IN WHITING / CHICAGO TRIBUNE
ICE considers oil refineries as 'critical infrastructure'. Federal agents arrested 15 suspected illegal immigrants Wednesday at the BP oil refinery plant in Whiting, officials at U.S. Immigration and Customs Enforcement announced in a news release. The janitorial workers, all but one of whom was from Mexico, were employed by United Building Maintenance in Carol Stream, officials said. A company official there declined to comment Wednesday.

Leticia Rojas remembers the anguish she felt 13 years ago when her 1-year-old son came down with a high fever while her husband was at work. She was living in Winter Garden and had to haul the sick child to a bus stop 20 minutes away, then take a bus to downtown Orlando and wait for another bus to get to Apopka -- the only place she knew of that had a clinic with a bilingual staff. It was a trip that took several hours for what turned out to be strep throat and anear infection. Rojas, an immigrant from Mexico, could not speak English. As a result, she was stuck with limited options. She also couldn't drive and depended on her husband to get to most places beyond walking distance.

For immigrants who send money to their home countries, wire-transfer shops are backbones of their neighborhoods. On some blocks in San Francisco's Mission District, every third or fourth business might offer some sort of money transfer service, and they're always bustling, even on a Sunday morning. The customers probably don't suspect one danger that apparently often lurks in the storefronts: a startling number of viruses on the computers used to transmit their financial information. CONFÍAN CONCLUIR EL PAQUETE DE OBRAS 2008 EN VILLAGRÁN / GEORGINA SERRANO / EL CORREO DE GUANAJUATO
El Programa General de Obra 2008 tiene importante avance a menos de un mes que culmine el ejercicio, señaló el director de área, José Guintos Medina. Explicó que en lo general el avance es de un 95% y que el único atraso con que se cuenta es en lo que refiere a algunas obras del programa 3 x 1 migrante ya que fue tardado, dijo, realizar los convenios para poder bajar los recursos correspondientes.

PIDE AYUDA PARA MIGRANTES / VIRGINIA DE VIANA / EL IMPARCIAL (SONORA)
La presidenta del DIF-Sonora, Lourdes Laborín de Bours, expresó que están preparados para brindar atención a los cientos de niños migrantes no acompañados que serán repatriados por las fronteras, ante la oleada de indocumentados que se espera como cada principio de año. Laborín de Bours manifestó que tiene dos años tocando puertas en la Ciudad de México para lograr una partida especial de 5 millones de pesos para los niños migrantes que son repatriados en su intento por ingresar a Estados Unidos para reunificarse con sus familias.

El director de Seguridad Pública Municipal, Rafael González Escobedo, informó que hay pocos migrantes en comparación con el año anterior, ya que desde el mes de septiembre de 2007 arribaron al menos dos mil paisanos al municipio; por el momento se estiman que hasta este diciembre han llegado mil migrantes solamente, hasta el día 15 llegarán algunos sólo a pasar la Navidad y año nuevo.

It can be infuriating to watch the Conservatives govern, whether it is political bluster in Parliament, empty assurances of fulfilling a fiduciary duty to taxpayers while running up federal expenditures, or gimmicky tax proposals that undercut Canada's economic potential. One is frequently reminded of the games played by the former Liberal government. And yet it is necessary to put all that aside. It is time to support Stephen Harper because Canada finds itself at crossroads.(….)Harper has successfully done so, despite the political odds being stacked against him. A throne speech last year that declared the Kyoto Protocol targets as unattainable won the support of Parliament, as did tougher crime legislation, an immigration reform bill, extension of the Afghanistan mission and -- the crown jewel -- a dramatic cut to business taxes. When these proposals were first announced, the opposition declared each one unacceptable.(….)

NON-RESIDENTS SKIP ON B.C. MEDICAL BILLS / PAMELA FAYERMAN / THE VICTORIA TIMES COLONIST
B.C. taxpayers are on the hook for $20 million in unpaid medical bills by out-of-country tourists, visitors and new immigrants who obtained medical treatment in B.C. The amount is double what it was 2 1/2 years ago when Health Minister George Abbott urged health authorities to get tough on debtors and to "look at every angle" for recovering money owed by those who ignored paying their medical bills. At that time, Abbott said: "B.C. is not a destination that is in the habit of providing free health care for the rest of the world. We have lots of demands for medical services by B.C. citizens, let alone serving the rest of the world." Despite urging health authorities to try to do better at collecting debts, five out of six of them have done worse.

A collapse of Western financial industries has sent thousands of skilled professionals from immigrant backgrounds to their homelands - a huge shift of knowledge and skills. Five months ago, Pankaj Dinodia was on top of the Wall Street boom: At age 25, the Indian immigrant had made it through one of the top U.S. business schools and held an important investment banking position with Goldman Sachs. Then, in the middle of the summer, he felt the calling. The future didn't look so good in the big Western markets, he decided. Those calls from his family in New Delhi, urging him to come back and help out with the family accounting business, sounded more sensible. So he gave up his huge bonus and got on a plane.

MEXICO BUMPS CANADA TO NO. 3 CAR MAKER / GREG KEENAN, KAREN HOWLETT / GLOBE AND MAIL
Mexico has knocked Ontario off its perch as North America's pre-eminent auto-producing area, raising the stakes for Canadian governments as they weigh a multibillion-dollar bailout package for the Detroit Three aimed at maintaining the province as an automotive powerhouse. The tipping point came in October when vehicle production in Mexico hit 1.796 million for the first 10 months of the year, compared with 1.779 million in Ontario. While the difference was a mere 17,000 vehicles, it allowed Mexico to supplant Ontario as the No. 1 car-making jurisdiction and undermine Premier Dalton McGuinty's oft-repeated boast that the province has vaulted ahead of Michigan as the largest producer of vehicles in North America. Mexico's rise means that for the first time ever, Canada has declined to No. 3 behind the U.S., which leads, and Mexico. "While we were worrying about Michigan, Mexico has quietly cleaned the clocks of both Ontario and Michigan," said industry analyst Dennis DesRosiers of DesRosiers Automotive Consultants Inc. The change comes as the Ontario and Canadian governments consider a $6-billion rescue package with the Detroit Three auto makers. Chrysler Canada Inc. and General Motors of Canada Ltd. are seeking $2.4-billion before the end of the year, while a $14-billion (U.S.) emergency bailout of their parent companies ran into a snag in the U.S. Senate. Auto producers in Mexico are seeking $3-billion in loans from the Mexican government to spur vehicle sales.
