Por Tijuana, en la cajuela de un automóvil, hace 38 años Félix Sánchez de la Vega pasó la frontera como ilegal y se avecindó en Nueva York, donde, literalmente, amasó una fortuna que hoy le otorga el título de Rey de la Tortilla, ahí en la Gran Manzana. Ayer en el Palacio Legislativo de San Lázaro, Sánchez de la Vega recapituló brevemente esos tiempos difíciles de cuando salió de su pueblo, Piaxtla, en el estado de Puebla, y cómo a fuerza de trabajo alzó un emporio sustentado en la masa, en la tortilla. Y también ayer en San Lázaro, en un acto encabezado por el diputado federal priista Edmundo Ramírez Martínez, coordinador del grupo de trabajo en materia migratoria, del grupo parlamentario del PRI, a Sánchez de la Vega le fue entregado el Premio Migrante Solidario 2009, que el año pasado se entregó al gobernador de Nuevo México, Bill Richardson, y al migrante y promotor de la salud, Francisco Cisneros Solís [Consejero del IME 2003-2005]

FLORENCIA VELASCO FORTNER: LET'S PRODUCE MORE LATINO LEADERS / FLORENCIA VELASCO FORTNER / THE DALLAS MORNING NEWS
A recent request by a reporter for the names of up-and-coming Latino leaders in the southern Dallas area was a painful reminder of the void in leadership in the Hispanic community. As the reporter and I started cross-referencing names, we were both amazed at how small the list was in comparison to the size of the Latino population in the southern half of our city. (…) Several long-established community organizations such as LULAC focus on activism, and strong business leaders are affiliated with the Greater Dallas Hispanic Chamber of Commerce. We also have had celebrated leaders who for many decades were the voices and the trailblazers of the Latino community. Leaders like Adelfa Callejo, Anita Martinez (Consejera del IME 2003-2005), Trini Garza and Rene Martinez (Consejero del IME 2006-2008) certainly made inroads.

MIGRANTES DETALLAN EN EU COMO QUIEREN LA ENCHILADA / GEORGINA OLSON / NUEVO EXCELSIOR
Veinte de las asociaciones más importantes de defensa de inmigrantes en Estados Unidos presentaron su propuesta de reforma migratoria a los encargados del tema dentro de la administración Obama. Tras seis meses de conciliar diferentes puntos de vista, plantearon prohibir que las embarazadas, los niños y personas vulnerables sean objeto de las redadas, así como aumentar el número de jueces especializados en materia migratoria John Amaya, abogado del Fondo Mexicano-Americano de Defensa Legal y Educación (Maldef), quien participó en las reuniones, dijo que es la primera vez en muchos años que se dan estos encuentros. “Las personas que están manejando el equipo entienden la ley bastante bien. Para ellos fue una oportunidad para dialogar con nosotros y saber cómo percibimos la transición”, señaló.

CASTIGA A 20 ESTADOS LA CAÍDA EN REMESAS / ERNESTO SARABIA / REFORMA
Durante 2008, la reducción de los flujos de remesas alcanzó a 20 entidades federativas, más del doble que el año previo, y el Distrito Federal fue el más dañado, revelan datos del Banco de México. Según la información, el envío de dinero de los mexicanos que radican en el exterior tuvo una caída de 3.6 por ciento, al pasar de 26 mil 76 millones de dólares en 2007, a 25 mil 145 millones en 2008, pero un tercio de la baja la provocó la capital de País. En el DF, la recepción de remesas cayó 19.6 por ciento en relación con el año previo, 267 millones de dólares menos, algo sin precedentes, y de esa forma acumuló dos años consecutivos de retrocesos.

HALLAN A MIGRANTE MUERTO EN LA MONTAÑA / JULIETA MARTÍNEZ / EL UNIVERSAL
Un joven presumiblemente de origen mexicano, murió en las montañas de San Diego, California, mientras intentaba llegar sin documentos a Estados Unidos. “Tenía las manos en las bolsas de su pantalón, a su lado (estaban) una chamarrita y un galón de agua que otros migrantes le dejaron. Posiblemente tenía mucho frío”, relató el director de la agrupación Ángeles del Desierto, Rafael Hernández, quien encontró el cuerpo. Elementos de la división Bor Star de rescate de la Patrulla Fronteriza recuperaron el cadáver del migrante. Utilizaron un helicóptero porque estaba en una zona muy escarpada, dijo el activista.

ABRIRÁN EN EL CENTRO ESPACIO AL ARTE MIGRANTE / ÁNGEL BOLAÑOS SÁNCHEZ / LA JORNADA
El edificio de lo que fue el restaurante El Malecón, que se distingue como “la fachada más pequeña de la ciudad de México”, en el número 9 de la calle Venustiano Carranza, en el Centro Histórico, albergará un anexo del Nacional Museum of Mexican Art (NMMA), de Chicago, para promover y difundir el arte de inmigrantes mexicanos. El jefe de Gobierno, Marcelo Ebrard, y el presidente fundador del NMMA, Carlos Tortolero, suscribieron ayer la carta de intención correspondiente en el salón de cabildos del Antiguo Palacio del Ayuntamiento, donde la escritora Elena Poniatiowska, en un breve mensaje, dijo que este proyecto reconoce la identidad y pertenencia del migrante: “no son huérfanos, son mexicanos que tienen derecho a su país y a regresar cuando ellos quieran”.

ACUSAN A HISPANO / NUEVO EXCELSIOR
Un joven hispano del suroeste de Colorado fue acusado de hacer amenazas de matar al presidente Barack Obama y colocar una bomba en el Mall of America, el centro comercial más grande de Estados Unidos, ubicado en Bloomington, Minnesota. La oficina del Procurador Federal en Colorado informó que Timothy Ryan Gutiérrez, de 20 años de edad y residente de la comunidad de Cortez, fue acusado ante una corte federal en Denver luego de que un gran jurado emitiera los cargos en su contra el pasado martes. La acusación indica que Ryan Gutiérrez envió un mensaje de correo electrónico al Buró Federal de Investigaciones (FBI) ocho días antes de la toma de posesión de Obama en el que escribió: “Voy a asesinar al nuevo Presidente de Estados Unidos. PS, tienen 48 horas para impedir que esto ocurra”.

PLAN DE OBAMA PODRÍA BENEFICIAR A INDOCUMENTADOS / JULIE HIRSCHFELD DAVIS / HOUSTON CHRONICLE
El proyecto de ley de 819.000 millones de dólares del presidente Barak Obama podría beneficiar con aportes monetarios a los inmigrantes ilegales, sostuvo el jueves un dirigente republicano. El proyecto de ley, que podría enviar cheques de 500 dólares por persona y 1.000 por pareja, excluye a los extranjeros sin permiso legal de residencia aunque permitirá a las personas que carecen de número de la Seguridad Social recibir dichos cheques. Los inmigrantes indocumentados que no pueden obtener un número de la Seguridad Social pueden presentar declaraciones de impuestos con un número alterno. Una versión del proyecto aprobada por la Cámara de Representantes y la que considera ahora el Senado permitirá a cualquier persona con dicho número recibir esos cheques.

EL CONDADO DIALOGA CON LOS CÓNSULES DE LATINOAMÉRICA / RUMBO
La comisionada del Precinto 2 del Condado de Harris, Sylvia R. García, sostuvo una reunión informal con los cónsules de Latinoamérica en Houston. En la reunión estuvo presente el nuevo sheriff del Condado, Adrián García. Entre otros temas, se habló de las responsabilidades de las autoridades del Condado y su relación con las comunidades de origen extranjero en Houston. "Creo que fue una junta muy productiva porque algunos de los cónsules tenían preguntas sobre la relación del Departamento del Sheriff con ICE", dijo García.

EDITORIAL: NEXT MEXICAN AMBASSADOR MUST BE HIGH PRIORITY / THE DALLAS MORNING NEWS
President Barack Obama's agenda is already packed to the brim with urgent domestic and international issues. Another item – Mexico – deserves a place high on his list, though it's rarely been apparent from Obama's campaign and post-election public statements that he shares our sense of concern. Being from Chicago, and having spent the past few years in Washington, it's understandable why he might not have a Mexico-centric view of the world. That could change quickly.

EXPANDED HEALTH CARE FOR KIDS PASSES SENATE / KEVIN FREKING / THE DENVER POST
The added spending would still leave about 5 million U.S. children without insurance. Senate Democrats moved one step closer to handing President Barack Obama an early health care victory Thursday, passing a bill extending government-sponsored health insurance coverage to about 4 million uninsured children. The bill, which was approved 66-32, authorizes an additional $32.8 billion over the next 4 1/2 years for the State Children's Health Insurance Program. The House plans to take up the same measure next week. (…) The Democratic majority turned back Republican amendments to limit expansion of the program. Among the failed amendments were a prohibition on using federal money to cover children of newly arrived legal immigrants and a stricter income limit in some states for participating families. Current law requires a five-year waiting period before legal immigrants become eligible for coverage under Medicaid and SCHIP. Democrats said that removing the ban would help children before small health problems became big ones.

COLO. GOVERNOR: LAWS STOPPING IMMIGRANT WORKERS / THE DENVER POST
Gov. Bill Ritter says fewer immigrant workers are coming to Colorado because of tougher state laws. Ritter said Thursday that immigration laws passed in 2006 have hurt Colorado's ski and hotel industries by making it harder to find enough seasonal workers. He also says agricultural employers along the northern Front Range aren't finding as many immigrant workers as in the past.

STIMULUS PLAN SEEKS TO BAR ILLEGALS FROM TAX CREDIT / JULIE HIRSCHFELD DAVIS / HOUSTON CHRONICLE
Illegal immigrants without Social Security numbers could not get tax credits under the $800 billion-plus economic stimulus package making its way through Congress. A senior GOP congressional official expressed concern today that the bill could steer government checks to undocumented workers, but in fact the measure prevents anyone without a Social Security number from claiming tax credits of $500 per worker and $1,000 per couple. It also expressly disqualifies nonresident aliens.

NAPOLITANO TO 'CRIMINAL ALIENS': WE WILL DEPORT YOU / ARIZONA DAILYS STAR
If you're a criminal and you're not entitled to be in the United States, Homeland Security Secretary Janet Napolitano wants you out of the country. Napolitano, Arizona's former governor wants what she calls "criminal aliens" off American streets. She is looking at existing immigration enforcement programs to see if taxpayers are getting the most bangs for their buck. "That sounds very simple, but it's historically not been done," Napolitano said, speaking to reporters and senior Immigration and Customs Enforcement officials Thursday. About 113,000 criminals who were in the U.S. illegally were deported last year, Immigration and Customs Enforcement said. The agency estimates there are now as many as 450,000 criminals in federal, state and local detention centers who are in the country illegally.

IDLE CONSTRUCTION WORKERS SEE FOUNDATION FOR HOPE IN STIMULUS BILL / DANA HEDGPETH / WASHINGTON POST
(…) The plan comes as the construction industry has had its worst job losses in more than two decades, with 900,000 workers across the country unemployed, including nearly 25,000 in the District, Maryland and Virginia. And it could get worse, according to the Associated General Contractors of America. The trade group, which has lobbied the Obama administration and Congress with 10,000 letters from its members, said most of its 33,000 member companies expect to lay off more workers. Its economist said the number of unemployed construction workers could grow to more than 2 million if the economy does not improve. (..) He's trimmed the $175 a month he had been sending to his 80-year-old father in El Salvador and rarely takes his wife, two sons and daughter for a $38 meal at an Alexandria Mexican restaurant where the kids like the chicken quesadillas.

BORDER FENCE AVERAGED $3.9 MILLION PER MILE / BRADY MCCOMBS / ARIZONA DAILY STAR
The flurry of fencing erected along the U.S.-Mexico border in the past three years by the Department of Homeland Security has cost more than expected, a government report shows. The 140 miles of pedestrian fencing put up under the Secure Border Initiative prior to Oct. 31 of last year cost an average of $3.9 million per mile with costs ranging from $400,000 to $15.1 million a mile, a Government Accountability Office report released Thursday found. That per-mile average is more than the $3 million estimated by the Congressional Budget Office in August 2006 and much more than the $2.2 million estimated by the Senate used during the immigration reform debate that same year. Even the highest estimate at the time, $3.2 million per mile from U.S. Rep. Duncan Hunter, R-Calif., ended up being too low.

APLICA TEXAS CUARTA EJECUCIÓN DE 2009 CON HISPANO / DIARIO LA ESTRELLA
Texas realizó hoy la cuarta ejecución en lo que va del año, al aplicar la pena de muerte a Virgil Martínez, condenado por matar a balazos a cuatro personas, entre ellos su novia y dos hijos de la mujer en octubre de 1996 en el condado de Brazoria. El reo, de 41 años de edad y de origen hispano, fue declarado muerto a las 18:50 horas de este miércoles, nueve minutos después de que se le comenzó a aplicar en uno de sus brazos la inyección letal.

TEXAS ACELERA EN PENAS DE MUERTE / GUSTAVO RANGEL / RUMBO
Sólo en el primer tercio de 2009 podrían ser ejecutados 13 reos (6 hispanos); en todo 2008 fueron 18. Si todas las ejecuciones de reos programadas por el Departamento de Justicia Penal de Texas (TDCJ) hasta el próximo 7 de abril se llevan a cabo, el número de ejecutados en 2009 llegaría a 13, cinco menos de los 18 que fueron ejecutados en todo 2008. Seis de esas ejecuciones son de hispanos, el doble de 2008 (cuando fueron tres). (…)"Entre los hispanos esperando ejecución hay 13 mexicanos esperando fecha de ejecución y otros 12 de diferentes nacionalidades así que no podemos descartar que pueda surgir otro caso controversial como el del mexicano José Ernesto Medellín", dijo Houlé. Medellín fue ejecutado el 5 de agosto de 2008 a pesar de que en su proceso sus derechos consulares no fueron respetados. Ninguno de los hispanos que tienen su fecha ya programada es de nacionalidad mexicana. Todos ellos son estadounidenses. Jorge García Briseño fue el primer hispano en la lista de ejecuciones de 2009 (15 de enero), su ejecución fue reprogramada para el 7 de abril. Fue sentenciado en enero de 1991 por el asesinato del policía del condado Dimmit, Ben Murrisa.

MEXICAN JOURNALIST RELEASED FROM U.S. CUSTODY / JAMES RAINEY, ARI B. BLOOMEKATZ / LOS ANGELES TIMES
U.S. immigration authorities surprised press-freedom activists Thursday when they released a journalist -- fleeing alleged Mexican government persecution -- who had been held in a Texas detention center for seven months. Emilio Gutierrez Soto walked out of the Immigration and Customs Enforcement facility in El Paso late in the afternoon and expressed relief that he would soon be reunited with his 15-year-old son. "I still don't believe it. I need to wake up," Gutierrez, 46, said in a telephone interview. The case had outraged Reporters Without Borders and other media advocacy groups. They said the journalist -- seeking asylum after purported death threats -- endured the extended detention without a hearing or adequate explanation from the U.S. government. Gutierrez and his son, Oscar, crossed the border in June and turned themselves over to immigration authorities, saying they feared for their lives if they remained in Mexico. The reporter said he had been threatened after writing several articles critical of the tactics of the Mexican military, which has been attempting to crack down on drug traffickers.

APORTAN LATINOS UNA TERCERA PARTE DEL CRECIMIENTO SINDICAL EN EU / DIARIO LA ESTRELLA
Los latinos contribuyeron a la tercera parte del crecimiento de lossindicatos de Estados Unidos en 2008, destacó hoy el Consejo Sindical para el Avance Latinoamericano (LCLAA). "Cerca del 30 por ciento del crecimiento se atribuye a los latinos que agregaron 120 mil miembros al movimiento laboral", indicó la entidad gremial en un comunicado. La Oficina federal de Estadísticas Laborales (BLS) informó este jueves que la fuerza laboral sindicalizada en Estados Unidos aumentó de 12.1 a 12.4 por ciento entre 2007 y 2008. El índice de latinos agremiados aumentó a 10.6 por ciento en 2008 en comparación con el 9.8 por ciento un año antes.

A VEHICLE FOR QUICK CROSSING / JANINE ZÚÑIGA / SAN DIEGO TRIBUNE
Over the years, Jesse Gomez has picked up uncounted knapsacks, jackets and water bottles left behind by people illegally crossing the U.S.-Mexico border onto his Tijuana River Valley farm. But lately he's been stumbling across bikes, dozens and dozens of them. Beach cruisers, mountain bikes and roadsters. The occasional Trek or Huffy, but mostly cheaper models with rusted frames and torn seats. So many bikes that Gomez has outfitted his extended family, neighbors and friends and donated surplus to his church. The U.S. Border Patrol, which also has noticed the increase in bike crossings, had been donating bicycles it found in the area to a local prison to refurbish.

Rafaela Peralta no es dueña de casa, pero de igual manera está siendo impactada por la crisis hipotecaria. La casa en la que renta dos cuartos junto con su hija está siendo embargada debido a que la dueña perdió su empleo y ya no pudo continuar haciendo el pago de la hipoteca. A pesar de una búsqueda exhaustiva, Peralta, de 44 años de edad y originaria de México, aún no encuentra un lugar donde mudarse, pues quisiera quedarse en el área donde vive. "No tengo un lugar donde ir. He estado buscando apartamentos baratos, pero no he encontrado ninguno en Sylmar", agregó. "Sylmar es una parte de la ciudad donde es muy caro rentar". La historia de Peralta no es extraña, dado que en los últimos tres años se han registrado 18,000 embargos de casas en la ciudad de Los Ángeles, según representantes de la municipalidad que el miércoles en la noche organizaron una reunión en Van Nuys para informar al público sobre el plan de vivienda del alcalde Antonio Villaraigosa. PLAN DE ESTÍMULO NO BENEFICIARÁ A INDOCUMENTADOS: DEMÓCRATAS / EL IMPARCIAL (SONORA)
El líder de la mayoría demócrata en el Senado de Estados Unidos, Harry Reid, desmintió hoy las acusaciones republicanas de que el plan de estímulo económico que debate el Congreso beneficiará a los inmigrantes indocumentados en el país. Durante un encuentro con los periodistas del Capitolio, Reid y otros senadores demócratas defendieron el plan de estímulo, aprobado en la Cámara de Representantes ayer y que será votado en el Senado la próxima semana, como un antídoto para la enorme crisis económica que azota al país.

NARCOTIZAN A MIGRANTE DE SILAO / ESAÚ GONZÁLEZ / EL CORREO DE GUANAJUATO
Un hombre de 62 años, fue narcotizado en la central de autobuses de Silao llegando a Cuerámaro en estado inconsciente. El "anestesiado" fue trasladado al Centro de Salud local. El reporte fue recibido a las 10:45 de la mañana en la cabina de radio de Seguridad Pública, en la que personal de la central de pasajeros que se ubica a la salida a Manuel Doblado, detallaron que uno de los pasajeros estaba desmayado. El hombre fue identificado como GuzmánZavala de 62 años de edad domicilio Las Trojes municipio de Silao, desconociéndose los motivos por lo que se dirigía a esta localidad.

Kamil Kamil spoke about fleeing Iraq for Jordan with his family in 2003, just two months before U.S. bombs rained down on Baghdad where he worked as a university professor in mechanical engineering. He, his wife and son lived in Jordan for five years before Canada finally accepted them as immigrants last year. But a few days ago, with a blizzard blowing outside the portable classroom on Woodridge Crescent where he is learning English with other newcomers to Canada, the bus strike was all he wanted to talk about. How could it be allowed in a country such as Canada, he asked. The strike hurt so many people as they struggled to get to work, to school or simply buy groceries, he said. Many old people were confined to their homes for weeks on end. Mr. Kamil, 53, said he believes democratic countries cannot allow such strikes because of the havoc they create.(…) Flora Pimentel is from Mexico. She and her husband have two children, ages nine and 13. They live near Richmond Road and Carling Avenue, and before the bus strike, Ms. Pimentel was taking her English classes downtown. Her new school is a lot closer, but she was forced to walk during the strike. It took 30 to 35 minutes each way. It was tougher slogging for her husband up until a couple of weeks ago. He works on Booth Street and used a bike to get to his job. He also walked, a journey that took two hours each way. About two weeks ago, he couldn't take it anymore, and went out and bought a car. The family didn't have the money for such an expense so they're now paying back a loan. (….)
