CONFÍAN EN QUE OBAMA LOGRE UNA REFORMA MIGRATORIA JUSTA / MILENIO
Líderes migrantes en Estados Unidos aseguran que no se logrará una recuperación total de la economía estadunidense si no se resuelve la situación de los 12 millones de indocumentados. Pese a ello confían en que con el gobierno de Barack Obama se logre una reforma migratoria y disminuya la persecución contra los inmigrantes, como lo adelantó el presidente electo. Vía telefónica, Héctor Flores [Consejero del IME 2003-2005], representante de la Liga Nacional Ciudadana Latinoamericana en EU, señaló que los hispanos “tenemos que ser lo más persuasivo posible para que se entienda que urge que tengamos una ley sensata, justa, humana y funcional”.

BUSH, EL TERROR DE LA FRONTERA / IMAGEN (ZACATECAS)
Una activista de derechos humanos en California, Enrique Morones [Consejero del IME 2003-2005], calificó ayer al mandatario saliente, George W. Bush como ”el peor presidente en la historia de la frontera” entre Estados Unidos y México. Morones, director del grupo samaritano Angeles de la Frontera, afirmó que Bush "dijo que iba a reformar las leyes de migración y se lleva en sus hombros miles de muertes de indocumentados y políticas antiinmigrantes".

QUIEREN CALDERÓN Y OBAMA, INFRAESTRUCTURA FRONTERIZA PARA FRENAR TRÁFICO DE ARMAS: SRE / MILENIO
El diálogo “extraordinariamente cordial” entre Felipe Calderón y Barack Obama pretende crear la infraestructura pertinente en la frontera que frene el tráfico de armas, mercancías ilegales, personas y droga, afirmó este mediodía Patricia Espinosa, Canciller mexicana, en entrevista con Joaquín López-Dóriga para el informativo vespertino de Organización Radio Fórmula. Obama, argumentó la titular de Relaciones Exteriores, no percibe a México al borde de la ingobernabilidad como algunos analistas lo han sugerido, el futuro presidente de Estados Unidos está a favor de atender de manera integral al problema del narcotráfico y por detener el flujo de dinero ilícito.

CONFIAN QUE OBAMA IMPULSE UNA REFORMA MIGRATORIA / NUEVO EXCELSIOR
Líderes hispanos esperan que disminuya la persecución contra los inmigrantes indocumentados en Estados Unidos, mientras se consolida una reforma migratoria con la llegada a la Casa Blanca del presidente electo, Barack Obama. "No hay duda de que la administración Obama impulsará una reforma migratoria", dijo Óscar Chacón, director ejecutivo de la Alianza Nacional de Comunidades Latinoamericanas y Caribeñas (NALACC). En una reunión con representantes de las organizaciones de defensa de los derechos de los inmigrantes, "los asesores de inmigración del equipo de transición de Obama nos aseguraron que tiene en sus planes una reforma migratoria en el primer año de su Gobierno", apuntó.

REPRESENTARÁ SARUKHÁN A MÉXICO EN TOMA DE POSESIÓN DE OBAMA / FINANCIERO
A cinco días de que tome posesión Barack Obama como presidente de Estados Unidos, la Secretaría de Relaciones Exteriores informó que el embajador de México en ese país, Arturo Sarukhán, será el representante del gobierno en dicho acto. El próximo 20 de enero "estará el embajador Sarukhán. En esta ocasión, como ha sido en el pasado, el gobierno estadunidense ha tomado la decisión de que los representantes de los países sean los embajadores acreditados ahí". Ello, abundó la titular de la Secretaría de Relaciones Exteriores (SRE), Patricia Espinosa, tiene que ver con temas logísticos, de seguridad y otros, y por supuesto, el embajador Sarukhán Casamitjana nos representará de manera excelente.

Elementos de la Patrulla Fronteriza exhortan a un grupo de indocumentados que cruzó el río Bravo para llegar a Estados Unidos a que regresen a México para no ser detenidos. Sergio Enrique Lemus, coordinador del Grupo Beta en Matamoros, indicó que el flujo de migrantes hacía EU no ha registrado cambios significativos en las últimas semanas.

36 MIL MICHOACANOS QUE VINIERON EN NAVIDAD, YA NO VOLVIERON A EU / DIARIO DE MÉXICO
Unos 36 mil migrantes que regresaron a la entidad para las fiestas de fin de año ya no retornaron a Estados Unidos, en espera de que mejore la situación económica y laboral en aquel país, por lo el gobierno estatal anunció un plan emergente. La secretaria del Migrante, Alma Griselda Valencia, explicó que el gobierno del estado implementa un plan emergente, a fin de apoyar a aquellos migrantes que deseen iniciar una microempresa familiar. ‘Hay u programa, incluso recursos para abrazar a estos migrantes y la instrucción de apoyarlos con un programa de inversión de empresas familiares’, explicó.

VOLVIÓ A EU 80% DE MIGRANTES PESE A CRISIS, REPORTAN / MA. TERESA MONTAÑO / EL UNIVERSAL
El coordinador de asuntos internacionales del estado de México, Arnulfo Valdivia Machuca, informó que de los 80 mil migrantes mexiquenses que retornaron al país para pasar el fin de año, sólo 15 mil se quedarán de forma definitiva en la entidad debido a la crisis económica en EU. De acuerdo con el funcionario estatal, este panorama no es tan catastrófico como se planteó al cierre de 2008, pues según algunos monitoreos y encuestas realizadas por el gobierno mexiquense a través de los clubes de migrantes, radicados en más de 20 ciudades norteamericanas, los connacionales están presentando “movilidad y migrando dentro del propio territorio de Estados Unidos” buscando mejores opciones de empleo.

PAGAN MEXICANOS MÁS POR ENVÍO DE REMESAS / LAURA CARRILLO / REFORMA
Para un mexicano enviar 200 dólares desde Estados Unidos a su localidad tiene un costo de 11.6 dólares en promedio y es más barato enviar remesas a Líbano, India, Ecuador, Honduras y el Salvador, de acuerdo con estadísticas comparativas del Banco Mundial. Pese a que los mexicanos son el grupo de migrantes en Estados Unidos que más dinero mandan a su región de origen, los costos por transmitir las remesas a sus familias siguen siendo altos. En un listado de 19 países, México ocupa la posición número 14, mientras que los envíos a China ocupan el primer lugar con un cargo de 25.7 dólares.

TLCAN: MENTES ABIERTAS / JOSÉ LUIS CALVA / EL UNIVERSAL
Desde la perspectiva de los análisis presentados en este espacio editorial (11/XII/08 a 8/I/09), no resulta sorprendente la postura asumida por Barack Obama durante su reunión con Felipe Calderón. De acuerdo con el comunicado emitido por su secretario de prensa, Obama “expresó su firme compromiso con la mejora del TLCAN para fortalecer las disposiciones laborales y ambientales”, y “propuso la creación de un grupo consultivo que trabaje en una serie de cuestiones importantes para Estados Unidos y México, incluyendo el TLCAN, la energía y la infraestructura”. De esta manera, Obama honró su palabra respecto al TLCAN.

AFECTAN POBREZA Y DISCRIMINACIÓN A NIÑOS LATINOS EN EU / FINANCIERO
Casi la tercera parte de los niños latinos en Nebraska vive debajo del nivel federal de pobreza y una de cada cinco familias hispanas en este estado ha sido discriminada en el último año, según un reporte difundido hoy por Voices for Children en Omaha. De acuerdo con el informe, las familias latinas de Nebraska tienen menor acceso a viviendas económicas y a servicios de salud que las familias no latinas de este estado. Como consecuencia, los menores hispanos reciben menos atención médica y asisten a escuelas sobrepobladas y carentes de los recursos necesarios.

A una semana de la celebración de un nuevo gobierno en Washington, los migrantes enfrentan condiciones cada vez peores ante los efectos devastadores de la crisis económica, una persecución oficial, crímenes de odio y una distante promesa de reforma migratoria. A pesar de cierto optimismo de defensores de migrantes gracias a una mayor comunicación con asesores del presidente electo, promesas de Barack Obama y de líderes legislativos demócratas de impulsar una reforma, la vida para los inmigrantes en general, y para los indocumentados en particular, va de mal en peor.

MURIÓ RICARDO MONTALBÁN, UNO DE LOS PRIMEROS LATINOS FAMOSOS EN EU / LA JORNADA
El actor Ricardo Montalbán, conocido como el misterioso señor Roarke en la popular serie de televisión La isla de la fantasía, falleció el miércoles a los 88 años. Montalbán, de origen mexicano, tuvo una larga carrera en Hollywood, pero logró la fama como la estrella de esa serie de la cadena ABC, de finales de los años 70, en el que cumplía los sueños de sus invitados con la ayuda del pequeño Tattoo. El actor, ganador de un Emmy, falleció por causas naturales en su hogar de Los Ángeles.

ENFATIZAN LA AGENDA HISPANA / NESTOR IKEDA / LA RAZA
Congresistas advierten que el presidente electo está en deuda. El presidente electo Barack Obama "debe cumplir" con su promesa de trabajar por el mejoramiento de la condición de vida de los hispanos en sus primeros 100 días de gobierno que empezará en menos de dos semanas más, dijeron dos importantes congresistas demócratas hispanos. "No se debe creer que puede hacerlo, sino que debe cumplir", dijo Xavier Becerra, de California. "Eso de que no se cumple, por ejemplo, una reforma migratoria, debe ser cosa del pasado". Nydia Velázquez, de Nueva York, afirmó que los temas nacionales del debate, como los servicios de salud, seguridad en la frontera, educación y las guerras en Afganistán e Irak afectan a los 45 millones de latinos en Estados Unidos, quienes demostraron el año pasado, agregó, que su potencial político y económico "es infinito".

During her Senate confirmation hearing today to lead the Department of Homeland Security, Arizona Gov. Janet Napolitano will likely face criticism that she has been lax on immigration enforcement. In her defense, she will be able to point to two major accomplishments: She was the first governor to call for National Guard troops to help shore up the porous U.S.-Mexican border, and she signed the toughest state law punishing employers of illegal immigrants. Still, there is more to those decisions than meets the eye. And Napolitano's maneuvering on the issues may offer a glimpse of how she would approach immigration and border security as head of Homeland Security.

HOW WILL HISTORY JUDGE BUSH? / LINDA FELDMANN / THE CHRISTIAN SCIENCE MONITOR
(…) Bush also claims credit for trying to reform the immigration system and Social Security, two risky ventures, as he spent political capital on each and came up empty-handed. On immigration, he favored a plan to tighten border security, create a temporary worker program, and allow illegal immigrants a pathway to citizenship. A majority of Republicans balked at what they called "amnesty." On Social Security, Bush wanted to allow workers to invest part of their payroll tax in private accounts – a plan congressional Democrats uniformly opposed. By this point in Bush's presidency, the start of his second term, his popularity was on the wane, drifting below 50 percent
as Iraq war opposition grew, and he could not get GOP congressional leaders to carry water for the plan. After hurricane Katrina devastated New Orleans that summer, Bush's political capital was gone. The two policy initiatives – which Bush now touts as helping shape debate for the future – illustrate the difficulty of placing an ideological label on Bush's approach. At times, as with immigration and education, he can make common cause with Democrats. At others, he comes right out of the conservative playbook. In a way, the common thread is that the first MBA president is a friend to business, not only with immigration and Social Security, but also education, taxes, energy, and the environment.

The latest scuttlebutt surrounding Bill Richardson's decision to give up his nomination as commerce secretary is that the New Mexico governor didn't jump ship, he was pushed. Either way, it's embarrassing to have one of Barack Obama's most prominent appointments fall apart just weeks before the inauguration. Not that commerce secretary is a prominent position. I called the post "chopped liver" and the Obama team suggested that, no, this was a vitally important position.

El concejal entregó a Mendoza un cheque simbólico de 1.000 dólares como donación para sus gastos de viaje de cinco días.(…) "Esto refleja los sacrificios

Despite the worst United States economy in decades and a slowdown in the growth of the nation’s foreign-born population, there is no hard evidence of a return migration tied to the recession, researchers at the Migration Policy Institute said in a report released Wednesday. Anecdotal evidence suggests that in the last two years more immigrants than usual, legal and illegal, have left the United States for their countries of origin, the report said. But no data exists to verify such a trend, according to the institute, a nonpartisan research organization.

"Tomé el camino que toman tantos, la carretera de los solitarios, donde el valiente se quiebra en llanto, donde uno mismo es su propio adversario" , dice uno de ellos. El portavoz en Washington de la Patrulla Fronteriza, Oscar Saldaña, indicó hoy que los corridos titulados "La carta", "La tumba" y "El funeral" son parte de una campaña publicitaria para llevar hasta México un mensaje sobre los peligros que representa cruzar la frontera ilegalmente.

TEEN'S ARRANGED MARRIAGE IS ALLOWED IN NATIVE MEXICO/ STEVE CHAWKINS / LOS ANGELES TIMES
A Monterey County father who allegedly tried to collect a dowry of beer, cash and meat for his 14-year-old daughter's wedding was following the custom of the Triqui people, police say. The police in Greenfield, a Monterey County farm town, had heard the rumors before: Migrant workers from rural Mexico were marrying off daughters as young as 12 and receiving sizable dowries. But no such cases were ever prosecuted -- until this week. Marcelino de Jesus Martinez, 36, is in Monterey County Jail, charged with crimes related to an alleged attempt to set up a marriage for his 14-year-old daughter. According to police, he complained to them when the 18-year-old would-be groom failed to come up with the $16,000, 100 cases of beer, meat and other items he promised as a dowry. The case has generated headlines worldwide -- "Man Sells Daughter for Beer!" -- and raised the blood pressure of activists on all sides of the immigration debate.

"Él era un niño inocente, que no merecía morir de esta forma", expresó la inconsolable madre y recordó los últimos momentos que vivió con su hijo. "Cuando acabó de comer, se levantó, me abrazó y me dijo: te quiero mucho mamá. Luego se fue y al poco rato escuchamos los disparos. Cuando salí vi a mi hijo ahí, tirado en el piso con un balazo en el pecho y otro en el estomago. Quise correr para abrazarlo pero no me dejaron que me acercara", manifestó la señora González, de 24 años y quien muestra un estado de embarazo bastante avanzado. "Él estaba ansioso por que ya naciera su hermanito, siempre me decía que ya quería verlo", añadió la madre, originaria de Puebla, México. "Lo único que pido es que se haga justicia, que agarren a los malditos que hicieron esto y ya no sigan matando más gente", agregó, con los ojos irritados por el llanto.(….)

Reporting from San Francisco and Oakland -- A former transit police officer seen on video shooting an unarmed man in the back has been charged with murder and could face up to life in prison in a racially tinged case that has sparked outrage and street protests in Oakland. Johannes Mehserle was arrested Tuesday night in Zephyr Cove, Nev., nearly a week after resigning from the Bay Area Rapid Transit District police force in the wake of the New Year's Day shooting death of Oscar J. Grant III, authorities said Wednesday. "At this point, what I feel the evidence indicates is an unlawful killing done by an intentional act," Alameda County Dist. Atty. Tom Orloff said Wednesday in announcing the charges. Legal experts said it was rare for an officer to be charged with murder in connection with an on-duty shooting, and that convictions are difficult. Mehserle's attorney, Christopher Miller, said he expected that his client would eventually be cleared of the charges arising from "that chaotic night." Mehserle "was a fine young officer with an excellent work history," Miller said at a Sacramento news conference, adding that "this case is not just about a video.

Mi hermano me pidió estando en Estados Unidos y yo entré legalmente con visa. Si por motivos de fuerza mayor necesitara yo salir a México y mi caso está en trámite, ¿que pasará con este trámite y mi visa de turista? Usted solamente podrá permanecer en EE.UU. y arreglar a través de la petición de su hermana si está protegida por la 245(i) (con una petición hecha antes del 30 de abril de 2001). De lo contrario, tendrá que salir del país y enfrentar una exclusión de tres a 10 años para reingresar. Y aunque la petición fue sometida el 30 de abril de 2001 o antes, si ha estado viviendo permanentemente aquí, no puede salir a México hasta hacerse residente.

DPS SUED OVER DRIVER'S LICENSE RULES FOR IMMIGRANTS / CLAY ROBISON / SAN ANTONIA EXPRESS NEWS
Civil rights advocates sued the Texas Department of Public Safety today, contending new driver's license requirements for immigrants discriminates against people legally in the United Status. (…)The immigrant licenses also look different from licenses issues to citizens. The suit was filed on behalf of three women, all legallly working in the U.S., who have been denied or likely will be denied license renewals because the DPS doesn't accept their work authorization status. The new rules require non-citizens to show official work authorization proof in the form of an official Employment Authorization Document (EAD) every six months to renew their licenses. Harrington said the federal government is slow in processing many EADs and the DPS won't renew or issue a license without them, even if the immigrants have other work documentation. Two of the plaintiffs are Sonia Castillo, a Mexican national who lives in Austin, and Jocelyn Alvarez Torres, a Mexican national living in Mt. Pleasant. Victims of domestic abuse, they are in the U.S. legally under the federal Violence Against Woman Act, Harrington said.

Oklahoma voters may get a chance to make English the state's official language, a proposal that was bitterly opposed by Indian tribes last year. Republican state lawmakers said Wednesday they will work for a second consecutive year to send the constitutional amendment to voters. A group of lawmakers led by Rep. Randy Terrill,
R-Moore, author of Oklahoma's sweeping anti-illegal immigrant law, said they are refiling legislation that was unsuccessful last year to make English the official language of Oklahoma government. Lawmakers say the bill is designed to save taxpayer money and help legal immigrants assimilate into U.S. society.

Utilizando como excusa las 300 mil plazas laborales que se perdieron en Nueva Jersey en el último año y responsabilizando por esto en parte a los inmigrantes indocumentados, el asambleísta Richard Merkt, someterá hoy un proyecto de ley para que se detenga la contratación de trabajadores ilegales. Bajo el nombre de “Acta de Protección al Trabajo de Nueva Jersey”, el proyecto de ley exigiría que una persona antes de ser contratada para un empleo deberá proveer como requisito evidencia de su elegibilidad para trabajar en el país. El empleador tendría 90 días para verificar la autenticidad de los documentos.

Organizaciones como LULAC, Federación de Zacatecanos en el Norte de Texas, Casa Apaseo el Grande de Guanajuato, Centro Cívico Salvadoreño, entre otras, realizaron su primera reunión en la que
acordaron llevar a cabo dicho foro el tercer sábado de cada mes, de 10 a.m. a 12 p.m., en el que se abordarán temas relacionados con los inmigrantes hispanos en general.

ESPERA ALCALDE TEXANO QUE OBAMA FRENE MURO FRONTERIZO / EL DIARIO DE JUÁREZ (CHIHUAHUA)
El alcalde de McAllen, Texas, Richard Cortes, expresó hoy su confianza en que el presidente electo de Estados Unidos, Barack Obama, frene la construcción de un muro fronterizo que se edifica entre su país y México. "Para nosotros el muro es un insulto para nuestras familias y amigos aquí en México, es algo que creo que mi Gobierno está muy equivocado en eso, y ojalá que este presidente nuevo lo pare", dijo el funcionario estadunidense en Ciudad Victoria, capital de Tamaulipas. El alcalde de McAllen fue entrevistado en el marco de la visita de cortesía que hiciera el embajador de Estados Unidos en México, Antonio Garza, a una escuela primaria de esta ciudad, donde se presentó un programa para enseñar inglés a los 300 mil alumnos de primaria en este estado para el ciclo escolar 2008-2009.

EX BRACEROS TRAMITAN EL PAGO DE SU DINERO / LA VOZ DE MICHOACÁN
La oficina municipal del Migrante exhorta a los ex braceros para que se presenten con los documentos que los acrediten como tal. El objetivo llevarlos a la mesa receptora en Morelia y ahí, con los papeles requeridos, les entreguen su hoja de pago, misma que hará posible que en abril o mayo, reciban los 38 mil pesos que el gobierno mexicano les debe, comentó en entrevista el capitán Diego Manuel Muciño. Explicó que esto inició porque en el 2000 un ex bracero hizo un juicio extrajudicial contra Estados Unidos por el impuesto que le retenía. A través de ese juicio, el gobierno de México, solicitó el convenio, gobierno a gobierno, para el pago.

With his slightly off-kilter paisley bow tie and thick London accent, Sanwar Ali looks the part of a global salesman. What he and partner James Dunlop are selling at workpermit.com is dispassionate, comprehensive knowledge about how to get into Canada, Australia, the United Kingdom and the United States. Of that group of four, "Canada would probably be No. 2" in terms of being the easiest for skilled workers to get into, Ali says. "Australia is probably the easiest because they have a wide range of qualifications you can have." With a startling facility to reel off visa types and qualifications while quieting his half-Latvian, half-British children, Ali acknowledges that Canada is trying to address the monumental backlogs and the disconnect between credentials and actual jobs that have thwarted many an immigrant. The problem with Canada, he says, is that once the six-year window to wiggle through the system elapses, the labour market could have changed radically. "They've changed the list so it's geared to what jobs are in demand, although nobody really knows how that's going to work." Ali is referring to the 38 priority jobs Citizenship and Immigration Canada has just listed for permanent residents. But Canada still hangs on to a stark demarcation between skilled, university-educated professionals who get permanent residence immediately and tradespeople on temporary work permits.

RESOURCES FOR SKILLED IMMIGRANTS AND EMPLOYERS / TORONTO STAR

An award-winning initiative of the Toronto Region Immigrant Employment Council (TRIEC) that matches skilled immigrants with established professionals in occupation-specific mentoring relationships. Immigrants get matched with someone in the same field who can give hands-on professional guidance. Of the more than 2,700 matches made, 85 per cent of those mentored have found employment in their field Employers who participate gain cross-cultural and leadership skills, and develop their awareness of the opportunities skilled immigrants offer to the Canadian marketplace. TRIEC also manages hireimmigrants.ca, a program that provides employers with interactive tools, information and resources to help them find, interview, hire, promote and retain skilled immigrants. IMMIGRANT SUCCESS AWARDS WINNERS / MIKE FUNSTON / TORONTO STAR
Patricia O'Connor has dedicated most of her 30-year career in social work to helping the vulnerable and disadvantaged. Now she assists other foreign-trained social workers who face barriers finding that first job in Canada. O'Connor is co-ordinator of a program at Ryerson University's Chang School of Continuing Education that offers training, mentorship, support and work placements for qualified social work professionals from other countries. More than 100 graduates of the 10-month certificate program have found jobs with hospitals, governments, health centres, children's aid societies and women's shelters – a 92-per-cent success rate since the program began in 2005. For her outstanding efforts, O'Connor receives the Toronto Star Immigrant Champion Award as chosen by the Toronto Region Immigrant Employment Council.

FOREIGN WORKERS CAUGHT IN DOWNTURN / ALEXANDRA ZABJEK / THE EDMONTON JOURNAL
Jobs prove scarce as permits expire. Rex Del Rosario has been unemployed for six months. It's not what the Filipino temporary foreign worker expected when he arrived in Canada on a two- year work contract in November 2007.(…..) Alberta posted almost 16,000 job losses in December, Statistics Canada says, and much of the downturn was in the construction sector. Unemployment rates remain low, but those working with temporary foreign workers say job losses are a major concern. "The problem right now is that no matter how hard we work to find them employment, we've come to the point where we cannot help them anymore because there's no more available employers to hire these people," said Remy Lastiwka, a temporary foreign worker settlement counsellor at the Mennonite Centre for Newcomers.(….)

ENGINEER WHO STRUGGLED NOW MENTORS OTHERS / PAUL IRISH / TORONTO STAR
Mansoor Ali, 47, wants to make it clear he's not above any job. But when the civil engineer was folding shirts and pants at a local laundry just a few years ago, he couldn't help but feel he was being underused.(….) "I love this land ... the entire world should embrace Canada," says Ali, who chose this country because it is safe and will give his children a quality education. "But (newcomers) must realize change doesn't happen overnight. " A program by the Toronto Region Immigrant Employment Council, the mentoring partnership is a collaboration of community organizations and corporate partners that bring together skilled immigrants with established professionals in occupation-specific mentoring relationships. Through the program, mentors give 24 hours of their time over a four-month period. They help immigrants navigate the job-search process by sharing knowledge, experience and contacts.(….) He has mentored three other engineers, including Javier Saborio from Mexico, who is now working as a construction inspector for the City of Toronto. Saborio is a trained civil engineer specializing in sewers and roads. He has been working full-time for about a year, but remembers how difficult it was when he landed in Canada in 2005."Everything was new, different," says Saborio, 44. "It can be difficult." But he said he knew enough to look for help. "Mansoor was great. He kept my confidence up." (….)

LEGAL SERVICES SOCIETY MAKES ASSISTANCE CUTS / TARA CARMAN / VANCOUVER SUN
Reduction comes as demand for legal aid rising. The Legal Services Society of B.C. is cutting services at a time when demand for legal aid is rising. The cuts mean 38 Lower Mainland employees will be out of work come April, constituting a 16-per-cent reduction in staff, LSS executive director Mark Benton said in a statement. The society estimated that the spending cuts will save $12.7 million, but its statement did not say whether its funding is being reduced by that much. Benton declined to be interviewed about the cuts. Benton's statement said duty counsel and immigration services, as well as LawLine -- a free phone service for people who don't qualify for a legal aid lawyer -- will be affected by the cuts. As well, some of the administration fees that lawyers get for taking on legal aid cases are being eliminated. A statement of operations on the society's website showed it went from a surplus of $2.1 million in the 2006-2007 fiscal year to a deficit of $1.9 million in 2007-2008. The majority of the society's funding -- 88 per cent in 2007-2008, or $67 million -- came from the provincial government. That was up from almost $63 million the year before.

STATISTICS BACK WINDSOR CAMPAIGN TO ATTRACT RETIREES / GRACE MACALUSO  THE WINDSOR STAR
The campaign to promote Windsor and Essex County as a retirement haven “makes good sense,” Douglas Newson, a senior official at Statistics Canada, said Wednesday. Seniors make up the fastest growing demographic group in Canada, said Newson, regional director for Stats Can. (….) Reasons for this trend are well documented –– plunging fertility rates and rising longevity, noted Newson. “Canada’s fertility rate is relatively low and has been below replacement level of 2.1 children per woman since the late 1960s,” he said. “If it was not for immigration, we’d start to see a decline in population.” Immigration is the primary reason the Windsor CMA saw a five per cent rise in its population from 2001 to 2006, said Newson. “Windsor continues to draw newcomers,” he said, adding that the majority of immigrants hailed from Asia and the Middle East. Linda Smith, chamber president, said Newson’s presentation confirms her belief in the 100 Mile Peninsula campaign, a joint marketing program with the Greater Windsor Home Builders’ Association and the Windsor-Essex County Real Estate Board.
“We’re capitalizing on our naturally occurring retirement community amenities,” said Smith, pointing to the region’s affordable housing prices, moderate climate, wineries and proximity to the U.S.(….)

ILLEGAL IMMIGRATION DROPS TO ZERO AS RECESSION GRIPS U.S./ THE OTTOWA CITIZEN
The net flow of illegal immigrants to the United States has trailed off to around zero since the recession began to bite in December 2007, according to a research study. The report by the Migration Policy Institute think-tank, released yesterday, found the U.S. illegal immigrant population remained steady at around 12 million last year as the economy shed around 2.6 million jobs. "When the economic climate in the United States changes dramatically for a period of time, the first flow to respond is that of unauthorized immigrants," Institute president Demetrios Papademetriou said. "Net illegal migration has been at a standstill, inflows and outflows come out at zero, " he added. The report found the decline came largely as a result of fewer unauthorized migrants attempting the journey from Mexico and Central America.
